07-23-15 MINUTES OF A REGULAR MEETING OF THE TRAFFIC CONIlI�IISSION OF THE CITY OF ROLLING ffiLLS THURSDAY,JULY 23,2015 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman Wilson at 8:31 a.m. on Thursday, July 23, 2015, in the City Councii Chamber, at Ciry Hall, 2 Portuguese Bend Road, Rol�ing Hills, California. Chairman Wilson intraduced the two new Commissioners Roger Hawkins and Tom Heinsheimer and thanked them for being at the m�eting. ROLL CALL Commissioners Present: Hawkins,Heinsheimer,Virtue and Chairman Wiison. Commissioners Absent: Margeta(excused}. �thers Present: Raymond R. Cruz, City Manager. Hefdi Luce, CiTy C�erk. Art Beckler,RHCA Maintenance Supervisor. Sgt. Tony Blanchard,Lomita Sheriff's Station. APPROVAL OF MINUTES MINLTTES OF MAY 28, 2015. Commissioner Virtue moved that the Tra£fic Commission approve the minutes of a r�gu�ar meeting of the Traf�iic Commission held on May 28, 2015. Chairman Wilson seconded tlje motion, which carried without objection. Commissioners Hawkins and Heinsheimer absta.ined, as they were not yet appointed to the Traffic Commission when�these minutes were taken. PRESENTATION PRESENTATION BY REPRESENTATNES OF THE LOS ANGELES COUNTY SHER�FF'S DEPARTMENT, LOMITA STATION, ON TR.AFFIC STATISTICS FOR T'HE CITY OF ROLLING HILLS. Sgt. Tony Blanchard reviewed the traffic statistics for April, May and June sta�ing that there was one solo vehicle collision during the reporting period. He further reviewed the citation and warning statistics from the supplexnentai traffic enforcement that took place in May and June. Commissioner Hawkins noted that for the April, May and June statistics it appears that the hazardaus citations dropped off in 2015 as cornpared to previous years. In response, Sgt. Blanchard s#ated that the drop in cita.tions was likely due to the fact that there was no supplemental tra�fi'ic enforcement in 2015. City Manager Cruz further explained that the change was due to the change in the regional law formula for cast allocation and the supp�emental traffic enforcement was eliminated to meet the budget recognizing that with the new regional law formula the City would receive an additianal 178 hours of general patrol. Brief discussion ensued concerning parking citations and limiting the size of vehicles allawed on certain roads. In response to Commissioner Hawkins, Sgt. Blanchard stated that for the supplemental traffic enforcement, detailed statistics are kept and reported to t1�e City where as for the general patrol, on�y the type of citation is recorded. Recognizing that and there were no members of the pubiic present to address any other issues and it was timely ta discuss New Business Item 6B regarding Supplemental Traffic Enforcement, Chairman Wilson stated that Item 6B wauid be taken out of order. NEW BUSINESS DISCUSSION TO CONSIDER DEPLOYMENT OPTIONS AND ENF4RCEMENT STRATEGIES CONCERNiNG FY 2015-16 SUPPLEMENTAL TRAFFIC ENFORCEMENT. -1- City Man�ger Cruz reviewed the history of the City's supplemental traffic enforcement program and stated that although the Traffic Commission�recommended a similar program of 350 hours for FY 15-16, the City Council, during its budget deliberations, cut the hours allocated for supptemental traffic enforcernent from 350 hours to 175 hours and referred the matter back to the Traffic Commission for a discussion on deployrnent options and enforcement strategies. Additionally, the City Council asked that the matter be braught back at rnid-year for f�.trther consideration with more detailed statistics. Discussion ensued concerning deplayment aptians and staffmg challenges. Tn response to Chairman Wilson, Sgt. Blanchard commented that the objective it to be visible, to decrease speeding and to have people stop at stop si�s. Discussian ensued concerning enforcernent strategies. Following fiarther discussion, the Traffic Commission recommetlded the following deployment for the City's current allocation of hours for supplemental traffic enforcement: Phase 1 —Early September— 80 hours in four hours shifts if possible and subtracting what has already been done in July; Phase 2 — December— 16 haurs in four hour shifts if possible; and Phase 3 —7anuary-7une— 79 hours in four hour shifts if possible. The Traffic Commission asked staff to report on the results from the supplemental traffic enfoxcernent at future Traffic Commission meetings. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF FY 2015-16 BID SPECIFICA'TIONS AND REQUEST FOR BID FOR REPLACEMENT OF TRAFFIC STRIPING AND PAVEMENT MARKINGS ON CERTAIN STREETS. Chaixman Wilson introduced the item and asked for sta#�s comments. City Manager Cruz reviewed the history of roadway striping in the City and the direction provided by the City Council during the FY 14- 15 bid process to annual assess each street for striping needs. He further reviewed bid specificatians for the FY 15-�6 striping project and the process whe:reby staff assessed the roadway stripix�g to determine which streets should be striped in the coming year. Discussion ensued concerning coordinating tl�e striping schedule with the RHCA's roadway striping to ensure that the streets are striped in a timely manner when they are repaved. City Clerk Luce commented that the bid includes a line item for on-call service where that the contractor will come back to stripe raads at the rates�specified in the bid for 12 months. Following brief discussion, Commissioner Heinsheimer moved that the Traffic Commission recomrnend appraval af FY 2015-16 Bid Specifications and Request for Bid for replacement of traffic striping and pavement markings on certain streets. Commissioner Virtue seconded tl�e motion which carried without objection. 4PEN AGENDA-COMMENT5 FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMNIISSION Commissioner Hawkins expressed concern regarding �ehicles parking an bridle trails. Following brie£ discussion, the Traffic Commission directed staff to schedule a discussian on a future agenda regarding road side parking, specifically parking on equestrian trails and to inform Caballeros del Rancho Palos Verdes that the rnatter will be discussed. MATTERS FROM STAFF None.
