CALL TO ORDER
A regular meeting of the Traffic Cornmission of the City of Rolling Hills was called to order by
Chairman Hi11 at 8:30 a.m. on Th�,usday, January 22, 2015, in the City Councii Chambers, at City Hall, 2
Portuguese Bend Road,Rolling Hills, California.
ROLL CALL
Commissioners Present: Heitzler, Virtue, Wilson and Chairman Hill.
Commissioners Absent: Margeta(excused).

APPROVAL OF MINUTES
MINUTES �F NOVEMBER 20, 201�4.
Commissioner Wilson moved that the Traffic Commission approve the minutes of a regular meeting of
the Traffic Commission held on November 20, 2014. Commissioner Heitzler secanded �he motion,
which carried without objection. Commissioner Virtue abstained due to an excused absence from the
previous meeting.
PRE5ENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'�
DEPARTMENT, LQMITA STAT�ON, ON TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Sgt. Eschagary presented the traffic statistics stating that there were no collisions in November,
December or January. Also present was Deputy Chris Knox who has served as a traffic deputy in the
City for several years. Sgt. Eschagary informed #he Traffic Cammissioz� that Deputy Know wi11 retire
fram the Los Angeles County Sheriff's Dept. at the end of the month after having served the Palos
Verdes Peninsula area for many years. Cornmissioner Heitzler thanked Deputy Knox for his
professionalism during his tenure serving the Peninsula cities on behalf of the S�eriff s Dep�. The
Traffic Comrnission expressed their gratitude to Deputy Knox.

CONSIDERATIQN OF THE LOCATION OF TWO FUTURE DRIVEWAY APRONS
SERVING TWO LOTS ON SADDLEBACK ROAD RESULTING FROM THE PROPOSED
SUBDNISION OF 80 S.A�.DDLEBACK ROAD.
Chairman Hill introduced the item and asked for staff's commen#s. City Matiager Cruz stated that as
part of a subdivision being proposed a� 80 Saddleback Road, the Traffic Commission is being asked to
consider two proposed driveway aprons to serve the two lots. He commented that this matter was before
the Traffic Cammission previously at which time the applicant was proposing three driveways one of
which was to serve a future stable and at that time, the Traffic Commission continued its consideration
of the item to allaw t�e applicant tirrie to address the concerns raised regarding safety of the third
driveway ar�d to allaw the Planning Commission an opporiunity to pro�ide their input on the proposed
subdivision. He further stated that since tke Traffic Commission reviewed this request that applicant has
eliminated the driveway apron serving the future sta.ble and is naw proposing only two driveway aprons
to serve the proposed lots.
Traffic Engineer Munoz stated that she visited the site to assess the proposed driveway locations and
found that the �ocation and width of the driveways is appropriate and do not pose any sight visibility

issues. Chaitman Hill noted that there were no mernbers of the public presexit wishing to address the
Cornmission regaxding this item. Following brief discussion and a determination that a field trip was not
necessary, �he Traffic Commissian recommended appraval of the proposed future driveway aprons
serving two lots resulting from the proposed subdivision of SO Saddleback Road based on the Traffic
Engineer's recommendation.
Recognizing that there was a member of the public present regarding an item being considered under
New Business, Chairman Hill stated if there are no abjections and since there are no other members of
the public present, the Commission will take the matter regarding the Palos Verdes Art Center Homes
Taur out of order. Hearing no objection,he so ordered.
NEW BUSINESS
CONSIDERATION OF A REQUEST FROM THE PALOS VERDES ART CENTER FOR A
HOMES TOUR ON APRIL 17 AND 18, 2015 TO FEATURE THREE ROLLING HILLS
HOMES LOCATED AT 35 CREST ROAD EAST, 45 EASTFIELD DRIVE AND 71
SADDLEBACK ROAD.
Chairman Hill introduced the item. Sue Kunoth, Chairman, Palos Verdes Art Center Homes Tour
addressed the Traffic Commission and offered to answer any questions. City Manager Cruz reviewed
the Pa1os Verdes Art Center's reques#for the homes tour to feature three Rolling Hil1s homes at 35 Crest
Road East, 45 Eastfield Drive and 71 Saddleback Raad and stated that the City requires that the Palos
Verdes Art Center provide a Certificate of Liability Insurance and asks that the shuttle drivers obey the
City's traffic regt�iations. Following brief discussion, The Traffic Commission recomrnended approval
of the Palos Verdes Art Center Homes Tour on April 17 and 18, 2015 to feature three Rolling Hills'
hames located at 35 Crest Road East,45 Eastfield Drive and 71 Saddleback Road.

CONSIDERATI�N OF POSSIBLE ACTI�NS AFTER RECEIVING AN ASSESSMENT BY
THE CITY TRAFFiC ENGINEER OF CURRENT ROADWAY CONDITIONS AT 20 UPPER
BLACKWATER CANYON ROAD AT THE LOCATION WHERE A SWALE AND STORM
DR.AIN ARE LOCATED.
Chairtnan Hi11 introduced the item and asl�ed fox staffls comments. City Manager Cruz reviewed the
background on this roadway condition and the issues raised by Dr. James Black who lives on Appaloosa
Lane. He stated that following repaving of the roadway, Dr. Black raised concern that the swale/s�arm
drain near 20 Upper Blackwater Canyon Road was deeper and longer than it was previously creating an
unsa�e, narrower roadway conditian. City Manager Cntz stated that the Traffic Engineer and Drainage
Engineer re�iewed the roadway condition with the Drainage Engineer fmding that the drain is
appropriate for the roadway and the Traffic Engineer suggesting that delineators be installed to alert
drivers of the roadway condition. City Manager Cruz further stated that since then,the roadway has been
striped and the delineators were installed; an� the Tra�ic Engineer reviewed the condition again to
provide options for dealing with the condition.
Traffic Engineer Munoz provided photos of the area and reviewed several options for addressing the
condition. She s#ated that the roadway, at the pinch point which is approxirnately 200 ft. in length, is
currently 15.5 ft. wide in �hat area and provides a 7ft. lane and an 8.5 ft. lane and although it is not an
ideal situation, she does not feel it is unsafe noting that this is a condition that is similar to many
roadways in the community. She stated that she observed drivers navigating the roadway and they did
not appear to have any difficulty. She further reviewed the options for dealing with the condition and
commented that she also reviewed this request with Lew Gluesing and otller engineers. Art Beckler
noted that the drains are privately owned and any change recommended to the drain would result in a
cost to be borne by the owner of the drain. Following discussian concerning the roadway width, options
or addressing the situation and the drainage in the axea, Cammissioner Heitzler mo�ed that the Traffic
Commission receive and file the report taking no action. Commissioner Virtue seconded the motion
which carried without objection.

Chairman Hill introduced the item and asked fox sta£�s comments. City Manager Cruz stated that as part
of a two-lot subdivision being praposed at 23 Crest Road East, the Traffic Commission is being asked to
consider two proposed driveway aprons to ser�e the two lots and a driveway to serve as access to the
future stables which wil� be shared by the two properties. Traffi.c Engineer Munoz �reported that she
visited the site earlier this week and abserved that driveways are in a good location and are a good width
and she finds the driveway aprons acceptable.
Following brief discussion, Commissioner Wilson moved that the Traffic Comrnissian recommend
approval of the proposed future driveway aprons serving twa lots on CresY Raad East and future access
to stables from Crest Road East resulting fram the propased subdivision of a property known as 23 Crest
Road Easf. Commissioner Heitzler seconded the rnotion which carried without objection.
CONSIDERATION OF REQUEST TO ADD MORE REFLECTIVE STRIPS T� THE
UTILTTY POLE LOCATED BETWEEN 5 AND 7 EASTFIELD DRIVE.
Chairman Hilr introduced the item and asked for staffls comments. City Manager Cruz reviewed the
request from Mrs. Surprenant who lives at 7 Eastfield Drive ta install additional reflective strips on the
utility pole between 5 and 7 Eastfield Drive to make the pole more visible and increase safety in that
curved area of the roadway. Traffic Engineer Munoz stated that she does not have any objectian to
adding the reflective strips as Iong as the utility that owns the pole is not opposed.
Following brief discussion, Cornmissioner Heitzler moved that the Traffic Commission recommend
approvat o£ �he insta�latian o£ additional reflective strips on a utility pole located between 5 and 7
Eastfield Drive. Commissioner Wiison seconded the motion which carried without objection.

MATTERS FROM MEMBERS OF THE TRAFFIC COMNIISSION
In recognition that Chairman Hill is retiring from the City Councii and will no langer serve as Chairman
o£ the Traffic Commissian, Vice Chairperson Virtue thanked Chairman Hill for his dedication and
integrity during his 21 years of service on the Tr�c Commission and presented him with a "Stop Sign"
plaque in recognition of his service.

Hearing no further business before the Commission, Chairman Hil� adjourned the rneeting at 9:30 a.m.
The next meeting of the Traffic Commissian is scheduled to be held on Thursday, March 26, 2015
