CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayar Pieper
at 7:30 p.m. in the City Council Chamber at City Hall, 2 Portuguese Bend Road, Ralling Hills,
California.

CONSENT CALENDAR
Matters which may be acted upan by the City Council in a single motion. Any Councilmember may

Councilrnember Black noted one correction to the minutes on page 9 to clarify that his cornment was
that he supports the RHCA's efforts regarding fuel reduction. Following brief discussion,
Councilmember Black moved that the City Council approve the items an the consent calendar with the
minutes as corrected. Mayor Pro Tem Dieringer seconded the motian, which carried without objection.

MATTERS FROM THE CITY C�UNCIL AND MEETING ATTENDANCE REP�RTS
DISCUSSION CONCERNING CREATING A MORE FORMAL APPLICATION PROCESS
FOR RESIDENTS APPLYING FOR APPOINTMENT TO THE PLANI�TING AND TRAFFIC
COMMISSION.
Mayor Pieper introduced the item and asked for comments from Mayor Pro Tem Dieringer. Mayor Pro
Tem Dieringer distributed examples of applications for commission appointments used by several local
cities including: Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills Estates and Torrar�ce. She
stated that she feels it wou�d be a good idea for the City of Rolling Hills to have an application. She
commented that having an application would be helpful in evaluating candidates and that everyone
would be on an equa� �laying field because they are answering the same questions. Councilrnember
Wilson commented that he feels that the selection process has been good and many of the questians on
the applications are addressed in the letters of interest submitted and in the interview process. Mayor
Pieper commented that he does not want to have any barriers for people interested in applying. He stated
that the Personnel Committee (Pieper/Dieringer) could do a better job of being consistent in asking
questions during the interview process.
Councilrnember B1ack maved that the City Cotzr�cil continue the process as is witl� no formal
application. Councilmember Wilson secanded the motion. Councilmeinber Mirsch commented that she
doesn't think it matters if the questions are asked on an application or in the interview process, but it is
really important to be consistent. She commented that she feels the existing syst.em works well. In
response to Councilmember Mirsch, Mayar Pro Tem Dieringer stated that she feels having an
application will expedite the interview process. Mayor Pieper called for public comment.
V'Etta Virtue, 4 Mavrick Lane adc�ressed the City Council stating that she does not feel there should be
a farmal application. She stated that she likes the small town feel of the City and doesn't think that
should be changed.
Following discussion, the motion to continue the process as is with no formal application carried with
Mayor P�ro Tem Dieringer opposed.

Mayor Pieper introduced the item and asked for comments frorr� Mayor Pro Tem Dieringer. Mayor Pro
Tem Dieringer stated that she feels it wo�xld be helpful to have the minutes from the Planning
Commission praceedings available before the City Council votes to affirm or take a planning case under
jurisdictian. Mayor Pieper commented that the minutes are provided to the City Council with the Friday
packet after each P�anning Cammission meetir�g and the only minutes that haven't yet been provid�d to
the City Council a�re the minutes from when the Resolu�ion was adopted. He noted, having served on the
Planning Cammission, that there is usually little discussion at that meeting. He expressed concern that
waiting far those rriinutes to be a�ailable would slow down the process and cause delays for applicants.
Mayor Pro Tem Dieringer expressed concern that without the rr�inutes, she sometimes doesn't
understand why they rul.ed and doesn't get the rationale behind their decision. Mayor Pro Tem
Dieringer stated that it is her understanding that they do not have minutes before an i�ern is brought
before the City Council. City C�erk Luce clarified that on the Friday after each Planning Commission
meeting, the City Council is pravided with the action memo from that week's meeting as well as the
approved Planning Commission minutes from the previous meeting. Mayor Pro Tem Dieringer stated
that she would prefer to have the minutes provided with the staff report rather than having to keep and
refer back ta the Action MemoslMinutes. Mayor Pieper called for public camment. Hearing none, he
asked for fiirther comments from the City Counczl.
Councilmernber Black commented that the City Council receives the minutes and he is comfortab�e with
the current process. He fixrther stated that he does not want to delay the applicants any fi.irther.
Councrlmember B�ack moved that the City Council leave the process for bringing Planning Cammission
actions before the City Council as is. Councilmember Mirsch seconded the motion. Councilmember
Mirsch stated �hat she feels that the Planning Commission is very diligent in their actions and the City
Council should have faith that they are making the necessary findings, as documented in the resolution.
She comrnented that when the City Council might be concerned is vvhen there is a 3-2 vote or when
muItip�e Councilmembers are concerned about a project. Following brief discussion, the motion carried
without objection.
DISCUSSION TO DETERMINE IF THE CITY C�UNC�L WANTS TO DEVELOP NEW
PARKING REGULAI'IONS CONCERNING PAVED ROADWAYS.
Mayor Pieper introduced the item and asked £or stafPs comments. City Manager Cruz presented the
staff report stating that the City's current code prohibi6ng hazardous parking leaves a lot of discretion�o
the Sheriff s Deputies in issuing citations. He stated that the current code makes it illegal to stop,park or
leave standing any vehicte in such a way that is a hazard to other txaffic. He s�ated that since most streets
in Rolling Hil�s a�re very narfow, parking on any part of the paved roadway is considexed hazardous
because it prevents the safe flow of two-way traffic. He stated that the issue of roadway parking has
become a public safety issue over the last year, particularly on Hackamore Road. He further stated that
staff believes that the Sheri�s Dept. and Ciry Manager have enough tools to deal with hazardous
parking but if desired, the City Council can direct staff to loak into options to expand the parking
regulations or consider a redeployment of Sheri�F's Dept. resources to proactively address parking
enforcement.
Councilmember Black comrnented that he visited Hackamore Road and expressed concem regarding the
location of the construction fence at the site that is cu�ren#ly under conshuction and asked if it was
requi.red, as condition of approval that the construction workers park on site. Planning Director Schwartz
responded that this particular situation is very unique because the roadway is so narrow and the hous� is
up against the se#back. Discussion ensued concerning the parking situation on Hackamore Road.
Councilmember Mirsch asked if the photos provided in the correspondence from the Noels are of
construction vehicles. City Manager Cruz sta.ted that there have been issues with both construcfion
vehicles and personal�ehicles and there have been some citations issued,
Mayor Pieper called for public comment.
David Brown, 4 Hackamore Road addressed the City Council stating tkat Hackamore Road is designed
as a 20ft. wide street and has four houses on it. He commented that the Municipal Code aliows the City
Manager to prohibit parking on one side of the street. He stated that he feels there is ample space for a
vehicle to.get by when a car is parked on the roadway and he daes not feel there is a problem. In
response ta Mayor Pro Tem Dieringer regarding the sfatus of a matter before the Rolling Hills
Community Assaciation regarding the roadway ea.sement, Mr. Brown sta.ted that it is currently in lrmbo.
Verna Balch, 6 Hackamore Road addressed the City Council sta,ting that she feels that her guests l�ave
parked in tl�e cul-de-sac in frant of her home for 40 years and she feels they should continue to be

allowed to do so. She asked that residents be in�ormed if a complaint is received.
Paul Grubbs, 1 Hackamore Road addressed the City Council stating that he does not feel they should
have to clear their easernent. He stated that he does not feel there is a parking problem on Hackamore
Road and what difficulty there is currently, is related to the construction and fihey understand that.
Burt Balch, 6 Hackamore Road addressed the City Council stating that he does not feel that there is an
issue with parking on Hackamore Road and it is very rare that twa cars are driving on the road at the
same time.
V'Etta Virtue, 4 Ma�erick Lane addressed �he City Council stating that she daes not feel a change
should be made to the parking regulations in the entire city to address a problem on ane street, especially
if the problem is caused by a temparary situation where constr�xction is taking place.
Following discussion, Councilmember Black moved that the City Council leave the parking regu�ations
as is. Councilmember Wilson seconded the motion, which carried without objectian. 5taff was directed
to contact the resident,when possible, before a vehicle is ticketed or tawed.
QPEN AGENDA-APPROXIMATELY 8:04 P.M. -PUBLIC COMMENT WELCOME
Beate Kirmse, 2 Chuckwagon Road addressed the City Council to suggest that the City take a more
proactive approach to environmental issues like reducing energy usage, reducing greenhouse gas
emissions and reducing water usage. She stated that she feels the City should do education and outreach
to help people understand how, as a community,they can contribute to these goals.
Jim Aichele, 14 Crest Road West addressed the City Council to suggest that the City Council consider
adopting an ordinance requiring any other utili�ies located on a pole to underground their lines when the
pole owner{ie: SCE)undergrounds their lines on tl�at pole so that the pole can be removed.

UNDERGROUNDING UTILITIES FUNDING PROPOSAL CONCERNING 38
PORTUGUESE BEND ROAD (ORAL}.
Mayor Pieper suggested that the City Council consider developing a policy to provide funding assistance
to�esiden�,s when undergrounding opportuni�ies arise even if#he poles aren't located in a front easement.
Following brief discussion, staff was directed ta agendize a discussion regarding developing an
undergrounding funding policy.
MATTERS FROM STAFF
City Manager Cruz provided a brief update on his recent discussions with the Sherii�s Dept. regarding
tl�e installation of trail cameras and pole cameras to address the recent burglaries. Staff was directed to
work with the Sheriffls Dept, to procure and install trail cameras.
