9/12/1966MINL7TES OF THE REGULAR NEETING OF'THE CITY COUNCIL OF THE CITY'OF'ROLLING HILLS, CALIFORNIA September.12, 1966 A regular meeting of the City Council.of the City of Rolling Hills was called to order by Mayor Fay at 7:30 P.M. on Monday, Sep- _tember 12, 1966 at the City Office. ROLL CALL Present: Councilman.Klein, Nadal, Tourtelot and Mayor Faye Absent: Councilman Hesse Others Present: Teena Clifton City Manager yr.. Marion.Welch City Treasurer Ruth -Thornton Secretary -APPROVAL OF MINUTES It.was moved by Councilman Tourtelot and seconded by Council- 'nan Nadal and unanimously carried that .minutes of August 22, 1966 be approved,as submitted. C.QRRESPONDENCE a) Letter dated.September 5, 1966 from Benjamin. S. Hite, Registrar of Voters, County. of Los Angeles, concerning the use of Rolling Hills City as a polling place for the general election Novem- ber 8, 1966. The City Manager was requested to.notify Mr. Hite that `the building would be available and the letter was ordered received and filed. b) Letter dated August 24, 1966 from Dorothy Lyman, City 'C1erk,.City of Santa Maria, re Field Act. The City Manager -gave a brief resume of -the enclosure, Resolution No. 24583, passed by --the City Council.objecting' to the application -.of the Field Act and.the destruction of older buildings because of earthquake damage. Follow- ing a.brief discussion the Mayor directed that the matter be held;on the agenda until the City Attorney had an opportunity to go over, the Resolution and give the Council anopinion. ti c) Letter dated September 8, 1966 from Marjorie A. Woodruff, Chief Deputy City Clerk, Temple City, re excessive noise from,.motor- cycles. Mayor Fay -ordered the letter be received and file&,'," d) Letter dated August 17, 1966 from Ralph A. Harper, Chair- man, Selection Committee, Southern California Rapid Transit District, re City representation. Mayor Fay instructed the City Manager show Vernon Fay as the voting representative for the City of Rolling -Hills. e) Notice.of.Application, the original directed to Local Agency Formation C, ission, set for hearing September 21, 1966, and accompanied by a copy of map showing the incorporation of the terri=- tory of Dominguez was presented by the City .Manager. The Notice was ordered received and filed. CORhESPON-DENCE (Continued) f) Letter dated August 30, 1966 from Joseph P. Leach, City Administrator, City of Rolling Hills Estates, was Presented. The letter requested the assistance of Rolling Hills in defraying the cost of crossing guard. services. After clarification by the City Manager pointing out that children from Rolling Hills attend La Cresta school and a minimal number attend Dapplegray school, Mayor Fay stated that financial support for the service was not included in the 1966-67 budget and that -Mr. Leach should be so ad- vised in writing by the Manager and that the C ouncil.would again consider the matter next year. REPORTS OF CITY DEPARTMENTS The City Manager introduced a request from Philip E. Watson, County Assessor, for permission to cancel.erroneous assess- ment of property at #2 Portuguese B end Road. The Council granted permission allowing said request to be forwarded to the City Attor- ney for signature. A letter from the County of Los Angeles Fire Department, K. E. Klinger, Chief Engineer, dated September 2, 1966, was read by the City Manager. Said -letter advised the Council that the tax rate for the current year is .5886 per $100 of assessed valuation, which represents a reduction in spite of rising costs of operation. Mayor Fay suggested that the City Manager direct a letter to Mr. Klinger in recognition of the reduction. Department of Countv Engineer Engineering Report 1965-6.6 for City of,Rolling Hills from the County of Los Angeles was introduced by the City, Manager, The Council reviewed the building and safety data, statistics, etc., contained therein.and Mayor Fay ordered the report received and filed. Sheriff's Department, Report for the Month of July, 1966 of the Los Angeles County Sheriff's Department was presented by the City Manager. `Yoll-owing brief comment by Council members the report was ordered received and filed, PAYMENT OF BILLS -2- Mr. Nadal moved that Demands No. 124 through No, 141 be approved for payment from the general fund. Further discussion and approval of the Audit was recommended held on the agenda by Mayor Fay until Mr. Kinley and Mrs Welch had an opportunity to study the Audit. ADMINISTRATION BUILDING The City Manager brought the Councilmen up to'date on develop- ments pertaining to the A dministration Building. The soil report has -;-3'-' ADHINTISTRATIONN B-IJILDINE;. (Cartinued) been submitted, the grading check has been completed by the County, Mr, Eberting has finished correcting the specifications, building plans have gone to plan check by the District Engineer, Lomita Office, and should be returned by the end. of the week. Bids. for the construc- tion of the building will be noticed. on September 19th. or 20th and , scheduled to be opened at the Council Meeting, October 10th, EASTFIELD GATE CONDEM ATION In viewof the fact that Mr. K.inley was not present Mayor Fay recoended that the matter of the Eastfield Gate be held. on the agenda until the next Council Meeting MATTERS FROM MEMBERS OF TBE COUNCIL Mr. Tourtelot requested that the Council excuse him from the next three or four meetings due to a trip out of the country.
