5/22/1967MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA MAY 222 1967 A regular meeting of the City Council of the City of Rolling Hills was held at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. on Monday, May 22, 1967. ROLL CALL Present: Councilmen Nadal, Tourtelot, Mayor Klein Absent: Councilmen Fay, Hesse Also Present: Teena Clifton City Manager William Kinley City Attorney Marion Welch City Treasurer June Cunningham Secretary C.M. Schleissner Resident Mr.& Mrs.W.Stewart Residents MINUTES It was moved by Councilman Tourtelot, seconded by Councilman Nadal andz-unanimously carried that the minutes of the meeting of May 8, 1967 be accepted as corrected. CORRESPONDENCE The Regional Planning Commission re: Regional Recreation Areas Plan The City Manager presented a letter dated April 21, 1967 from the Regional Planning Commission of the County of Los Angeles, with a copy of the Regional Recreation Areas Plan for Los Angeles County as approved and adopted by the Los Angeles County Board of Supervisors. Facilities in the immediate area are listed as: a) Rolling Hills Region- al Park, Crenshaw Blvd. and Palos Verdes Drive North, Rolling Hills Estates; b) Developing: South Coast Botanic Gardens; c) Proposed: Recreation park, two 18 -hole golf courses. The report was received and filed. South Bay Councilman's Association The agenda -for the meeting on Thursday, May 25, 1967 of the South Bay Councilmen:'s Association was presented. Councilman Nadal advised that he would be unable to attend because of his intention to attend the meeting of the West Basin Water District scheduled at the same time. Councilman Nadal suggested that, if possible, an attempt be made to ensure representation at both meetings. Notice was ordered received and noted, the minutes were ordered filed. INCREASE IN BUILDING PERMIT FEES Mrs. Clifton referred to the appearance of Mr. Alex Bond, District Engineer of the Lomita Building and Safety Office before the Council at the regular meeting on March 13, 1967. At that time Mr. Bond stated that it was his opinion that the increased emphasis on geology and its accompanying inspection, the cost'of which must come from building permit fees, resulted in increased cost to the City, as reflected in the excess of expenses over fees collected in the first and third quarters of 1966. At Mrs. Clifton's request he had studied the matter, and it was his recommendation that the fees be increased. May 22, 1967 Mrs. Clifton requested that the building fees be increased, but the plan check fee remain as it was. At that time Councilman.Tourtelot moved that the building permit fees be doubled, the motion was seconded by Council- man Hesse and unanimously carried. Mr. Kinley, City Attorney, then presented to the Council an ordinance entitled AN ORDINANCE AMENDING ORDINANCE NO. 6 OF THE"CITY OF ROLLING HILLS RELATING TO THE CONSTRUCTION, ERECTION, ENLARGEMENT,.RAZ- ING, ALTERATION, REPAIRING, REMOVAL, MAINTENANCE, MOVING, USE AND HEIGHT OF BUILDINGS OR STRUCTURES IN THE CITY OF ROLLING HILLS, CALIFORNIA.,_ .Councilman Tourtelot moved that the ordinance be introduced, the reading be waived, and the ordinance held for a second reading. Motion was seconded by Councilman Nadal and unanimously carried. PAYMENT OF BILLS It was moved by Councilman Nadal that Demands No. 390 through 398, and 400:through 407.be approved for payment, and that demand No. 399 to George L. Doerfler, Final Certificate of Payment for Administration Building Construction Costs in the amount of $7,696.70 be approved for payment contingent upon approval of the building and acceptance of same by a committee of three members to be appointed by Mayor Klein for said action after the special meeting of the Board.of Directors -of "the".:Roll- ing'Hills Community Association to be held at the Administration Build- ing at ._7:00 A.M. on Wednesday, May 24, 1967. Clark Leonard appeared to advise the Council that ho hoq met with representatives of Palos Verdes Water Co. and Los Angelos go q , ty Fire Department in an effort to reach a solution to the problem 99' providing adequate fire flow to Mr. Norris' proposed subdivis$on, lie reported that two meetings were held with the Palos Verdes Water Cp,, and they have indicated that they are under no obligation to pravtdQ the lines necessary to supply the fire flow required by the Fire ghtef; The Fire Dept. representative specified that 1,250 gallons per mip44,Q was necessary, but advised Mr. Leonard that they would accept 1,000 if that amount could be made available for the tract, but that the ing fire flow of 100 gpm is unacceptable. After discussion, Mr. Leonard was advised that the reqVir,,.,qmgq must be met, and that the solution to the water problem must be accomT plashed by the subdivider and his engineer, then presented to the ;wvnq.,�, for approval. FINAL MAP e TRACT 25146, E. WEBB STEWART The Manager presented the final map of'Tract No. 25140 with a letter from the Department of County Engineer dated May 22, 1967 recomp mending: 1) approval of the map, 2) acceptance of the right to restr$c�- the erection of buildings or other structures, as -offered for dedicatto" on said map, 3) that the Council make a finding as follows: The fit g.. Council, pursuant to Section 1.557 of the Subdivision Map Act, here finds that Edward Webb Stewart, subdivider of the subject tract, hao to good faith attempted to secure the signatures of General Telephone C"q pang of California, Southern California Edison Company, and George 5. Denbo, et al, all easement holders, has been unable to do so, and a req fusal to accept the map for recording would work an undue hardship on the subdivider. Following discussion it was moved by Councilman Tourtelot that the final map be approved in accordance with the recommendations of 4he County Engineer. Motion was seconded by Councilman Nadal and unanimously carried, and the City Clerk was directed to sign the linen original. MATTERS FROM CITY OFFICERS Weed Abatement Mrs. Clifton reported that she had met with Chief Russell of the Los Angeles County Fire Department, and had been advised that the weed abatement section will have crews in Rolling Hills by June 1, The present plans are for two tractor crews and one burning crew, and weeds will be taken care of both by discing and by burning. Cf�,l lea` �• May 22, 1967 kept at the Fire House on Crest Road, so that anyone wishing to check can determine where the crews are working. Because of the density of growth due to winter rain, creating a dangerous fire condition, the Fire Dept. crews will remain in the City until the weeds have been eliminated. Mrs. Clifton further advised that a letter will be sent to all residents by the City,.advising them when the crews will start work. Councilman Nadal requested that the letterinclude an admonition about litter, i.e. papers, tin cans,.cigarette butts, etc. along the roadways. ADJOURNMENT There being no further business to come before the Council, Councilman Tourtelot moved that the meeting be adjourned at 9:15 P.M.
