FIELD TRIPS
Chairman Chelf called the meeting to order at 7:32 a.m. at 15 Caballeros Road.
A. ZONING CASE NO. 885. Request for a Sxte PTan Review to consfruct an above
grade deck and Variances to encroach with the deck and a wall into the side yard
setback and to exceed the maximum permitted structural and tofal Iot coverage at 15
Caballeros Road, (Lot 21-SK),Rolling Hills, CA, (Shipman}.
Planning Dixector Schwartz reviewed the applicant's request and pointed out the
existing raised deck and stated that the applicant would like to raise the Iower deck to be
on the same level as the existir�g deck. A couple of p�anters wouid be eliminated, new
stairs constructed and the planter by the side retaining wall would be raised to be Ievel
with the new deck. 145 square feet of the deck would encroach into the side setback. The
existing on grade deck already encroaches into the setback.
Planning Director Schwartz stated that due to the fact that raised decks are considered
struct�xres, the structural covexage will slightly increase. Currendy the structural
coverage exceeds the maximum permitted 20%, and it will increase by 1.9% to 26.5%; the
total coverage {structures and flaiwork) would also incxease by 0.35% to 44.2%; therefore
both require a Variance.
Kathy Hughes, neighbor, inquired if the applicant had any plans to const�uct a tre�lis or
anather covered structure on the deck, and if yes she would object z£ it was in her view.
Otherwise, she stafed #hat she has no objections to the project. Plaxu�ng Director

Schwartz stated that this application does not include a request for a trellis, only an
outdoor kitchen along the wall on the south side of the deck.
There being no further discussion on this project, the public hearing was cantinued to
the evening meeting of�ie Planning Cominission at 6:3Qpm.
B. ZONING CASE NO. 887. Request for a Site Plan Review to modify previously
approved driveway, which requires grading, to relocate previously approved walls
along the reduced riding ring and to construct a not to exceed 5' high refaining wall
along a short portion of the driveway; and a Variance to exceed the maximum permitted
dist�rbance of the lot at 29 Crest Road East{Lat 133-A-MS) Rolling Hills, CA, (Stevens).
Planning Director Schwartz reviewed the applicant's requesf for a Site Plan Review to
relocate a driveway and previously appraved two sefs o£ walls; to construct a new wall
along the driveway, which would vary in height between a curb and 5' (5' fro a distance
of no more than 7.0'} and additiorial8$1 cubic yards of grading to accommodate the new
driveway. She stated that the riding arena would be reduced by 1,540 square feet, that
the Traffic Commission reviewed the proposed driveway approach and has
recommended approval and that with the additional grading .for the driveway, the
disturbed area of the�ot would increase to 40.02%. She a�so stated that the reason for this
modification to the project is to remove the driveway in its entirety from the RHCA side
easement, which is 25' wide.
Carolyn Hadley stated that she has no objections ta the project, but is sorry to see the
riding ring being reduced in size.
Chairman Chelf stated that the applicant would be xequired to remove the hard surface
from the existing driveway.
There being no further discussion on this project, �he public hearing was continued to
the evening meeting of the Planning Coirunission at 6:30prn.
C. ZONING CASE NO. 886. Request for a Site Plan Review and Variances to xetain
as builf outdoor accessory stru.ctures and a retaining wall in side and front yard
setbacks at 5 Buggy Whip Drive {Lot 245-A-MS) Rolling Hills, CA, (Nguyen).

Planning Director Schwar�z reviewed the applicant's request for a Site Plan Review and
Variances to retain the as built accessory structures and retaining wall i.n the side and
front setbacks.
She stated that a11 of the structures have been built wi�iout the bene£it of City approval
or building permits and that �the trellis has not been completed. She also stated that
these violations were brought up to staff by a neighbor. She stated that there is a
drainage issue along fhe north property line, which was also brought up to City's

attention by the neighbor and that staf� is working with the applicant to correct it and
that the plans show the proposed drain pipe and dissipater.
The applicant stated that the structures were builf without the knowledge that a
bui�ding permit was required and thaf placing�hem elsewhere would interfere with his
view from the Iiving raom and would be too close to the swimming pool. He also
stated that the outdoor kitchen is portable and that he constructed a stone fa�ade
around it to make it more attractive.
Mike Dieringer, neighbo�, sta�ed that he is there to assure that the Planning
Cammission addresses the drainage issue, as his property is being eroded and the D.G.
deposited since the access to the stable wa.s constructed. He stated that there is an area
in the corner of the subject property that is sloping towards his property without any
containment of the water run-off from 5 Buggy Whip. In response to Chairman Chel£,
Mr. Diex�inger stated thaf he does not have a problem with the as built structures, as
they a�re not visible from hzs house and only a portion of the trellis is visible from his
drivewa�.
Commissioner Grap stated that the wall along the access road to the stable is attractive
and asked Mr. Bolton if the appearance could be retained and anothe:r wa11 constructed
behind it, so that the existing wall would not have to be demolished. Dan Boiton stated
that he would have to study this approach and that he will try to leave as much o£ the
wa�1 as possible, but yet comply with the building code.
The Comrnissioners walked fhe Iength of the access to the stable and viewed the area of
the drainage complaint and also viewed the as built fire place on the south side of the
house.
There being no £urther discussion on this project, the public hearing was continued to
the evening meeting of the Planning Commission at 6:30pm
