11-18-14 FT.pdfMINUTES OF THE ADJOURNED REGULAR MEETING OF THE PLANNING COMMISSION NOVEMBER 18, 2014 PRESENT: Chairman Chelf, Commissioners Gray, Kirkpatrick, Mirsch and Smith Tavisha Nicholson, Bolton Engineering George Sweeney, Architect Helen Frykman, applicant Raymond Cruz, City Manager Yolanta Schwartz, Planning Director Chairman Chelf called the meeting to order at 8:00 a.m. at 10 Crest Road West. FIELD TRIPS A. ZONING CASE NO. 865. 2 Ringbit Road East, Lot 44 -SF Rolling Hills, CA, (Lewis). PER THE REQUEST OF THE APPLICANT THE FIELD TRIP HAS BEEN CANCELLED. Request for a Conditional Use Permit, Site Plan Review and Variances to construct a stable, driveway, related walls and related grading and request for change of address off of Southfield. B. ZONING CASE NO. 860. Request for a Conditional Use Permit, Site Plan Review and Variances to construct an 735 square foot stable with 453 square foot loft in the front yard area of the lot and a corral in the front yard setback; 1,104 square foot swimming pool and walls in the rear yard setback; to retain an unpermitted trellis and barbeque in the rear yard setback and request for grading for the project which would exceed the maximum permitted disturbance of the lot in Zoning Case No. 860 at 10 Crest Road West, Lot 2 -CH, Rolling Hills, CA. (Frykman). It has been determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA). Planning Director Schwartz provided background information on the request and pointed out the proposed stable, stable access and grading for the project. She stated that the applicant reduced the stable by 91 square feet, reduced the area of grading and removed the previously proposed decking around the proposed pool area in the rear. She also stated that the applicants were granted permission from the RHCA to plant in the western side easement, from up to 10 feet from the side property line. Discussion ensued regarding the grading of the corral and whether it is necessary to grade past the area of the proposed corral fence. Mrs. Frykman stated that she would like to have as big a corral as possible and would like to move the corral fence up to the front easement line. The Commission requested that the architect, engineer and the applicant discuss Minutes Adjourned Regutar Meeting the area of grading and inform the Commission at the evening meeting about their decision. The Commissioners then viewed the area of the proposed swimming pool. Commisoner Smith expressed concern with the entire pool being in the rear setback, but complememted the project in that by removing the decking the rear area looks more open and natural. Following brief discussion of the project and clarifications by the architect, Planning Commission continued the hearing to the evening Planning Commission evening meeting beginning at 6:30 PM.
