08-24-15 FT MINUTES ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS AUGUST 24, 2015 PRESENT: Mayor Pieper. Councilmembers Dieringer, Mirsch,Black and Wilson Raymond Cnu,City Manager Yolanta Schwartz, Planning Director Lisa Naslund, IA County Grading and Drainage Engineer Doug Morris, the applicant's contractor Ross Bolton, Bolton Engineering Nicholas Tonsich, property owner EIELp TRIP TO THE FOLLOWING SITE. CONTINUED PUBLIC HEARING IN ZONING CASE NO. 862: FURTHER CONSIDERATION OF A REQUEST FOR SITE PLAN REVIEW FOR ADDITIONAL GRADLNG AND MODIFICATION TO BASEMENT ACCESS AND A VARIANCE TO RECONSTRUCT THE REAR SLOPES THAT WOULD BE STEEPER THAN THE MAXIMUM PERMfITED SLOPES ("DEFERRED ITEMS") IN ZONING CASE NO. 862 AT 40 EASTFIELD DRIVE(LOT 9l-EF), ROLLING HILLS,CA (TONSICH). Mayor Pieper called the meeting to order at 6:30 p.m. at 40 Eastfield Drive; at the Outrider Road access way to the property. MI present walked south of the property on Outrider Road to view the project from the south side. Planning Director Schwartz very briefly reviewed the request and stated that members of the City Council requested that Mr. Tonsich stake the rear slope of the property as if it was graded to 2:1 slope and to up to 1.5:1, as requested by the applicant along certain area of the rear. Mayor Pieper commented on the variable steepness of the slope at 42 Eastfield. Mr. Tonsich stated that with the thick layer of ivy it is hard to determine the steepness of the slope, but that it is greater than 2:1 and that he would like to match that slope. All present then walked up to the site to observe the existing slopes and the staking. Discussion ensued regarding the stockpiled dirt on the property and that it is difficult to visualize the slopes as they existed prior to construction. Cotmcilmcmbers Dieringer and Black questioned the location of the septic tank and the seepage pits and if the seepage pits could be located up the slope. In response, Lisa Naslund stated that seepage pits could be located on a slope. Councilmembers viewed the tape and stakes indicating the slopes and the proposed location of the keystone wall. Following brief discussion Councilmembers agreed that this project needs to be very well screened from the neighbors and from Outrider Road. ADJOURNMENT Hearing no further business before the City Council, Mayor Pieper adjourned the meeting at 7:15 P.M. to a regular meeting of the City Council to be held on Monday, September 14, 2015 beginning at 7:30 P.M.,at City Hall,Rolling Hills California.
