A regular meeting af the City Council of the City of Rolling Hills was called to arder by Mayo� Lay a�
7:30 p.m. in the City Council Chamber at City Hall,2 Poriuguese Bend Road, Rolling Hil�s, California.

RESOLUTION NO. 1172 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS GRANTING PARTTAL APPROVAL OF A SITE PLAN REVTEW AND
VARIANCE MODIFYING PREVIOUSLY APPROVED CONSTRUCTION IN ZONING
CASE NO. 862 AT 40 EASTFIELD DRIVE (LOT 91-EF), ROLLING HILLS CA,
(T�NSICH). 'THE PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY
EXEMPT PURSUANT TO TI� CALIF�RNIA ENVIRONMENTAL QUALITY ACT
(CEQA}.
AND
CONTIlVUANCE OF THE PUBLIC HEARING IN ZONING CASE N0. 862 AT 40
EASTFIELD llRIVE TO CONSIDER THE PORTIONS OF THE APPLICATION NOT
APPR�VED IN RESOLUTION NO. 1172. THE PUBLIC HEARING WII.L BE
CONTINUED TO APRIL 13,2015.
Mayor Lay introduced the itern and asked for staffs comments. Planning Direct�r Schwartz stated that
at the last meeting the City Council directed staff to prepare a Resolution partia�ly approving the
modifications to a project previously appraved at 40 Eastfield Drive. She stated t1�e this matter has been
separated into two items first, Resolution No. 1172 partially approving the applicant's request and
secondly, continuance af the public hearing to consider the two items that were not approved which
include the grading below the building pad and potentially eliminating the stairs to the basement.
Councilmember Black moved that the City Council adopt Resolution No. 1172 granting partial approval
of the applicant's request in Zoning Case No. 862 at 40 Eastfield Drive. Mayor Pro Tem Pieper
seconded the matian, which carried without objection. The public hearing on the portions of the
application in Zoning Gase No. 862 at 40 Eastfield Drive not approved by Resolution No. 1172 was
continued to Apri� 13, 2015.
DECLARATION�F MARCH 3 2015 GENERAL MiTNICIPAL ELECTION RESULTS
RESOLUTIOI� NO. 3.173 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA RECITING THE k'ACT OF TI� GENERAL MUNIC�PAL
ELECTION HELD ON MARCH 3, 2015 DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY LAW.
Mayar Lay introduced the item an asked for a motion. Councilmember Hill mvved that the Ciry Council
adopt Resolution No. 1173 reciting the fact and declaring the results of the General Municipal Election
held an March 3, 2015. Councilmernber Dieringer seconded the motion, which carried without
obj ection.
ADMINISTR.ATION OF OATH OF OFFICE & PRESENTATION OF CERT�FICATES OF
ELECTION TO CITY COUNCIL MEMBERS ELECT
City Clerk Luce presernted the Certificate o�Election and administered the Oath of OfFice to recently
elected Councilmembers Black, Mirsch and Wilson. Councilmexz�.bers Mirsch and Wilson took a seat at
the dais.
CITY COUNC�L REORGANIZATIDN
N�MINATION OF 2015�2016 MAYOR
Councilmember Black nominated Mayor Pro Tem Pieper to serve as Mayar for the 2015-2016 term.
Councilmember Dieringer secvnded the noxnination,which carried without objection.
NOMINATION�F 2015-2Q16 MAYOR PRO TEM
Mayor Pieper nominated Counciimember Dieringer ta serve as Mayor Pro Tem for the 2415-2016 term.
Councilmember Black secanded the motion which carried without objection.

COMMENTS FROM NEW COUNCIL MEMBERS
Councilmernbers Black, Mirsch and Wilson each addressed the audience thanking their families, staff,
fellow candidates and supporters.
RECOGNITION OF RETIRING COUNCILMEMBERS
Councilmernber Hill and Councilmember Lay were presented with a plaque and Rolling Hills
commemorative street sign in recognition of their years of service to the community. Mayor Pieper,
Mayor Pro Tem Dieringer, Councilmember Black, Counciimember Mirsch and Councilmember Wilson
each expressed their gratitude to Mayor Lay and Councilmember Hill for their dedicated service to the
City. The dignitaries present each prese�ted certificates af commendation to the retiring
Councilmembe�rs.
Councilmember Hill expressed his gratitude and appreciation for being given the opportunity to serve
the City for �he last 21 years. He closed with the immortal words of Bob Hope, "Thanks for the
rnemories."
Councilmember Lay expressed his gratitude and appreciatian to his constituents, �e�law
Councilmembers and staff for their guidance and support over the years. I:n clasing, he congratulated the
current City Cauncil and suggested that that they should always strive to do what's best for the City,
maintain a collegial atmosphere, make decisions w�th a long term view and make change slowly.
ADJOURNME�TT TO RECEPTION
Mayar Pieper ad�ourned the meeting for a brief reception at 8:20 p.m.

PUBLIC NUISANCE.
Consideration of this item was continued to April 13, 2015.
NEW BUSINESS
CONSIDERA.TION OF A NOMINATION FOR THE SOTH ANNCJAL OLDER AMERICANS
RECOGIVITION DAY.
Mayor Pieper introduced the item and asked for staf�s cornments. City Manager Cruz presented the
staff report stating that the County of Los Angeles asked far nominations for the 50`� Annual Older
Americans Recognition Day for the 4�' Supervisorial District. He sta.ted that City requested nominatians
from the community at large resulting in t�aree nominations—Frank Hill, Allen Lay and Maureen Nunn.
Mayor Pro Tem Dieringer recommended tl�at Maureen Nunn be nominated in recognition o£ her
volunteer efforts in the community including helping �orm the Senior Community as wel� as her efforts
autside the community. Following brief discussion, Mayor Pro Tem Dieringer moved that the City

Council naminate Maureen Nunn as the City's 54t�'Annual Older Americans Recognition Day Honoree.
Councilmember Black seconded the motion, which carried without objection.
CONSIDERATION OF THE 2015-2016 CITY COUNCIL COMMITTEE ASSIGNMENTS.
Mayor Pieper introduced the item and asked for staf�'s comments. City Manager Cruz presented the
proposed City Council Committee assignments as proposed by the Mayor. Following brief discussion,
Councilmember Black moved that the City Council approve the 2015-2016 City Council Cammittee
assignments as presented. Mayor Pro Tem Dieringer secanded the rnotion, which carried without
objection.
MATTERS FROM THE CITY COUNCIL AND MEET�NG ATTENDANCE REPORTS
Mayor Pro Tem Dieringer informed the City Council that at the Los Angeles County Board of
Supervisors meeting on Tuesday, Match 24�', the Board of Supervisors will be discussing the LA-RICS
matter and suggested that the City Council direct the City Manager to attend the meeting to express the
City's opposi�ion to the LA-RICS pole pmpased at Fire Station Sb and present the Resolution adopted
by the City Co�ncil. Following discussion, Mayor Pro Tem Dieringer mo�ed that the City Council
direct the City Manager to attend the Los Angeles County Board of Supervisors �neeting on Tuesday,
March 24, 2015 ta expr�ss the City's opposition �a �he LA-RICS pole proposed at Fire Station 56.
Councilrnember Black secanded the ma�ion. Following brief discussion, the rnation failed with only
Mayor Pro Tem Dieringer and Councilmember Black in favor.
