A. ZONING CASE NO. 869, SUBDIVISION NO. 94, VESTING TENTATNE PARCEL MAP NO. 72775, a request to subdivide an existing lot totaling '7.05 acres gross into 2 parcels as follows: Parcel 1: 3.70 gross acres, 3.0 net acres, Parcel 2: 3.34 gross acres, 2.67net acres. The property is currently vacant and is located on the south side of Crest Road East, between 17 Crest Road E. and 29 Crest Road E. {Lot 32-A-MS}, Parcel No.: 75b7-011-020 in the RA-S-2 Zone, Residential Agrzcu�tixral-Suburban 2-Acre ��.a.nixnurt net Io� ar�a, to be ix��plemented by M�. J�:r� �Iy��s. I� has �;een deteYinined that this project with rnitigation measures will not have a significant effect on the enviranment. Accordingly, a DRAFT 'VIITIGATEB NEGATIVE DECLARATION has been prepared. Planning Director Schwartz gave an overview of the project and stated that fhe request is to subdxvide an existing vacant lot totaling 7.05 acres gross into 2 parcels as follows: Parcell: 3.70 gross acres,3.0 net acres;Parcel 2: 3.34 gross acres, 2.67net acres. She stated tha� the project xs in RAS-2 zane and meets the requirement for lot size and aIl other design standards prescribed by the Subdivision Ordinance, except that the rear of the 1ot does not meet the required width o� 150 feet and the applicants request a Minutes � Adjourned Regular Meetzng modification from that requirement. She noted that the !ot is abutted by other single family residences in Rolling Hills and is located between two na�tural drairiage cours�s, which are a part of the Klondike Canyon system and that the property lies just north of the Flying Txiangle, considered geological hazard area. She Stated that th.e a��Xicant proposes f�vo new driveways from Crest Road E. fo serve each of the lots and the access to the stable is proposed along the easemenfs of each lot, and will need to be approved by the RHCA. She fux�her stafed that the Traffic Comi.nission will review the proposed driveways on January 26, 20�5. She stated �hat a Biological Assessment Study and a letter from the Californxa Department of Fish and Wildlife were received just prior to the meeting, and that staff will cornment on them after they have a chance to review them. Planning Director Schwartz fur�her stated severalletters from neighbors were received objecting�o the subdivision. Planning Commission walked through the proper�y observing the proposed property lines, driveways, lunits of the building pads and the general topography of the proposed Iots. Discussion ensued regarding grading and drainage for the potential development. N1r. Raine and Mr. Mackenbach expressed their concern regarding the drainage stating that the west side of the Klandike Canyon cannot accept additiona� water and fhat drainage £or the future Iots should be reviewed prior to approvai o£ the subdivision. Thexe being no further discussion the publzc hearing was cantinued to the evening meeting. S. ZONING CASE NO. $52, SUBDIVISION NO. 93,VESTING TENTATNE PARCEL MAP NO. 72232, a request to subdividE an existing lot t�taling 7.(}57. acres gross into 2 parcels as follows: Parcel 1: 2.4Q acres gross, 1.9b acres net; Parcel 2: 4.64 acres gross, 3.71 acres net. The pxoperty is currently vacant and is addressed as 80 Saddleback Itoad (Lot 67-RH}, in the RA-S-1 Zone, Residential Agriculiural-Suburban 1-Acre minimum net 1at area, �a be implemented by Mr. Jerry Turpanjzan. It has been defermined tha� this project with mitiga�ion measures will not have a significant effect on the environment. Accordingly, a DRAFT MIT�GATED NEGATIVE DECLARATION has been prepared. Planning Director Schwartz provided background inforxnati�n on the applicant's request for a subdivision at 80 Saddleback Road. She stated that the Cominission visited the sife in December, however due fo inclement weather was not able to walk around the site. She sta�ed that the app�icant is proposing to subdzvide the Iot into fwo lots - Lot 1 will be 2.4 acres gross/1.96 acres net and Lot 2 w�l.l be 4 acres gross/3.71 acres net. She sta�ed that the project is in RAS-1 zone and meets the requirernent £or lot size and all other design standards prescribed by the Subdivision Ordinance, She noted that the lat is abutted by other single family residences in Rolling Hills, a Nature Minutes z Adjourned Regular Meeting Preserve located in the City of Rancho Palos Verdes and the City's riding ring and '�hat the usually dry creek that runs along the bottom of Georgeff Canyon in the preserve is a blue line stream. She stated that the applicant proposes to close off the current common driveway and const-r�ct t�wo new dxiveways to eac� af the l.ots, and that the aceess to �he stable on Iot 2 has been revised and is now proposed fram the primary driveway. She further stated that the Traffic Commission will review the driveways on January 26, 2015. Planning Commission walked through the property observing the proposed property lines, driveways, liini.ts of �he building pads and the general topography of the proposed lots. They commented that the proposed bui�ding pad on Lot 1 is sufficien�ly far from the adjoining neighbors' house and that the £uture development, as shown, will not have a negative effect on that property, as stated by the owners' son at the prior Planning Commission mee�ing. Roger North addressed the Planning Commission stating that t.his appZication is only for a subdivision of one Iot into two lots and not for development of �ie Iots. The grading, building pads, driveways and other improvex�ients shawn on the plan are for demons�ration only that such development can take place in the future. There being no other business before the Planning Commission, the Planning Con�tission continued the public hearing to the evening Planning Commission meeting beo nning at b:30 PM.
