MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of the City
of Rolling Hills was held at 7:30 p.m. Monday, 8 April
1957 in the City Hall.
The meeting was called to order at 7:30 by Mayor
Goodman.
ROLL CALL
Present: Councilmen Bullard, Elliott, Tourtelot,
Weitzel, and Mayor Goodman
Also Present: City Clerk Gilbert Myers, Mrs. Stockdale,
City Attorney William Kinley, Dr. John Lee
and Messrs. John King, Arthur Chase and
Jack Davidson
MINUTES - MEETING OF 25 MARCH 1957
It was moved by Councilman Tourtelot and seconded
by Councilman Weitzel that the minutes be approved as
written. The motion was carried.
LETTER - INCORPORATION OF LOMITA
The City Clerk read a letter dated 25 March 1957
from the Board of Supervisors regarding the proposed
incorporation of the City of Lomita.
LANDSLIDE WAIVER
After a discussion of this matter, the Mayor proposed
keeping this item on the agenda for the next meeting and
offered to learn more about the Portuguese Bend residents'
claims against the County from Mr. Andersen and to check
on the insurance aspects of our waiver with Swett and
Crawford.
Mr. John King entered the meeting and presented a
letter which he read to the Council regarding the waiver
he had signed. After a lengthy discussion on the pros
and cons of the waiver, it was suggested that Mr. Kinley
write to the League of California Cities asking its opinion
on the subject.
RESOLUTION NO. 24
Thereupon, after discussion in which all Councilmen
participated, and, after approval by the City Attorney,
Resolution No. 24 entitled 'A Resolution of the City
Council of the City of Rolling Hills, California, Requesting
Enactment of Legislation Authorizing Local Authorities
to Regulate Traffic on Private Roads,lt was, on motion
made by Councilman Tourtelot and seconded by Councilman
Elliott and on roll call vote by the City Clerk, adopted,
by the following vote:
Ayes: Councilmen Elliott, Tourtelot, Weitzel
and Mayor Goodman
Noes: None
Abstaining: Councilman Bullard
REALTORS LICENSE
The City Clerk reported that he had informed.a realtor
who had inquired about a license that the City did.not
Intend to take action upon this matter at present; in reply
the realtor told him that the license fee in Palos Verdes
is $75 per year and $35 per year for agents. After dis-
cussion no action was taken,
DEPUTY CITY CLERK AND DEPUTY CITY TREASURER
Mayor Goodman suggested appointing Mrs. Stockdale as
deputy so that she could act for the City Clerk and
Treasurer in his absence. Mr. Kinley was directed to
draw an ordinance creating these offices and fixing bond
for the Deputy City Clerk and Treasurer and Mayor pro
tempore in the amounts of $59000.00 and 1,000.009
respectively..
LETTER - CIVIL DEFENSE
The -City Clerk read a letter dated April 2, 1957 from
the State of California Disaster Office concerning a school
conference on Civil Defense to be held April 11 and 12.
Mayor Goodman suggested that the matter be referred to
Dean Madsen, our Civil Defense coordinator, provided his
attendance would not incur any expense to the City.

LETTER -,METROPOLITAN -TRANSPORTATION ENGINEEINGOAD. . ._._...__... __.
The City Clerk read .a letter of April 3, 19'57 telling
of a meeting Thursday, April 11, 1957, at 9:30 a.m. to
consider county road and city street needs. It was
suggested that George Partridge might attend this meeting .

The City Clerk presented a letter regarding a new
edition of the Los Angeles Municipal Code. No action
was taken by the Council.
LETTER - LEAGUE OF CALIFORNIA CITIES
The City Clerk read an invitation to the Mayor or
his representative to attend a dinner meeting Thursday,
April ll,, 1957 in South Pasadena. Mr. Chase was requested
to represent the City at the meeting.
LETTER - CITY PROSECUTION SERVICE
The City Clerk read a letter from the Board of
Supervisors approving the Cityts Resolution requesting
the County to provide city prosecution services.
LETTER - ELECTROLYSIS IN MATER SYSTEM
The City Clerk -presented a letter written by Councilman
Bullard on -March 27, 1957 t6 the Metropolitan Nater District
regarding corrosion noted in house piping. Discussion of
water corrosion followed. The matter was held over until
the next meeting.
TAX RELIEF
Mayor Goodman reported on the meeting that he,
Mr. Tourtelot and Mr. Davidson had attended last week with
Messrs. Fist and Brown of the County Assessor's Office.
Councilman Tourtelot and Mr. Davidson also commented on
the meeting, and all agreed that it had been successful in'
establishing a pleasant working relationship and in slowing
down tax acceleration. It was felt that individual cases
of hardship would now receive more favorable attention.

LOW-FLYING AIRCRAFT
Councilman Elliott reported discussing our proposed
ordinance with Mr. Allen of the Civil Aeronautics Authority
who thought it was superfluous and possibly unconstitutional.
It was moved by Councilman Bullard that the item "Proposed
ordinance re low-flyip.g aircraft" be stricken from our
agenda. The motion was seconded by Councilman Tourtelot
and unanimously carried.
THE KEEPING OF HORSES
Councilman Bullard reported discussing the proposed
stable ordinance with three directors of the Caballeros
who told him their organization had not yet acted upon the
matter. After considerable discussion it was decided to
keep this on the agenda to see if the Caballeros could
suggest something to prevent abuses in regard to this matter.
ADOPTION OF ORDINANCE N0,, I
Since "An Ordinance Prohibiting the Dumping of Garbage
and Refuse in the City of Rolling Hills, California" was
introduced and read in full at the last meeting, it was
moved by Councilman Tourtelot, seconded by Councilman
Elliott and unanimously carried that the reading of the
Ordinance be waived. Upon motion made by Councilman Elliott,
seconded by Councilman Tourtelot, said Ordinance No. 3 was,
on roll call vote, unanimously adopted. This Ordinance is
set forth in full in the Book of Ordinances.
POUND ORDINANCE
Mayor Goodman reported sending a copy of the proposed
pound ordinance to the County Poundmaster, Marvin T. Throndson,
and receiving a letter in return stating that the proposed
ordinance meets the County requirements. The Mayor also
explained that this ordinance prohibits kennels in the City
of Rolling Hills. A discussion followed and an amendment
with respect to .kennels was suggested. Mayor' Goodman
re -introduced the amended ordinance entitled "An Ordinance
of the City of Rolling Hills, California, Providing for a
Poundmaster, For the Licensing of Dogs and for the Impounding
of Dogs and Other Animals." It was moved by Councilman
Bullard and seconded by Councilman Tourtelot that the
reading of the ordinance in full be waived. The motion was
unanimously carried.
POSSESSION OF FIREARMS BY MINORS
Mayor Goodman introduced a proposed ordinance entitled
"An Ordinance of the City of Rolling Hills, California,
Prohibiting the Possession of Firearms and Other Devices
by Minors Under the Age of Eighteen (18) Years," and
read it in full. Following a prolonged discussion in
which it was brought out that this ordinance is identical
to the County Ordinance covering the same subject and
arguments for and against were presented, the ordinance
was amended and re -introduced by Mayor Goodman. It was
moved by Councilman Tourtelot and seconded by Councilman
Weitzel that the reading of the ordinance in full after
amendment be waived. The motion was carried.
REPORT ON WATER COMPANY
Mayor Goodman reported on a meeting that he and
Mr, Kinley attended concerning the proposed merger of the

Palos Verdes Water Company and, the Rancho Mutual Water
Company. He explained that the approval of the majority
of the Mutual Company's customers would be needed to
accomplish this.
DR. KEYS
Councilman Tourtelot reported on Dr. Keys' visit to
the Community Association Board meeting and the steps he
was taking to comply with the Board's requests concerning
his property. After some discussion it was suggested
that Mr. Kinley write a letter to Dr. Keys stating that
his proposed road does not come within the scope of any
ordinance of the City of Rolling Hills.
SHERIFF'S PROTECTION
Mayor Goodman told of a talk he had had with 1)r. Robert
Andersen about the amount of time spent by the Sheriff
inside our gates and of an appointment he had in regard
to setting up a contract for protection after June 30.
BANK ACCOUNT
FOR CITY
The City Clerk reported on arrangements he had
started with the California Bank in San Pedro for City
banking. He stated that a letter to the Bank from the
Council certifying that the City Treasurer is authorized
to act for the City would be necessary.
RESOLUTION NO. 24A
Thereupon., after discussion in which all Councilmen
participated, and, after approval by the City Attorney,
Resolution No. 24A entitled "A Resolution of the City
Council of the City of Rolling Hills, California,
Authorizing the Establishment of a General Fund Bank
Account,'t was, on motion made by Councilman Weitzel and
seconded by Councilman Elliott and on roll call vote by
the City Clerk,•unanimously adopted. This resolution is
set forth in full in the Book of Resolutions.
GATE PROPERTIES
Captain Myers.reported that he and Mr. George Denbo
had inspected the gate houses and sites and that Mr. Denbo
is working on an appraisal of their value.
ADJOURNMENT
There being no further business to come before the
meeting, -it was moved,by Councilman Tourtelot, seconded
by Councilman Elliott, and unanimously carried that the
meeting be adjourned at 10:45 p.m.
