MINUTES OF A REGULAR MEETING OF TI� TRAFFIC C4MMISS�UN OF THE CITY OF ROLLING HILLS THURSDAY,MARCH 26,2015 CALL TO ORDER A regular meetirig of the Traff c Commission of the City of Rolling Hills was calied to order by Chairman Wilson at $:30 a.m. on Thursday, March 26, 2U15, in the City Council Charnber, at City Hall, 2 Portuguese Bend Road,Rolling Hills, California. Chairman Wilson introduced himself to the members of the audience and thanked Frank Hill for his 21 years of service to the Traffic Commission and the City. Vice Chairperson Virtue moved that the Tr�c Commission approve the minutes of a regular meetang of the Traffic Comrnission held on J�nuary 22, 2015. Chairman Wilson seconded the motion, which carried without abjec�ion. Commissioner Margeta abstained due to an excused absence from the previous meeting. PRESENTATION PIZESENTATION BY REPRESENTATIVES OF THE L�S ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Sgt. Eschagary reviewed the traffic sfatistics stating that there was nathing out of the ordinary and there were no �'affic collisions. He reported that deputies cantinue to conduct directed traffic patrol on tl�e main arteries in Rolling Hills and the City of Rancho Palas Verdes installed a camera at La Rotunda I3rzve and Palos Verdes Drive South to monitor vehicles caming in an out vf the area. City Manager Cruz provided an update on an ongoing hazardous parking situation on Hackamore Road. OLD BUSINESS CONSIDERATION OF A NEW DRIVEWAY APRON AT 20 PORTUGUESE BEND ROAD (DYER). City Manager Cruz presented th� staff report stating that the applicant is requesting a new 20' wide driveway approa�h off Portuguese �e�ad Road. He further re�iewed the applicant's rec�uest and the Cornmission's pre�ioas discussions an this matter which involved concern regarding tlxe vegetation in �e area causing site visibility issues specifically in reference to pedestrian and eques#rian trafFc. He stated that the Traffic Engineer has reviewed the proposal and recommended that ther� be no vegetation higher than 2.5 ft. with�n 60 ft. af either side of the driveway. He further sta.ted that the vegetation issues beyond 50 ft. would be more appropriately addressed by the Rolling Hills Comnnunity Assaciation. -1- Aaron Dyer, 20 Portuguese Bend Road addressed the Traffic Cornmission to fi�rther explain their request stating tha# the proposed dri�Eway pro�ides much more site visibility than their current driveway. in response to Chauman Wilson, Traffic Engineer Munoz stated that she does not have any problems with the proposed location or visibility and she recommends that nothing over 2.5 ft. in height be built or planted in the easement near the driveway to maintain�isibility. Vice Chairperson Virtue commented that the safety issue was brought to �he Traffic Commission's attention by the horse corninunity because vehicles were parkin� ir� the easement near the Dyer home and causing the equestriat� traffic to have to maneuver into the roadway an� ti�af's why the Traffic Commission initiated the discussion on the matter. � Following brief discussion, Vice Chairperson Virtue moved Yhat the Traffic Commission recammend approval of the new dri�Teway approach at 20 Portuguese Bend Road with the standard conditions plus the condition recammended by the Traffic Engineer that nothing higher than 2.5 ft. be located within 60ft. of either side of the drivewa.y apron. Commissioner Margeta seconded the mation which carried without objection. NEW BUSINESS CONSIDER.ATION OF A REQUEST FROM THE PALOS VERDES WOMAN'S CLUB FOR A GARDEN TOUR AT 4 APPALOOSA LAIV�, ROLLING HILLS, CA ON SATURDAY, MAY 16, 2015 BETWEEN THE HOURS OF 10:00 AM AND 4:00 PM. City Manager Cntz presented the staf�report stating that the Palos Verdes Woman's Club is requesting approval far a garden�c��tr at 4 Agpaloosa Lane on Sat�urday, May 16, 2015. Mariiauise Huff, Palos Verdes Woman's Club addressed the Traffic Commission to ft�rther explain the request. She stated that small buses will be used to transport th� participarats �� *�� ��ent from the Rancho Del M�.r High School parking lot and enterir�g/exiting th� City thraugh th� Lrest�iat�. Following brief discussion, Vice Chairpersan Virtue rnoved t��sat the Traffic �oxnmission recornmend appraval of the Palos Verdes Woman's Club Garden Toi.� at 4 Appaloosa Lane on Saturday, May lb, 2015. CONSIDERATION OF GIFTING OF PRESENT AND FU'i'URE �'RQPOSITION C AND MEASLTRE R FUND� TO THE CITY OF R�LLING HILLS ESTATES IlV ORDER TO CONSTRUCT SIGNAL AND INTERSECTIOI�i IlVIPROVEMENTS AT PORTUGUESE BEND ROAD/ROLLING HILLS ROAD AND PALOS VERDES DRIVE NORTH. City Manager Cruz presented the staff report concerning gz#�ing the City's allocation of Praposition C and Measure R funds tha� can not be used in the City tc� the City of Rolling Hills Estates for signal impravements at the intersection of Palos Verdes Dri�e North and Rolling Hi11s Road. He re�iewed the proposal from Roiling Hills Estates, which includes adding a protected/permissive �rrow for the east and westbound traffic on Palos Verdes llrive North and an emergency signal averride; and the total cost for the project is $240,000. He stated that the current funds eligible for gifting amount to,$120,OU0 and will be added to a prior gift of fiinds in the amount of$70,000 and will fund all but $50.OQ0 of the project. He stated that Rolling Hiils Estates has committed to proceed with Y11e project w�th the understanding that $50,000 in firture accrual of Proposition C and Measure R funds will be gifted to Rolling Hills Estates to complete funding of the project. Following brief discussion, Vice Chairperson Virtue maved that the Traffic �ommission support the gifting af the funds to Rolling Hills Esta.tes for the�raposed intersection improvements at Palos Verdes Drive North and Rolling Hills Road. Minutes TrafFic Commission Meeting 03-26-15 -2- MATTERS FRQM MEMBERS OF THE TRAFFIC COMMISSION None. MATTERS FROM STAFF City Manager Cruz reported that at�e May Traffic Commission meeting staff wilI be bringing forward a discussion item concerning developing a street striping schedule. Art Beckler reported that the Rolling Hills Community Association wili be doing some asphalt repair work on Portuguese Bend Road Sauth and Willliamsburg Lane but it shouldn't affect the current stripping. Traffic Engineer Munaz requested for future roadwork projects, that the existing striping be documented vvi�h photographs so that the roadway cari be re-striped when the roadwork is completed. ADJOURNMENT Hearing no further business before the Commission, Chairman Wilson adjourned the meeting at 9:45 a.m. The next rneeting of the Tr�c Commission is scheduled ta be held on Thursday, May 28, 2415 beginning at 830 a.m. in the Ralling Hills City Council Chamber at City Hall, 2 Portuguese Bend Rd., Rolling Hills, CA.
