7/10/1967MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA July 10, 1967 A regular meeting of the City Council of the City Hills was held at the Acministration Building, 2 Portuguese Rolling Hills, California at 7:30 P.M. on Monday, July 10, ROLL CALL Present: Absent: Also Present: MINUTES of Rolling Bend Road, 1967. League of Women Voters Resident Resident Resident Resident It was moved by Councilman Tourtelot, seconded by Councilman Fay and unanimously carried that the minutes of the meeting of June 26 be approved as corrected. CORRESPONDENCE 1. A letter dated June 23, 1967 from the City of Inglewood host to the Los Angeles County Division of the League of California Cities on Jyly 20, 1967 at the Hollywood Turf Club in the afternoon, and the regular League dinner meeting in the evening was presented. It was ordered received and filed. 2. An announcement of the 69th Annual Conference of the League of California Cities in San Francisco October 15-18, 1967 was presented to the Council. The City Manager and City Attorney stated their intention to attend, and Councilman Fay said he also would plan to attend; other members of the Council were asked to check their schend- ules and advise whether -they would be abble to attend the conference. Councilman Tourtelot moved that the City authorize City Manager Teena Clifton, City Attorney William Kinley and any other Councilmen that found it possible, to attend the conference. Motion was seconded by Councilman Nadal and carried by the following roll call vote: AYES: Councilmen Fay, Nadal, Tourtelot, Mayor Klein NOES: None ABSENT: Councilman Hesse 3. A letter dated June 26, 1967 from the City of Lakewood with reference to the Conference in San Francisco was presented by the City Manager. Mr. Robert W. Baker, Chairman of the Resolutions and Program Committee for the Conference, advised that if the City has a matter of significant interest which it wishes to have considered for adoption in Resolution form by the League at the Conference, it should first be sibmitted to the Board of Directors of the Los Angeles County Division by July 19th for consideration at the meeting of the Board on August 3 and September 7. The letter was received and noted. July 10, 1967 4. A letter dated June 30, 1967 from .Los Angeles County Flood Control District was presented by the City Manager. The letter advised that. on June 5, 1967 the District's Board of Supervisors accepted the contract work for "Construction of Rolling Hills Project No. 6601, 1964 Storm Drain Bond Issue in the City of Rolling Hills, California". Mrs. Clifton advised the Council that she had requested one revision on the roject, and that it is being considered by the Design Division. The etter was received and filed. 5. A letter dated July 5, 1967 from the Chief Administrative Officer, County of Los Angeles was presented, advising that Mr. Morton J. Golden, County -City Coordinator has accepted the position of Adminis- trative Deputy with the Los Angeles County --Fire Department, effective July 11, 1967. Mr. Lee Arnold of the Special Services Division will handle future County -City matters. The letter was received and filed. 6. A letter dated July 5, 1967 from -the City of Redondo Beach, enclosing copies of the SCRTD report to the State Legislature was ordered received and filed. 7. The City Manager presented a memo dated July 19, 1967 from the president of the Palos Verdes Peninsula Coordinating Council, and a program for a Public Narcotic Meeting sponsored by the Peninsula Council for Youth to be held at Rolling Hills High School on Tuesday, July 11, 1967 The -correspondence was received and filed. REPORTS OF CITY DEPARTMENTS 1. The Sheriff's Department Report for the month of May 1967 was presented. The�Manager reported that the two narcotics arrests -listed were inaccurately reported; the arrests occured in Rolling Hills Estates. he report was ordered received and filed. 2. Chief Ralph.Russell, Division Assistant Fire Chief in charge of Fire Fighting Services reported to the City Council on the "Bee Line", program developed by Chief Klinger. A Bell 204B jet -turbine helicopter capable of carrying 11 persons at a speed of 110 mph has been acquired by the L. A. County Fire Dept. to augment and aasist local fire department personnel in combatting brush fires. Chief Klinger has expressed the opinion that the key to effective control of fire is "force enough -fast enough". Chief Russell also said that in areas where wheeled vehicles can not be operated, one of the L. A. County Fite Department helicopters has been assigned to fly local captains over the terrain for a low level, view, and also to locate take -off and landing sites for temporary heli- copter eli®copter use, should the need arise. Chief Russell asked if the residents could be informed of this service, and the City Manager assured him that. it would be included in the next issue of the New6letter to all residents. 3. The City Manager presented the quarterly bulletin of the Regional Planning Commission showing a population in Rolling Hills of 2,026 in April. 1967, an increase of 12 over the January 1967 figure. County -Sheriff's Dept. 3 354.00 $ 4:� 328.79 *Motor Vehicle in.Lieu Fund Motion was seconded by Councilmen Tourtelot and approved by the following roll call vote: AYES: Councilmen Fay, NOES: None ABSENT: Councilman Hesse PROPOSED ORDINANCE m WEED ABATEMENT Nadal, Tourtelot, Mayor Klein, The City Manager advised that the Proposed Ordinance for Weed Abatement had been held on the agenda per the Councils instructions until after the beginning of the new fiscal year, when funds would be available if the Council adopted the Ordinance. Captain Sparks of the Weed Abatement Section, Los Angeles County Fire Department, in answer to questions by the Council, stated that the cost of a tractor crew with a foreman�is approximately $20 per hour, and that it costs most property owners $18-25'for weed abatement,, Only time and material used on a job is charged to the property owner, and no profit is allowd by the Health and Safety Code of the Fire Protection District. Chief Sparks also said that a record of time and work done on each property is recorded on a Job Report, which is turned in to the office and extended b their Accounting Division, and because of the accounting procedure, work done in Springand.Summer 1967 will not be billed until the tax bills are issued in Novemer 1968. Mayor Klein sugested that this information be included in the newsletter to inform residents and property owners, Further discussion ensued, after whdth Councilman.Fay moved that the proposed ordinance be removed from the agenda. Motion was seconded by Councilman Nadal and unanimously carried,, PROPOSED ORDINANCE GEOLOGY APPEALS BOARD Mr. Kinley advised the Coun611 that he had prepared the proposed - ordinance for their consideration, but asked that it be held until the next meeting so he could receive information from the County Engineer on the procedure to be followed for payment of the charges for the time expended y the Appeals Board. He stated that the entire cost for such an appeal would be borne by the subdivider, and the ordinance would establish the fee schedule. The mayor ordered the matter held on the agenda. EASTFIELD GATE ACQUISITION Mr. Kinley reported that he had made a field trip to the site of the Eastfield Gate with Councilmen Nadal and. Mr. Norman Thompson, President of the Rolling hills Community Association, and it was their consensus that. -3- July 10, 1967 because there is a 60' easement, it may not be nkx scary to buy additional land, The -Manager was instructed to refer the matter to the Association, with -the request that a survey of the site be made to define the road ease- ment, so that a decision can. be made on purchase of the property.; The matter was held on the agenda. UBDIVISION NO. 32, Trabt 26661, A. E. ESSER Mr. C. B. Lee of South Bay Engineering Corp. presented re- vised maps of the Esser property, showing the required drive easement and width,'an.d'Mr. Esser, owner, indicated his willingness to provide the 1V road, 18' on curves, as required by the. City Council. Mr. Lee pointed out that the map also showed the required'50' diameter turning areao be, located: on the building pad on Lot 2, and asked that the location of the area be determined when the building permit is applied for. Following discussion, it was moved b Councilman Tourtelot that the Tentative Map be approved subject 'td ?he Plahfiing^Advisor's report dated February 16, 1967, as amended by the Planning Commission. Motion was seconded by Councilman Fay and unanimously carried. SUBDIVISION -NO. -.36, Tract 27516, PAUL CASE Mrs. Clifton stated that Mr. Clark Leonard, engineer for Mr. Paul Case, had requested that the subdivision be 'held over until the next meeting of the City Council. EQUESTRIAN UNDERPASS The City Manager reported that she had spoken with Mr. Joseph t ach, City Administrator of Rolling Hills Estates, and that a meeting uld be scheduled in the near future. Mr. -Fred Hesse and.Mr. Richard ein, who serve both as members of the Board of Directors of the Rolling Hills Community Association and the City Council, had volunteered to represent both the Association and the City at the meeting, so that the views of both can be expressed with regard to the proposed Palos Verdes Drive North underpass. PENINSULA PUBLIC TRANSPORTATION STUDY Mrs. Clifton reported that she had studied the report on public transportation services for the Peninsula by the Southern California Rapid Transit District, as requested by the Council, and it is her opinion that the population density of the Peninsula is not sufficient to warrant such a system, and at the present time there is no wa to subsidize it. The Council concurred with the report, and directed to Manager to so advise the City of Rolling Hills Estates, as they had requested. PERSONAL APPEARANCES Miss .Jenny Tufeld, a resident of 5 Ringbit Road West appeared before the Council to register a complaint about her neighbor's trees obstructing her view. Mayor Mein advised her that it is an Association matter, and invited her to the next meeting of the Board of Directors. ROPOSED BUDGET 1967 m 1968 FISCAL YEAR A memo from Councilman Nadal, Finance Officer, summarizing the financial status of the City of Rolling dills, and a proposed budget for the 1967 - 1968 Fiscal Year were presented to the Council. Councilman Tourtelot moved that the budget be approved, sub- ject to Equalization of the 1967 Tax Roll. The motion was seconded by Councilman Nadal and carried.by the following roll call vote: AYES-. Councilmen Fay, Nadal, Tourtelot, Mayor Klein NOES a None ABSENT-- Councilman Hesse July 10, 1967 MATTERS FROM MEMBERS OF THE COUNCIL Councilman Tourtelot asked about the complaint that had been received with reference to commercial activity at 7 Pine Tree Lane. Mrs. Clifton reviewed for the'Council her first trip to the property to see Mr. Edmundson, and his comments regarding his use of the property. The Manager stated that she and the City Attorney had tried unsuccessfully to set a meeting with Mr. Edmondson, the resident in question. Council- man Tourtelot then requested that further attempts be made to contact Mr. Edmondson, and if unable to reach him, a letter 'be sent 'by registered mail, requesting that he meet with Mrs. Clifton and Mr. K.inley. The Mayor so ordered. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 9:50 P.M. on the motion of Councilman Fay, seconded by Councilman Tourtelot and unanimously carried.
