Chairman CZielf called the meeting to order at 7:32 a.m. 1 Buckboard Road.
Commissioners Smith and Mirsch recused themselves from deliberating in fihis case due
to proximity of their p�operties to subject parcels.
A. ZONING CASE NO. 870-87I. Request for a Certificate of Compliance for Lot
Line Adjustments befween four parcels of lar�d located at 1 Suckboard Lane, 1
Georgeff Road, vacant Iot known as 3 Georgeff Road and 8 Crest Road East, Rolling
H�Ils,CA; a Variance for Iess than minimuxn required frontage of a parcel ix� Zoning
Case No.$70 and a request for a Zoning Map Amendment and General Plan
Amendment to change the zoning classification of the adjusted area af the property at 1
Buckboard Lane from RAS-2 (Residential Agricultural Suburban, two acre minimum
lot size) to RAS-1 (Residential Agricultural Suburban, one acre xninimum lot size)
zoning district, and the adjusted area of the vacanf Iot af 3 Georgeff Road from RAS-1
to R.AS-2 and to reclassify the land use categ�ries o£fihe adjusted axeas zx�Zoxung Case
No. $71, Zoning Map and General Plan Amendment 2015-01. {Robinson). The Project
has been determ.ined to be exempt from the California Environmental Quality Act,
(CEC,�A) under the Class 5 Exemption, Minor Alterations in Land Use Limitations.
Planning Director Schwartz reviewed the applicant's xequest far a lot line adjustment
and Zoning Map and General Plan amendrnent. She stated that the applicant is
proposing a lot Iine adjustcnent between four properties located at 1 Buckboard Lane, 3
Georgeff Road (vacant lot), 1 Georgeff Road and 8 Crest Road East (Tu} and the
proposed project will result in the parcels each having their own access to a fully
ded'zcated street and wi11 alleviate a non-conforrning rear yard setback condition on 1
Buckboard Lane. She stated that although one of the pa�cels will have access that is less
than the mixiimum required along a stree�, the condition would be better than currently
exist because subject lot currently is entirely landlocked. She further explained that 1
Buckboard Lane property forms the boundary bettiveen RAS-1 and RAS-2 zoning

district, and therefore �hose portions of the pa�rce�s tl►at are being swapped between 1
Buckboard Lane and 3 Georgeff Road wzll have to conform to the zoning of their
respective parcels and there is the need for Zoning Map arnendment. A General Plan
arnendrnent is necessary to cause the zoning categories to be consistent with the density
categorzes of the General P1an. She stated that these changes will be amended by
Ordnance and will require a public hearing before the City Council. Piaiuling
Commission members walked the properties and observed the current and pxoposed
lot lir�es. Bruce Bornemann, IWS Surveying and the applicant explained the proposed
property lines.
There being no further discussion the public hearing was continued to the evening
meeting.
B. ZON�NG CASE N�. 875, Request for a Conditional Use Permit and a Variance to
convert an exi.sting cabana to a gues� house that encroaches into the north side yard
setback at 5 Lower Blackwater Canyan Road, (Lot 82-RI� Rolling Hills, CA, (Ruzic).
The project has been determined fo be exempt from the California Environmental
Quality Act, (CEQA).
Plarming Director Schwartz provided background information on the applicant's
request to convert a previously approved cabana to a guest house and to enclose the
covered porch. A variance is required because the covered porch encraaches 3-into the
side setback, which would be enclosed and made into living space. She also read the
conditions the applicants would have to meet for a guest house, including the
requiremen� far a landscaping plan. In response to Chairman Chel£, Planning Director
Schwartz stated that a plan showing the existing landscaping should be submitted and
will suffice to meet that condition.
There being no other business before the Planning Comxni.ssian, the Planning
Commi.ssion continued the public hearing to the evening Planning Commi.ssion
mee'ting beginning at 6:30 PM.
