CALL TO ORDER
A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by
Chairman Hill at 8:30 a.m. on Thursday, November 20, 2014, in the City Council Chambers, at City
Hall, 2 Portuguese Bend Road, Rolling Hills, California.
ROLL CALL
Commissioners Present: Heitzler, Wilson and Chairman Hill.
Commissioners Absent: Commissioner Margeta and Vice Chairperson Virtue.

MINUTES OF SEPTEMBER 25, 2014.
Commissioner Wilson moved that the Traffic Commission approve the minutes of a regular meeting of
the Traffic Commission held on September 25, 2014. Commissioner Heitzler seconded the motion,
which carried without objection.
PRESENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Sgt. Eschagary presented the traffic statistics for October and November stating that there were no
collisions and the Deputies issued 43 citations during that time period. Commissioner Heitzler expressed
concern regarding speeding vehicles on Crest Road West. Discussion ensued concerning options for
reducing speeds on Crest Road West. Leslie Stetson, 71 Saddleback Road addressed the Traffic
Commission to express concern regarding drivers running a stop sign on Crest Road East in the early
morning hours. Ed Smith, 85 Eastfield Drive addressed the Traffic Commission to also express concern
regarding vehicles speeding on Crest Road. He suggested that more drivers be cited. Following further
discussion, the Sheriff's Dept. was asked to provide additional enforcement on Crest Road West. Sgt.
Eschagary suggested that such incidents be reported to the Sheriffs Dept. when they occur. In response
to Commissioner Wilson regarding vehicles tailgating, Sgt. Eschagary stated that the deputies will issue
citations for those incidents when they see them occur.

NEW BUSINESS
CONSIDERATION OF THE INSTALLATION OF WARNING DELINEATORS AT THE
LOCATION WHERE A SWALE AND STORM DRAIN ON UPPER BLACKWATER
CANYON ROAD ARE LOCATED.

Chairman Hill introduced the item and asked or staff's comments. City Manager Cruz presented the staff
report stating that when Upper Blackwater Canyon Road was re -paved as a part of the Rolling Hills
Community Association's routine roadway maintenance schedule and since the repaving it was brought
to the City's attention that the asphalt area near the swale and storm drain is higher than it was before the
repaving and the roadway has the appearance of being more narrow. He stated that the City's Traffic
Engineer and the Drainage Engineer for the County both visited the area to assess the situation. The
Drainage Engineer felt the drainage device was appropriate for the conditions in the area; and to address
the safety issue, the Traffic Engineer recommended the installation of white delineators to warn drivers
of the roadway condition. He noted that the roadway in that area has not been restriped, further
compounding the issue. He provided an update on the bid to stripe all city roadways stating that the bids
came in higher than anticipated and the City Council rejected all bids recognizing that not all roadways
are in need of striping; and directed staff to send the project back out to bid for just the roadways that
need striping. He noted that in the meantime, the City will use its current agreement with the County of
Los Angeles to stripe the roadways that were repaved and currently have no striping, including Upper
Blackwater Canyon Road. Traffic Engineer Munoz stated that once the edge line is installed and with
the installation of the delineators, the drivers will be aware of the drain.
Following brief discussion, Commissioner Wilson moved that the Traffic Commission recommend
approval of the installation of warning delineators at the location where a swale and storm drain are
located on Upper Blackwater Canyon Road. Commissioner Heitzler seconded the motion which carried
without objection.
CONSIDERATION OF THE LOCATION OF TWO FUTURE DRIVEWAY APRONS
SERVING TWO LOTS ON SADDLEBACK ROAD AND FUTURE ACCESS TO A STABLE
FROM SADDLEBACK ROAD RESULTING FROM THE PROPOSED SUBDIVISION OF 80
SADDLEBACK ROAD.
Chairman Hill introduced the item and asked for star's comments. City Manager Cruz stated that as the
result of a proposed subdivision at 80 Saddleback Road, the applicant is proposing three driveway
approaches oil Saddleback Road — two of the driveway approaches will serve as access to the houses on
each of the lots and the third driveway approach will serve the pathway to the stable area on one of the
lots. He stated that the Traffic Engineer reviewed the proposed driveway approaches, visited the site
and does not object to the proposal from a traffic safety perspective.
Traffic Engineer Munoz stated the width and location of the proposed driveway approaches is
acceptable and there do not appear to be any sight visibility problems.
Dave Parker, 86 Saddleback Road addressed the Planning Commission concerning the driveway serving
the pathway to the stable. He stated that as it currently appears, it is very close to his driveway and may
pose a safety issue with it being at the top of a plateau and there also being a horse trail in that area.
Leslie Stetson, 71 Saddleback Road addressed the Traffic Commission expressing concern for
equestrian safety due to the fact that the horse trail is a very active trail. She further expressed concern
that adding two driveways in this area will adversely affect traffic safety on Saddleback Road.
Following discussion, consideration of this matter was continued to allow the applicant time to address
the concerns raised.

MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION
Commissioner Wilson commented that signs and posters are being taped to stop signs. Following brief
discussion, staff was directed to remove the paper and posters when they are found and to put a reminder
in the newsletter that such activity is not allowed.

MATTERS FROM STAFF
City Manager Cruz informed the Traffic Commission that Deputy Knox is retiring in January. He also
provided a brief update on the status of the Peninsula Cities acquiring an additional Automated License
Plate Recognition (ALPR) equipped vehicle for use in the area as well as the dedicated left turn signal at
Palos Verdes Drive North and Rolling Hills Road/Portuguese Bend Road.

Hearing no further business before the Commission, Chairman Hill adjourned the meeting at 9:31 a.m.
The next meeting of the Traffic Commission is scheduled to be held on Thursday, January 22, 2015
beginning at 8:30 a.m. in the Rolling Hills City Council Chamber at City Hall, 2 Portuguese Bend Rd.,
Rolling Hills, CA.
