Fay at 7:30 P'.M.'on Monday, November 14, 1966-in.the-City Hall, 1 Portuguese -Bend Road, Rolling Hills, California ROLL CALL Present: Councilmen Hesse, Nadal, Tour.telot and Mayor Fay Absent: Councilman Klee Also Present: Teena Clifton City Manager William Kinley City Attorney Marion Welch City Treasurer Dr. Wayne Butterbaugh Palos Verde_sPeninsula. Unified -School District APPROVAL OF MINUTES It was moved by Councilman.Hesse, seconded by Councilman Nadal and unanimously carried that the minutes of October 24, 1966 be approved as submitted. It was moved by. Councilman.Hesse, seconded by Councilman Nadal and unanimously carried that the minutes of October 20, 1966,iie approved as corrected. PERSONAL APPEARANCE . Mayor'Fay welcomed Dr. Wayne Butterbaugh, Superintendent of the Palos Verdes Peninsula Unified School District, to the meeting. Dr. Butterbaugh said he was.;,glad, to. -.have- the opportunity to discuss the matter of driver>�t a;ining; ns, .the School bistric�t-iwith the City Council. He stated that --the - School, B.oard�'sIpIosition,ew th.> regard to the matter of adding driver training to the curriculum was one "of priority. The Board is not opposed to the program,,,in any way,ebut feels that the School District s dollars must first be spent on theacademic program. There -was a discussion concerning the meeting.._of the Palos Verdes Peninsul-a•Advis,ory Council, to be held on November -15th, and. it was decided thatMa.y.or Fay would ask -a representative of the Land -- Use Study Committee to Attend the meeting to gather information on.the ammounced purpose of discussion mutual community problems and bring information back to the Council. b) -A,letter dated October 27, 1966 from the Mayor of Long Beach, and one. dated October 31, 1966 from the Mayor of Santa Monica relating to the -membership of the City of Los Angeles in- SKAG- on the Executive Committee and General Assembly -were presented. Mayor -Fay reported that the matter had been resolved at the last meeting.of SKAG representa.tives,:and Los Angeles will receive the representation it desires. REPORTS "OF CITY- DEPARTMENTS Fire Department The Manager presented the Fire Department Activity Report for the month of October, 1966. It was ordered received and.filed. Sheriff Department The -Manager presented the Sheriff's Department report for the month of September, 1966. It was ordered received and filed. Fines & Forfeitures The Manager presented the Analysis and Distribution of Fines and Forfeitures for the month of October, 1966, noting that the City's share was $82..77. It was ordered received and filed. Flood Control The Manager presented a letter dated November 3, 1966 from Los Angeles County Flood Control re Storm Drain Bond Issue Project No. 6401. Following discussion it was moved by Councilman.Tourtelot that the Specifications for the Construction.of the Rolling Hills.Project No. 6601 - 1964 Storm Drain Bond Issue in the City of Rolling Hills, California, be approved and that the Los Angeles County Flood Control District be authorized to proceed with the construction as described in the specification; and that -they -be granted permission to occupy and use the streets- in the City of Rolling Hills to construct, operate and main= tain,said'installatigns.. The motion was seconded by Councilman Hesse and unanimously carried': Mrs. Clifton presented a bill from.E. L. Pearson and-A'sso- ciates in the amount of $2,987.28.representing the final payment which would complete 100% -of the contract total of $8,509.38 for the Storm Drain Bond Issue Project No. 6601. Itwas moved by Councilman Tourtelot and seconded.by Councilman Nadal to approve payment to E. L. Pearson and Associates of $2,987.28. It was moved by Councilman: He -sae-, --seconded: by. Councilman Tourtelot that .Los Caballeros be -given the $1,000 --budgeted for maintenance of the City. -Park. Motion -was carried by the following roll call vote: AYES: Councilmen Hesse, Nadal, Tourtelot and Mayor Fay NOES: None ABSENT: Councilman Klein Mrs. Clifton stated that Mr. Roach had brought to -her attention another matter --regarding the patroling of bridle trails in Rolling -Hills. He said that he was not aware personally of any rowdyism on the trails of the City but understood from other residents that there had been some of it and.they were concerned enough to request that Los Caballeros ask the City to have the -.Sheriff's Posse patrol the trails. After discussion, Councilman Nadal stated he.felt that Los Caballeros should bring.a report on the size and scope of the problem to the Board of Directors of the Community Association for its recommendation to the City Council. The Council members concurred with the suggestion and the Mayor so ordered. ADMINISTRATION BUILDING The Mayor reported that he and Mrs. Clifton had been looking at office furniture and would bring back information on.the matter at a later meeting. Mrs. Clifton reported that she had.discussed with Mrs. -Fay, President of the Women's Community Club, the matter.of 11and- scaping.1-arou.nd the building and said they would meet soon again.to study the matter further. EASTFIELD GATE:CONDEMNATION Mr. Kinley reported that there was no more information on the Eastfield Gate condemnation. It was ordered held on the agenda. ADJOURNMENT There being no further business to come before the meeting it was moved by Councilman.Hesse, seconded by Councilman Tourtelot' and unanimously carried that the meeting be adjourned at 9:30 P.M. mayor
