3/11/195718 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 p.m. Monday, 11 March 1957, In the City Hall of the City of Rolling Hills. The meeting was called to order at 7:30 by Mayor Goodman. ROLL CALL Present: Councilmen Allan F. Bullard James L. Elliott Fred I. Tourtelot. Lawrence M. Weitzel and Mayor Owen F. Goodman Also Present: -City Attorney William Kinley (entered City Clerk Gilbert Myers at 7:40) Mrs. Stockdale Chief Robinson Captain Trefethen Mr. Nathaniel Fryer Mr. John Knezevich Dr. Greenhut (entered at 8:40) MINUTES The minutes of the City Council meeting held 25 February 1957 were read by the City Clerk. It was moved by Councilman Bullard and seconded by Councilman Tourtelot that the minutes be approved as corrected. The motion was carried. POUND ORDINANCE The City Clerk read a letter of 8 February from the County Health Department regarding the danger of rabies and the need for a pound ordinance to control it. After a general discussion in which it was agreed that the City should adopt such an ordinance, Mayor Goodman stated that he would prepare a pound ordinance for presentation at the next meeting. COUNTY FIRE DEPARTMENT REPRESENTATIVES Battalion Chief Byron D. Robinson of the Los Angeles County Fire Department made a comprehensive report on the County Fire District which includes the City of Rolling Hills. He observed that two sections within the city confines are not now in the District. The Council asked him to initiate action for their inclusion. He explained that in about five weeks a communication would come to the City on which the Council could act. He further discussed the improvement of fire ratings which might be possible in our area because of better water supply and more men and equipment on duty. Captain Trefethen explained the house-to-house fire prevention operations of the Department which occur in its off season, January to May, and of its particularly beneficial effects. CIVIL DEFENSE Mr. Nathaniel Fryer, a representative of Director Earl of the Civil Defense Authority, spoke on the matter of 1 1 1 Civil Defense and disaster procedure in this area. He outlined the services for which the City could contract from the Civil Defense Authorities. When asked how the City could best cooperate, he replied that it would be to go along with the Interim Survival Plan. The Council was of the opinion that it should confer with local Director Dean Madsen regarding our civil defense problems. HIGHWAY INVENTORY The City Clerk read a letter of 20 February 1957 from the State Department of Public Works requesting that an estimate be made of road needs through the year 1971. After considerable discussion it was agreed that the matter should be referred to the Rolling Hills Community Association for study and necessary action. GIRL SCOUT WEEK The City Clerk read a letter of 21 February 1957` from the South Bay Council of Girl Scouts. In accordance with this letter, Mayor Goodman proclaimed the week of i March 10 to 16 as Girl Scout Week in,.the City of Rolling .� Hills. The City Clerk was instructed to post a notice of this proclamation on the bulletin boards. z PUBLIC UTILITIES HEARING FOR GAS RATE INCREASE The City Clerk read a letter from the Public Utilities Commission of 27 February 1957 announcing a hearing on rate increase -for the Southern California Gas Company. After some discussion it was agreed to take no action. PARKS AND RECREATTON:."ALLOTMENT,, The City Clerk read a letter from the County of Los Angeles Department of Parks and Recreation dated 28 February 1957 indicating that the sum of $223 was to be appropriated for the City of Rolling Hills, provided a City appropriation of three dollars or more for each County dollar was made. After considerable discussion, it was moved by Councilman Bullard that this matter be tabled until the next meeting. The motion was seconded by Councilman Tourtelot and carried. CITY WORKMENIS COMPENSATION INSURANCE The City Clerk reminded the Council that the insurance binder from the State Compensation Insurance Fund will expire 25 March 1957, and said he will contact the Long Beach office to determine the next necessary step to continue coverage. PERSONAL APPEARANCE - DR. J. W. GREENHUT Dr. Greenhut presented a letter written to him by the South Bay Engineering Company. It reported on the engineering aspects of the road construction and dam activities of Dr. Keys. After some discussion it was decided to refer the matter to the Rolling Hills Community Association. RESOLUTION NO. 21, Thereupon, after discussion in which all Councilmen participated, and after approval by the City Attorney, Resolution No. 23 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Re Contract for City Prosecution Serviceit was, on motion made by Councilman Tourtelot, seconded by Councilman Bullard, and'on roll call vote unanimously adopted. Said resolution is set forth in full in the Book of Resolutions. PROPOSED ORDINANCE RE LOW-FLYING AIRCRAFT A proposed ordinance entitled "An Ordinance of the City of Rolling Hills, California, -Regulating the Flight of Aircraft over the City of Rolling Hills" was introduced and read by Mayor Goodman. After discussion it was agreed that Councilman Elliott should take a copy to the Civil Aeronautics Authority for criticism and any necessary amendment. THE KEEPING OF HORSES Mayor Goodman suggested that -','-a public hearing be held regarding a proposed stable ordinance. The City Clerk was instructed to give notice of the hearing to be held at the second Council meeting.in April in the Newsletter and to furnish copies -of the proposed ordinance to be sent to the Caballeros. ORDINANCE NO,J Ordinance No.'l entitled "An Ordinance Reulating the Speed of Motor Vehicles.." introduced at the 29 February Council meeting, was read by the City Clerk. Upon motion made by Councilman Tourtelot, seconded by Councilman Elliott, the Ordinance was on roll call vote unanimously adopted. Said Ordinance No. 1 is set forth in full in the Book of Ordinances. ORDINANCE_ NO It was moved by Councilman Tourtelot that the reading of Ordinance No. 2 entitled !'An Ordinance of the City of Rolling Hills, Californias Prohibiting Immoral Conduct." introduced at the 2.5 February Council meeting, be waived. The motion was seconded by Councilman Elliott and unanimously carried. Thereupon,, on motion made by Councilman Bullard and seconded by Councilman Tourtelot, The Ordinance was on roll call vote unanimously adopted. Said Ordinance No. 2 is set forth in full in the Book of Ordinances. PROPOSED TRASH OR LITTER ORDINANCE The necessity for an anti -litter ordinance was discussed and the subject was held over 'until the next meeting. The Mayor and the City Attorney were both instructed to investigate the writing of an ordinance to cover this matter. WAIVER FOR BUILDING IN SLIDE AREAS The City Clerk reported on the matter of a waiver to be executed In the County Building Office to protect the City of Rolling Hills against damages from building 21 in slide areas. Mr. Kinley undertook to draft such a waiver to be furnished to the County office. OTHER CORRESPONDENCE Communications from the League of California,Citiess The Metropolitan Transportation Engineering Board and the Red Cross were presented by the City Clerk to the Council. No action was taken. CAPITAL COMPANY APPRAISAL OF GATE PROPERTIES, The City Clerk advised the Council that Mr. Kulow . of the Capital Company had orally offered for sale to the City and/or the Rolling Hills Community Association the main gate house, the Eastfield gate house and resi- dence, the two island gates and two residential sites at either end of Crest Road for a total consideration of $50,000-00. 'Mayor Goodman and Councilman Tourtelot were instructed to contact Palos Verdes Properties further with regard to this matter.
