A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS OPPOSING INSTALLATION OF A MONOPOLE AND RADIO
COMMUNICATION EQUIPMENT BY LA -RIGS AT LOS ANGELES
COUNTY FIRE STATION 56 IN THE CITY OF ROLLING HILLS.
THE ROLLING HILLS CITY COUNCIL DOES HEREBY FIND, RESOLVE AND ORDER AS
FOLLOWS:
Section 1. The Los Angeles Regional Interoperable Communications System ("LA-RICS")
is a Joint Powers Authority created to establish an integrated wireless voice and data communications
system to serve law enforcement, fire service, and health service professionals throughout Los Angeles
County. LA-RICS is engaged in an effort to complete installation of its County -wide communications
system by August 2015.
Section 2. City of Rolling Hills is not a member of LA -RIGS. The City is a small, rural
community in which development is deliberately low -impact, respectful of the environment, and
sensitive to the concerns of neighbors. However, LA-RICS has identified an existing 50 -foot monopole
located at Los Angeles County Fire Station 56, in the City of Rolling Hills, as a potential site for
installation of a 70 -foot monopole and radio communication equipment with approximately 12 feet tall
appurtenant fixtures, including a lighting rod, bringing the total height to approximately 82 feet (the
"Project"), which it proposes to install without any consideration of potential impacts to the environment
or public health.
Section 3. In early interactions with the City regarding the Project, LA-RICS committed to
participate in a collaborative process that would enable the community to express its concerns regarding
the Project, which LA -RIGS would sincerely consider and make a good faith attempt to address.
However, the City now understands that LA-RICS is committed to hastily completing the Project
notwithstanding concerns expressed by the City and its residents, in reliance on the Project's exemption
from the California Environmental Quality Act and state preemption of local zoning regulations.
Therefore, the City finds it necessary to transmit its residents' concerns to the LA-RICS Board of
Directors and the Los Angeles County Board of Supervisors.
Section 4. Residents have expressed to City Council concerns regarding the taller, more
physically commanding presence that would result from the Project. They have also expressed concerns
about potential effects of the Project on the environment and the health and safety of persons. The City
is extremely disappointed that LA-RICS has reneged on its commitment to consider such concerns,
particularly since LA-RICS purportedly operates for the benefit of the entire County.
Section 5. In light of the foregoing, the City opposes the Project and any similar future
proposal by LA -RIGS.
Section 6. The City Manager or his designee is hereby directed and authorized to transmit a
copy of this Resolution to the LA -RIGS Board of Directors and the Los Angeles County Board of
Supervisors.
Section 7. The City Clerk is directed to certify the adoption of this Resolution; record this
Resolution in the book of the City's original resolutions; and make a minute of the adoption of the
Resolution in the City Council's records and the minutes of this meeting.
Section 8. This Resolution will become effective immediately upon adoption.
