3/27/1967MINUTES REGULAR MEETING OF THE CITY OF ROLLING OF THE THE CITY COUNCIL HILLS, CALIFORNIA March 27, 1967 A regular meeting of the City Council of the City of Rolling Hills was held at the City Hall, 1 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. on Monday, March 27, 1967. ROLL CALL Present: Councilmen Hesse, Klein, Nadal, Tourtelot, Mayor Fay Absent: None Also Present: Teena Clifton City Manager William Kinley City Attorney Marion Welch City Treasurer June Cunningham Secretary Mrs. Emily Schleissner Resident Mr. & Mrs. Edgar Worth Residents MINUTES It was moved by Councilman.Tourtelot, seconded by Councilman Hesse and unanimously carried that approval of the minutes of.Febru- ary 27 and March.13 be held until the next regular meeting of the.Council. CORRESPONDENCE Operation Crime Free The City Manager presented a communication from the Department of _the Sheriff dated March 14, outlining an effort by the Sheriff's Department to make a selected area of Los Angeles County relatively crime free for a 24 hour period. Sheriff Peter Pitchess announced that a force of regular deputies and supervising officers will serve without compensation for time in excess of their regular 8 -hour tour of duty, in an attempt to demonstrate to the citizens what can be accomplished with adequate manpower. The memo was ordered received and noted. Dedication of Torrance -South Bay County Building Mrs. Clifton advised the Council that the dedication of the, Court House originally scheduled for April 21 has been postponed until sometime in June or July. REPORTS OF CITY DEPARTMENTS Sheriff's Department -,The City Manager.advised that Lt. Gilbert Scholten.of the Len- _-zox.sheriff's-Department has been assigned new duties, and his successor, 'Lt. Kennedy will attend the next meeting of the City Council. Fire Department The Fire Department Activity Report for the month 'of February 1967 was presented. The report was ordered received and filed. Councilman Klein was seated at 8:15 P.M. - PAYMENT OF BILLS It was moved by Councilman Nadal that Demands No. 326 through 340 be approved for payment from the General.Fund. Motion was.seconded by Council- ".e.. man Hesse and unanimously carried. rNSFEOF FUNDS Approval of a transfer of funds in the amount of $3,000.00 R m the Motor Vehicle In Lieu.Fund to the General Fund was approved by the following roll call vote: AYES: Councilmen Hesse, Klein, Nadal, Tourtelot, Mayor Fay. NOES: None ABSENT: None SUBDIVISION NO. 32, TENTATIVE MAP, TRACT 26661, A.E. ESSER, LOT 69E -MS Mr, Walter Kessenick of South Bay Engineering agreed to an extension to the next meeting of the City Council for action on Tract 26661. The matter was ordered held.on the agenda. PROPOSED ORDINANCE - WEED ABATEMENT Mr. William Kinley, Attorney for the City of Rolling Hills, advised the Council that the weed abatement ordinance had been prepared, but to be.enforced funds must be made available, and these -funds cannot be reimbursed until after November tax bills are paid. Councilman'Nadal suggested that the ordinance could be deferred until the next fiscal year, so that the necessary funds could be budgeted. He then asked whether the ordinance could be passed and enforced only if necessary. . Kinley replied that it could, and the decision was up to the Council, t he would not recommend passing the ordinance and not enforcing it. The City Manager was requested to contact the Fire Depart- ment to determine how many jobs they handled.in Rolling Hil'ls.last year, both at the request of the property owner, and also when the property owner did not take care of his weeds and -it was taken care of .by the Fire Department and charged to the, -owner on his tax bill. -2- .1 March 27, 1967 :.!Mayor Fay then ordered the ordinance held on the agenda7--unt,j:17­ after June 3-0, 1967, to be considered in the next fiscal year. � ADMINISTRATION BUILDING `Mrs. Clifton announced that the Administration Building ')E� will be occ'upi.ed by the staff on Friday, March 31, 1967. telephone service will be transferred on the sauie day without interruption, and furnishing§r,. will be ddliv'e-red on Monday, April 3, 1967. Kinley advised the Council that he had received another inquiry frow*.Palos Verdes Properties about the intention of the Association to acquir .1-1- r o p e r t y. Edgar Worth appeared to inquire of the:Council- why they had not been notified of the special Council -meeting held on Friday,,,.. March.z24th at -1':00 A.M.- Mayor Fay asked the City Manager to advise what procedure' had been followed in notification of the special meeting, and Mrs. Clifton replied that notices had been sent to all members of the Council, the newspapers, Mrs. Saffo and Mr. Arnold Kahn, the attorney engaged by Mr. and Mrs. Worth. Notice was sent to Mr. Kahn , i1ristea'd-ofth6:'*....L11 Edgar Worths on the advice of Mr. Kinley, City Attorney, and was1naileA,-t.o'_­ the address Mr._Xahn,had given Mrs. Clifton in a telephone conversations but had bee'n.ret'urned. Because Mr. Kahn had not sent the letter he -had-:_ advised'. thei City =w;ould'receive regarding his employment by the Worths, :,and no written confirmation of his address was on file in the Rolling-Hills:z' City Hall, a confirming telephone call was made to his office. His secre- tary advised that Mr. Kahn was not in the office, and Mrs. Cliftoninfo'r"m,e'dA'j't." her of the special meeting, and asked that the Worths be notified of the meeting., Mr.tand ' Mrs�.­ -Worth stated that the first notice they received was a lettek Iour i'the;.City Manager-, delivered to them on Saturday, Marchi -25th; referring to"the meeting which had been held on the 24th; they said they J11 had received no notice of the meeting from their attorney's office. Mr. Kinley then asked Mrs. Clifton to prepare a memo to the file listing all verbal cominunications with Mr. Kahn's office, and further instructed that all connunication with reference to the Flood Control Pro- ject, ro- ject, both verbal, :and,written j should be handled through his office.'
