A. ZONING CASE NO. 883. Request for Variances to construct a b5 square foot addition to an existing single family residence which will encroach within the £ront yard setback and to retain an existing 140 square foot pond within fhe westerly side yard setback on the property located at 6 Maverick Lane, (Lot 25-SK), Rolling Hills, CA, (Thoren-Peden). The project has been determined to be categorical�y exempt pursuant to the California Environmental Quality Act (CEC,�A). Planning Director Schwartz reviewed the applicant's request and pointed ou� the front setback line and the area of the proposed enclosure under the exisfing roof, She stated that the existing encroachments into the front and side setbacks were p�reviously approved. Ms. Thoren-Peden, owner, stated that the addition would be to enlarge the kitchen as it is very small. V'etta Virtue stated that she has no objections to the project, but wanted to state that she would like to work wifh the owner on maintaining the trees, so that they don't grow into her view. The Commission then viewed the loca�ion of the pond in the side setback and the sfable below. ZONING CASE NO. 879. Request for a Site Plan Review and a Conditional Use Permit to construc� a 2,740 square faot stable with a 1,740 square foot loft, for a total of 4,480 square foot stable structure, 4,500 square foot corral, 2,825 square foot turn-out, and 9,2aQ square foot riding ring on fhe lot at 1 Pzne Tree Lane (Lot 102-RH) Rolling Hills,CA, (Delgado). The project has been deterrnined to be categorically exempt pu�rsuant to the California Environmental Quality Act{CEQA). Planning Director Schwartz reviewed the applicant's request for a Site Plan Review for the new stable and grading and a Conditional Use Perrriit for the stable, corral and riding ring. She stafed that the stable is proposed to have a Ioft and 1,OQ0 square foot agricultural and vehicular storage area attached to the main stable via a breezeway. She stated that the project will result in slopes tha�are not steeper than 3:1 and therefore thc applicants are eligible for up to b0% disturbance of the lot and do not require a Varzance from the requirements for disturbance. The architect stated that the applicants reduced the size of the �iding ring and the tux�naround area and that the stakes represent the new proposed size. The Commission viewed the silhouette and stated �hat the strucfure appears fo be very large and high. In response to Comrnissioner Smith, Planning Director Schwartz stated that the stable is proposed to be 21'10" in height and of#e�ed to bring a li.st of stables previously approved including their height. Eddy Delgado stated that they chase the Iocation £or the stable because it would require the least disturbance and grading and it is in the generallocation of the oId stable that was demolished. Chairman Chelf stated tliat the stable i.s very high and that he would like it to be reduced and rnoved out af the setback. Comsnissioner Cardenas concurred There being no further discussion on this project, the public hearing was continued to the evening meeting of the Planning Commission at 6:30prn.
