THE CITY OF ROLLING HILLS, CALIFORNIA
A regular meeting of the City Council of the City of Rolling
Hills was held at the Administration,Building, 2-Pot°tuguese Bend Road,
Rolling Hills, California at 7:30 P.M. on. Monday, June 26, 1967.

MINUTES
It was moved by Councilman..Fay, seconded by Councilman
Tourtelot and unanimously carried that the minutes of the meeting of
June 12, 1967 be approvedas written.
CORRESPONDENCE
1. A letter dated June 22, 1967 from.the City Administrator
of the City of Rolling Hills -Estates, and a report on public trans-
portation services for the Peninsula by the Southern California Rapid -
Transit District was presented by the Cityq'Manager. After discussion,
the City�Manager was requested to study the.report and make a report
to the Council.
2. A letter dated June 22, 1967 from Robert L. Curry,
Chairman of the Awards Banquet -for the 21st Powder Puff Derby was
presented by the Manager. After discussion,.of the letter.Councilman
Nadal, finance officer, stated that he was .of the opinion that the City
does not have funds availhble for the request. Other,councilmen con-
curred, and the letter was ordered received and noted,
TRANSFER 'OF .-FUNDS
Approval of a transfer of funds in the amount of $8,000.00
to the Motor Vehicle in Lieu,Fund.and $1,000.00 to Traffic Safety Fund
from the General Fund was approved by the following roll call vote:

Motion for approval was seconded by Councilman Fay and car-
ried by the following roll call vote:

FINANCIAL REPORT
Councilman Fay moved that. the Report of the City Treasurer
for the month of -May -1967 and the Financial Summary for the month of
May 1967 be approved. Motion was seconded by Councilman.Nadal and
unanimously carried.
PROPOSED ORDINANCE - WEED ABATEMENT
Mayor Klein ordered the matter held on the agenda.
PROPOSED ORDINANCE - GEOLOGY APPEALS BOARD
Mr. William Kinley, City Attorney, advised the Council that
he had received a copy of a proposed Ordinance of the County of Los
Angeles, which would .provide for an.arbitration.board to hear and de-
termine geological conditions encounteied.by subdividers. The board
as proposed would consist of two geologists, two civilengineers and
one layman, would act within 30 days„of receiving an appeal,�and.would
hand down a'detision within 10 days; further, the County would grant a
permit on recommendation of the board of appeals. The ordinance which
was enacted on. June 20 will go into effect on July 21, 1967,. and it is
the recommendation.of Mr. Kinley that the City of Rolling Hills adopt
the.ordinance as part of ;its subdivision procedure.
In the discussion.that followed, Mrs. Mary Beeks, subdivider
of.property located at.20 Saddleback Road, Rolling Hills, advised the
Council th�at.-great expense has been encountered in the geologgical
reports for Tentative Tract 22083, and that'she has'been advised by
the Planning Advisor that "the Engineering Geology Section cannot find
the proposed tentative subdivision to be free -of geologic hazard and
recommends the tentative map not be approved", and that it is her wish
to appeal the decision:

Replying to further questioning from the Council, Mr. Kinley
recommended that if the ordinance is adopted by -.the City of Rolling
Hills, provision should be made.for the cost of the appeal to be passed
on to the subdivider. Attorney Kinley was then..instructed to study the
ordinance as applicable to Rolling Hills, and make a report to the City
Council on:Jul.y!10, 1967 at the regular meeting.

SUBDIVISION NO. 32q TRACT 26661,.A. E. ESSER
Mr. C. B.•Lee of South Bay Engineering appeared to .represent
Mr..Fsser, and advised the Council that.Mro Esser requested that the
Council approve.a 12' access road to,Lot 2, and if this was not agree-
able, it was -Mr. Esser's wish that the matter be held over untilthe
next meeting of the Council so -that -he could appear. -Councilman,.Fay
thgn advised the members that a A'0 -1d,° -trip to ,Mr. Esser's property
had been made on -.Monday, June.19, 1967, and was attended by the
following

and that the following observations were made:
1. The closest .hydrant is 760' from the property line,,and
it.would-be too difficult to handle hose over that distance.if a truck
could.not get to the property.
2. The property being consideredis the last lot in -Rolling
Hills, and would.be the first line of defense if a fire should come
.from the direction.of the canyon to the southeast.
3. Because there are no shoulders available for emergency use,
a 12' road would be considered too narrow for anything but minimum ac-
cess during an emergency, and anything.on.the roadway would make the_.
property inaccessible to emergency equipment.
4. Provision should be made for an.adequate (by Fire Dept.
speclfications.),turn-around.at the bottom of the new access road and
should be part of -the conditions of the building permit; the Rolfing
Hills Community Association should.be'contacted, and the sugggestion.
made that the condition be included in the Architectural.Fiie concern-
ing the newly created lot.
In vi.ow of the foregoing, its was the concl�sion of those
present on the field trip that a road less than 15' would be unaccept-
able. Mr. Lee was requested to furnish a new map showing a 30' ease-
ment and 15' .road., (18' on curves)
Mayor.Klein, with the consent of Mr. Lee, then.ordered .the
matter held for consideration of the next regular meeting of .the City
Council.

Mayor Klein ordered the -matter -held .on the agenda.
MATTERS FROM MEMBERS OF THE. COUNCIL
Councilman Nadal asked that a letter be sent to the City of
Rolling Hills.Estates complimenting the City on the landscaping and
trail work recently done, especially in the area.of the reservoir and
on trails along.Palos Verdes Drive North. Mayor Klein :then asked the
secretary to prepare the letter for his signature.

MATTERS FROM CITY OFFICERS
1. The City Manager referred to a communication from Mr.
Fred Hesse, a copy of which had been sent to members of the Council,
requesting a sign on Portuguese Bend Road near'Crest Road. Mr. Hesse
advised that he is having a serious problem with near collisions in-
volving both card and pedestrians near his driveway located north of
the intersection on the east side of Portuguese Bend Road, and request-
ed that a sign be installed warning: SLOW Children and Blind Driveway.
Mr. Kinley suggested that DANGER be substituted for SLOW, and Mayor
Klein moved that the matter be referred to the Traffic Commission for
study and recommendations. The motion was seconded by Councilman Nadal
and unanimously carried.
2. Mr. Marion Welch, City Treasurer, requested a report from
Mr. Kinley on his complaint made May 8, 1967 that there was evidence of
commercial activity at 7 Pine Tree Lane in the City of Rolling Hills.
Mr. Kinley stated that on May 23, 1967 he had written to
Dr. James Giacobine, owner, referring to Zoning Ordinance No. 33 of the
City of Rolling Hills, and advised him that at a meeting held on May 21
it was determined that said ordinance was being violated by the opera-
tion of a commercial enterprise... Mr. Kinley requested a reply by June
5, 1967 but to date has had no reply. He -further stated that the City
Manager had visited the property with Mr. Stewart Read, maintenance
superintendent of the City, they had spoken to Mr. Edmondson, who is
leasing the property from Dr. Giacobine, and he readily admitted that
he is boarding horses and giving lessons on weekends. He was advised
that the deed restrictions of the Association and the zoning ordinance
of the City did not permit property to be used commercially, and that
such activities would have to cease.
Councilman Tourtelot requested that within the next week Mr.
Edmondson, the violator in residence, should be contacted and asked
to meet with the City Manager, the City Attorney and the Mayor, the
presence of commercial activity must be established, and a deadline
given for the cessation of such activity, after which the matter will
be turned over to the District Attorney.- Dr. Giacobine, owner -of the
property, must be advised in advance of the date of the meeting.
3. After discussion, Mayor Klein requested that Mr. Kinley
write an appropriate -resolution thanking Mr. Ernest Hahn -for his
generosity in moving the flag pole to its new location.
ADJUORNMENT
There being no further business to como before the Council,
Councilman Fay moved that the meeting be adjourned at 10:00 P.M. Motion
was seconded by Councilman Nadal -and unanimously carried.
