PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONl1/IEENT'AL QUALITY ACT (CEQA). PRESENT: Mayor Pra-Tern I�ieringer, Council members Black,Wilsan and Mirsch Mayar Pieper is recused from deliberating xn this case and was absen� Raymand R. Cruz, City Manager Yolanta Schwartz,Planning Director Terry Reiter, ap�licant Mayor Pro-Tem i�ieringer called the meeting to order a# b:30 p.m. at 6 :��dleback Road. Planning Director Schwar� provided background information on the request stating t.1�at this is a public hearing before the City Co�xncil due to the fact that the City Council took this case under jurisdiction following Planning Commission's approval of the rec�uest. She stated that the applicant�requests to reta.in 155 square feet of partially completed addition to a previously approved garage. 'The Site P1an is necessary due ta the fact tliat the previously appro�ed garage addition af 2,145 square feet exceeds tk�e m�imum allowed for an aciminist�rative approval and the fact that the property has a �ondition impased on it froxn previous cases tkat any further development an the property is subject to Planning Commission review and approvai. �he fu..r�her stated that the partiatly campleted 145 square foo� side portion of the garage has been pre�i�u�ly appr�ved but not completed, as the appIicant is waiting for resolution of the current request to add to�he front�f the garage. Mayor Pro-Tem Dieringer briefly reviewed �he history of the project and as�z�. staff t1�e disposition of the building permits. Mr. Reiter stated that he would renew and pay for an.y necessary permits to camplete this project. Discussivn ensued regarding the depth af the garages. Mr. Reiter expla.ined that the requested depth of the garage would accammodate larger vehicle. He also showed the Council the electrical conduits already installed in the front wall stating that it would be a hardship to remove and relocate�he conduits. In r.espanse to Councilmember Wilson, Planning Director Schwartz stated that the Edison Co. d�signs systexns for clients based on the clients' desires and conveniez�ce but does not dictate the placement. CounciImember J'+�irsch expxessed that the structure is very large. Mayor 1'ro-'Tem requested that the area of the propased addition and the previously approved but not cornpleted portion af the garage be measured. City IViana�er Cruz measured the areas.
