1/9/1967 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL THE CITY OF ROLLING HILLS, CALIFORNIA January 9, 1967 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Vernon M. Fay at 7 :30 P.M, c�n Monday, January 9, 1967 in the City Hall, 1 Portuguese Bend Road, Rolling Hills , California . H, Kessenick ' APPROVAL OF MINUTES ' It was moved by Councilman Tourtelot, seconded by Councilman Nadal and unanimously carried, that the minutes of December 12 and December 27 , 1966 be approved as submitted. CORRESPONDENCE a) An invitation 'from the City of Arcadia, host city, to attend the General Meeting of the League of California Cities , Los Angeles County on Thursday, January 19, 1967 was presented by the City Manager. Because of the date conflict with the Annual Meeting of the Rolling Hills Community Association, the secretary was instructed to advise the City Clerk in Arcadia that no one from Rolling Hills will attend. b) A notice of the Quarterly Meeting of the Palos Verdes Peninsula Advisory Council to be _held on January 11, 196Z at the Los Verdes Country Club was presented. The City Manager was directed to ask Mr. Raymond Mahan to attend. c) A letter to Mayor Fay dated January 5, 1967 from the Los Angeles County Delinquency and Crime Commission, requesting that the City of Rolling Hills adopt a new ordinance similar to County Ordinance No. 9258 , a Juvenile Loitering Law, was presented to the City Council . The new ordinance, adopted January 3, 1967 , replaces the former Juvenile Curfew Ordinance , No. 3611 . The matter was ordered received and filed. NEW BUSINESS A letter from the County of Los Angeles , Department of Auditor-Controller, dated December 19, 1966, requesting cancellation of erroneous assessment on property located within the City was presented by the City Manager. Two copies of authorization to change the Assess- ment Roll of 1966, cancelling erroneous assessment of personal property ' in the amount of: �' � 1 . $2 ,820 to Mr. and Mrs . Paul Kouri 2 . $1,320 to Mr. and Mrs . Louis Freed were signed by William Kinley, Attorney for the City of Rolling Hills , and both copies were returned to Philip E . Watson, County Assessor, as instructed�`;i:,n the letter, after motion for approval was made by Council- man Hesse . B. STRINGFELLOW - LOT 69C-MS __ ;. Mrs . Clifton stated that the Planning AdviTso�'`s Re.p�ort dated December 15, 1966 re Tentative Tract No. 23078 - Lot 69C-MS , William B. Stringfellow, owner, and the minutes of the Planning Commission dated December 20, 1966 were ready for review by the City Council . Following review of the report and minutes , Mr. Stringfellow presented pictures of the private drive , showing two cars passing on the present width of 17 ' , and eucalyptus trees that would have to be removed in order to compl.y with the requirement_of the Planning Commission. � After discussion, it was moved by Councilman Hesse, s.econde�d- .��'. by Councilman Tourtelot ��.d uria_�iniously carried that the tentative map of Tract 23078 be approved, and the report of the Planning Commission be accepted and approved upon the following conditions : l. That the width of the private driveway providing access to Lot ��3 along the westerly boundary of the subdivision be of a width not -2- January 9, 1967 less than 17 ' , instead of 20 ' as recommended by the Planning Commission. 2 . That the subdivider execute a letter of agreement providing that access to Lot �kl be re-loeated along the westerly portion of �said lot, but independent of the existing private driveway shown on the tentative map. SUBDIVISION N0. 28 - TENTATIVE MAP - TRACT 26214 W. C. EL�I:SON - LOTS 56/57b/58/126-RH Mrs . Clifton stated that the Planning Advisor 's Report dated December 15, 1966 re Tentative Tract No. 26214, Lots 56/57b/58/126-RH W. C . Ellison, owner, and the minutes of the Planning Commission dated December 20, 1966 were ready for review by the City Council . Following review of the report and minutes , Mr. Ellison was questioned about the easement between the two lots as to physical obstruction, and he stated that the easement will be granted as a requirement of the Subdivision Ordinance, but it is limited in terms of public use b�cause of existing landscaping . He further stated that the Rolling Hills Community Assoc- iation had approved the Subdivision without the condition that afly trees or bushes be removed in the easements . After discussion, it was moved by Councilman Hesse, seconded by Councilman Tourtelot and unanimously carried that the subdivision be approved and that the final map show easements in compliance with Section 12 .05, Article 12 of the Subdivision Ordinance No. 67 . PROPOSED ORDINANCE - WEED ABATEMENT Mayor Fay ordered the matter held on the agenda to allow further study on the matter. ADMINISTRATION BUILDING . The City Manager reported that the construction on the Aclmin- istration Building is proceeding on schedule . Councilman Nadal suggested that plans • be formulated for an open house when the building is ready. Mayor Fay appointed Councilman Nadal head of said committee, to be assisted by Mrs . Clifton, City Manager. EASTFIELD GATE A letter dated December 28 , 1966 to Mr. William Kinley, City Attorney from Transamerica Development Company, outlining terms of their agreement to sell to the City the Eastfield Gate property was presented to the City Council . • � Councilman Tourtelot moved that the offer to sell the Eastfield Gate property should be referred to the Rolling Hills Community Association for the purpose of acquiring the property in accordance with the terms of the letter for the reason that the City is committed to expend its immed- iate available funds for the construction and furnishing of the new City Hall . This was passed by the following roll call vote : AYES : Councilmen Nadal an d Tourtelot, Mayor Fay . NOES : None � �' ` ABS'TATNED�:' '� ����'Councilmen Hesse and Klein MATTERS FROM MEMBERS OF THE COUNCIL Easement Policy - ` Councilman Hesse , speaking as a member of the Board of Directors of the Rolling Hills Community Association, invited members of �tHe��City Council to attend the next meeting of the Board to discuss the matter of subdivision easement policy. Teena Clifton, City Manager to attend the League of California Cities City Managers ' Spring Meeting in Palo Alto February 8 - 10 was moved by Councilman Tourtelot, seconded by Councilman Nadal and carried by the following roll call 'vote ; AYES : Councilmen Hesse, Klein, Nadal, Tourtelot, Mayor Fay NOES : None ABSENT: None MATTERS FROM MEMBERS OF THE STAFF Parcel Map Mr. William Kinley stated that the City Manager and he felt the Council might want to consider using a "parcel map" in dealing with subdivisions in� Rolling Hills , thereby eliminating costly and time con- suming steps in the processing of subdivisions , and offered to draw up an ordinance re parcel maps for their con�sideration. The Council agreed that Mr . Kinley should outline the new procedure suggested for their consideration. Tentative Map� Checking Mrs . Clifton outlined the new simplified method of reporting on subdivisions developed by Mr. Richard Skeen, Planning Advisore She asked whether it was the Council 's desire to adopt Mr. Skeen' s method for check- ing the tentative subdivision maps , in view of the fact that in considering the Ellison and Stringfellow subdivisions there had been an opportunity for comparison, and the Planning Commission and Council had chosen the reporting form done by Mr . Skeen instead of the Sub-Division Committee 's report . PERSONNEL SESSION The meeting was adjourned to a personnel session by Mayor Fay at 9 :20 P.M. MEETING RECONVENED Following the personnel session, the meeting was reconvened at 11 :00 P .M.
