A regular meeting of the City Council. of the City of Rolling
Hills was held at the Administration Building, 2 Portuguese Pend Road,
Rolling Hills, California at 7:30 P.M. on Monday, July 24, 1967.

It was moved by Councilman Fay, seconded by Councilman Tour-
telot and unanimously carried that the minutes of the meeting'of
July 10, 1967 be approved as written.
CORRESPONDENCE
1. A letter dated June'29, 1967 from Lanco Land Consultants &
tivil Engineers was presented to the Council by the City Manager. Mr.
. M. Leonard requested modification of tentative tract approval as
ollows: Tract No. 26113, W. Norris, Clarification of action waiving
street improvements; Tract No. 26652, R. A. Friend, and Tract No. 27316,,
C. M. Leonard, requirement that Saddleback Road be improved in accord-
ance with Section 6.02, Width of Streets, Ordinance No. 67 be waived,
or that the developers be allowed to deposit cash ($.26/sq. ft. x 2.5 ft.
width x .frontage) with the City for work to be done. Mrs. Clifton ex-
plained to the Council that she had given Mr. Leonard a clarification
regarding the Norris Tract No. 26113, and that he was now asking only
about the Friend and Leonard Tracts.
After discussion, Councilman Hesse moved that with reference to
Tracts 26652 and 27316, the conditions imposed be not waived, but that
approval be given for a deposit of .funds in the form of cash or bond,
with the understanding that ultimate approval of the tracts and future
development would require the improvements stipulated. Councilman Fay
seconded the motion, which was unanimously carried.
2, A letter dated July 139 1967 from Gordon W. Shultz, owner
of Shultz Ranch, 10 Johns Canyon Road was presented by the City Manager.
Mr. Shultz; expressed concern that pending subdivision of properties on
Johns Canyon Road would result in additional. traffic, and it is his
opinion that although the present surface condition is satisfactory,

ith increased traffic the width would not 'be adequate. He asked that
onsideration be given to widening the road at least another ten feet.
r. Shultz also mentioned that a portion of the road has been reduced
by weeds. The Manager advised the City Council that the letter
was also on the Planning Commission Agenda for July 26, 1967. Council-
man Fay stated that he would like both the Planning Commission and City
Council to hold to a strong policy with regard to road improvements in
view of many pending and planned subdivisions in the City.
Mrs. Clifton reported that the matter of weeds along the road-
way had been referred to Captain Sparks of the Weed Abatement Division
of Los Angeles County Fire Department, and she would so advise Mr. Shultz.
The letter was ordered received and filed.

REPORTS OF CITY DEPARTMENTS
1. The City Manager presented the Fire Activity Report for the
month of June 1967. The report was received and filed.
2. A report from Mrs. Delia Wright, president}of the Women's
Community Club of Rolling Hills, was made to the Council by the Manager.
Fifteen members worked at the Rabies Vaccination Clinic held at Dapple-
gra;y`School on.July 11, 1967, and a total of 649 dogs were vaccinated.
TRANSFER OF FUNDS
Transfer of funds in the amount of $5,000.00 from Motor Vehicle
in Lieu Fund to the General Fund was approved in a motion made by Coun-
cilman Hesse, seconded by Councilman Nadal and carried by the following
roll call vote:
AYES: Councilmen Fay, Hesse, Nadal, Tourtelot

ABSENT: Mayor Klein
It was moved by Councilman.Nadal that Demands No. 452 through
465 be paid from the General Fund, and Demands No. 466 and 467 be
,approved for payment from the Traffic Safety Fund.

FINANCIAL REPORTS
Councilman.Nadal moved that the Report of the City Treasurer
for the month of June 1967 and the Financial Summary for the month of
June 1967 be approved. Motion was seconded by Councilman Tourtelot
and unanimously carried.

RESOLUTION NO. 216
Councilman Tourtelot moved for adoption of Resolution No. 216
entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS,
CALIFORNIA PROVIDING FOR THE -ISSUANCE OF A NEGOTIABLE NOTE IN THE
AMOUNT OF 30;000.00, and -that reading in full be waived. Motion was
seconded by Councilman Hesse and carried by the following roll call vote:
AYES: Councilmen Fay, Hesse, Nadal, Tourtelot
NOES: None
ABSENT: Mayor Klein
PROPOSED ORDINANCE - GEOLOGY APPEALS BOARD
City Attorney William Kinley advised the Council that he had
discussed the proposed ordinance with Mr. John Maulding of the County
Engineer's Office, and that it was his suggestion that the County
Appeals Board be requested to act for the City of Rolling Hills. Person-
nel serving on the appeals board would serve without compensation at the
present time, and it was suggested that a.Resolution be drawn for deposit
of a sum with the City by the Subdivider to cover cost of the proceedings.
The amount suggested was $250.00. The cost would be paid by the City to
the County on an hourly basis established by the County, and a record
of time expended on each appeal would be furnished by a Job number. Any
money not used in the proceedings would be refunded to the subdivider,
and any charges in excess of the deposit would be charged to the sub-
divider.
Councilman Fay moved that the Ordinance be introduced.'and that
reading of the Ordinance be waived. Motion was seconded by Councilman.
Nadal and carried by the following roll. call vote:

ABSENT: Mayor Klein
The City Manager was then instructed to fix a date for a public
hearing on the Ordinance, said hearing to be held at the next meeting
of the City Council on August 14, 1967.
SUBDIVISION #31, TRACT 26769, J. H. LANGWORTHY
Mrs. Clifton stated that Mr. Langworthy had requested that the
subdivision would be held over until the next meeting of the City Council
so that he would be present.
SUBDIVISION436, TRACT 27516, PAUL CASE
Minutes of the Planning Commission meeting on June 20, 1967
and the Planning Advisor's Report dated June 13, 1967 were presented
to the Council. The Manager stated that the engineer, Mr. Clark Leonard,
asked that the subdivision be carried on the agenda. Councilman Tourtelot,
mayor pro tem, ordered the subdivision held on the agenda until receipt
of new maps showing a 15' access to Lot 2 from Lanco Engineering, as
required by the Planning Commission.

The City Manager advised that the
question had commenced on July 21, 1967 by
the report would be presented at the next
Community Association,

Mrs. Clifton stated that she had contacted Mr. Joseph Leach,
City Administrator for the City of Rolling Hills Estates, and he had

advised that he had no success in scheduling a meeting, but would advise
her as soon as it was possible.
MATTERS FROM MEMBERS OF THE COUNCIL.
Commercial Activity - Pine Tree Lane
Councilman Tourtelot requested a report on the status of a
complaint about commercial activity at 7 Pine Tree Lane, and was-advi-sect
that a meeting was scheduled following the Council meeting,betwe.en the
City Manager, City Attorney, and the violator in residence..
Traffic - Portuguese Bend Road
Councilman.Hesse inquired about the matter of traffic on Portu-
guese Bend Road at Pine Tree Lane and Blackwater Canyon Road. Mr. Hesse
stated that the Board of Directors had voted to ask the City Council for
Stop signs. for both uphill and downhill traffic on Portuguese Bend Road
until a permanent solution had been studied in depth.
MATTERS FROM CITY OFFICERS
The City Manager advised that it had come to her attention that
a notice of public hearing on a proposed change of Official Zoning Plan
of Rolling Hills District No. 101 had been published in the Rolling Hills
Herald on July 23, 1967, but the City of Rolling Hills had not received
a�notice of the hearing. The property in question consists of 10.9 acres
and is bounded on the east by the westerly boundary line of the City of
Rolling Hills. Hearing will be held on Tuesday, August 8, 1967 at 9:00 A.M,,
in Room 150, Hall of Records, 320 West Temple Street, Los Angeles.
Testimony will"be heard for and against a proposed -amendment consisting
of a change from A-1-20,000 (Light Agriculture, 20,000 square foot required
area) to R -3:-20U (Limited Multiple.Residenc'e - 20 units per acre),
After discussion, the City Manager was directed to write a letter
to the County Regional PlanningCommission asking for a delayy in any re-
zoning until after Annexation #24 of the City of Rolling HilldK Estates
has been completed, since the area in question is included in the bound-
aries of said annexation.
ADJOURNMENT
There being no further business to come before the Council,
Councilman Fa yy moved that the meeting be adjourned at 9:30 P.M. Motion
was seconded by Councilman Hesse and unanimously carried,
