Commissioner Margeta secorded the motion, which carried without objectio�. PRES�NTA'I`ION PRESENTATION BY REPRESENTATIVES OF THE LOS AI�'CELES COUNTY SHERIFF'S DEPAI�TMENT, L�MITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF ROLL�+1G I�ILLS. No report given. City Manager Cruz introduced Joanne Itagaki and sta.ted that she is filling in as the Cily's Tra�f`ic Engin�er at today's m�eting. OLD BUSINESS None. NEW BUSINESS C�NSIT�ER.A.TION OF A NEW DRiVEWAY APRON AT 2g CItEST ROAD EAST (STEVENS�. Chairman Wilson introduced the ii:em and asked for stafPs comments. C�ty�anager Cruz presented the staffxeport for a pr.oposed 26 ft. wide driveway at 29 Crest Road East to ir�ciude a 10 ft. wide pedestrian pathway east af the driveway. He stated that the driveway is staked if the Traffic Commission wishes to visit the site ard that�lie TrafFic Engineer has visited the site and Ms. Itagaki will provide an oral report. Deputy Traffic Engine�er Itagaki reported that Vanessa 1Vlunoz visited the site and did not find any visibility issues �nc�r did she observe anv r�asons to deny the request. � Chairman Wilso�i sta.ted that �e visi�ed the site and did not observe any visibility issues. He expressed concern regardir,g the amount of work necessary to move the driveway ar�d the effect it will have on the -1- riding ring given that the existing dri�eway location appears to be suitable. Discussion ensued concerning the reason for the ap�licant's request to move the driveway. Planning Directar 5chwartz e�cplained that a small portion af the driveway is located on the neighboring property at 23 Crest Road Last a�d the owners agreed' to move the driveway corr��letely anto the property at 29 Crest Road East and comple�ely out of the easement. • John Schoenfeld, J. Alexander Company addressed the Tr�ffi�:'Cornmiss�a�n on behalf'�n�th`e applicant stafiing that the driveway is being moved out of the easement because o�'the dif#iculty'�h�y are having getting a licensing agreement �rom the Ro1li�ng Hills Comr.nunity Association to co�s�ruct what was originally approved. , � ;j Following brief discussion, CQ�nmissioner Margeta maved that the Traffic Commissi€i� recammend approval of the new dri�r��ay�'�pproach at 29 Crest Road East with the standard co�iditions. Vice Chaugerson Virtue seconc�ed th�motion r�l�ich carried without objection. CONSIDERA'i'IQN OF A RECOMIV�ENDA'TION FOR A CITYWIDE R�ADWAY STRIP�TG PROGRA�1. Chairman Wilson introduced the itern and asked for staffs comments. City Manager Cruz reviewed the history af the �ity's roadway striping program stating that at the direction of the City Cauncil, sta.ff was directed to determine a process yor evaluating and determining, on an annual basis, which street's need to be striped. He stated that�tatf, under the methodology recommended by the City's Traffic Engineer will be evaluating the City'� raadways to determine which need to be striped and will return to the Traffic Commission with a Request for Proposal f�r proj�ct tha� only includes the rc�a.�ways that need striping or roadways that wiil be repaved by the Rolling Hills Cor.imunity Ass�ocia�ti�n. Discussion ensued concerning the consistency of the roadw�y striping with cn�s�,ern bein� expr�ssed that some raadways may not have edge line striping. F�1lowin� discussio�, the Traffic Com3nissia����orcurred that the roadways should have edge line s�iping and asked s�ta�r to cons�d�r this during the roadway striping assessment. Following b�ief discussion, Vice Chairperson V�rtue moved that the T�affic Comrnissic�n recommend approval o�' a cityw�ide as needed st�iping prograrn in which the roadways are �sses�ed annually to determine which streets need to be striped. Commissioner Marge#a. secanded �e mo�ion w�ich carried without objec�ion. FY 2015-16 SUPPIsE1�ENTAL TR.AFFIC ENFORCEMENT PROP05AL. Chairman Wilson introduced the item and asked for staf�s comments. City Manager Cruz presented the staff report stating that as a park af the City's regional contract with the Los Angeles County Sheriffls Dept., the City receives 566 hours of traffic enforcernent per year and the City has augmented that enfarcement far the last four ;r�ars, with supplernental traffic enfarcement for an additional 350 hours per year. He stated that th�: supplemental traffic enforcement for 2Q15-16 is praposed at 350 hours spread over three separate ��ses. In response ta Chairman Wilson, City Manager Cruz stated that in FY 14-15 supplemental traffic enforcement was done differently because of the new farmula for allocating the regional contract costs, but for FY 15-1b, supplemental traffic emf�rcement is again proposed at 350 hours. Following brief discussion, Comrnissioner Margeta moveci that the Tra�t"fic Commissiors recommend approval of FY 2015-16 Supplemental Traffic Enforcemer�t Propo�al. Vice Chairperson Viriue seconded the mation which carried without obj ection. OPEN AGENDA-CONIIi�iET��"TS FROM PUBLIC ON�TEM�1`�flT ON'�: �GEN DA Ed Smith, 85 Eastfield Dri.ve expressed concern regarding vehicles �p�eding on Crest Raad stating that he does not feel it has impraVed in the last fevv years. He cornm�ted�hat he walks �n C:rest Road and it appears to be the same individuals speeding on a daily basis. Mr. Smith was encouraged to contact the City with a license plate number when the incidents occur. MATTERS FROM MEMBERS OF THE TRAF���C COMII�IISSION Chairman Wilson provided photographs of a tractor driving on Portuguese Bend Road and asked the RHCA to follow up on the matter. Minutes Traffia Commission Meeting OS-28-15 -�- MATTERS FROM STAFF City Manager Cru� reported that the Ci1ry Council approved funding tY�e intersection signal improvements at Palas Vsrd.es Drive North and Portuguese Bend Road wi� the City's allocation of Proposifion C and Me�sure R funds.
