OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS,. -CALIFORNIA SEPTEMBER 11, 1967 A regular meeting of the City Council of the City of Rolling Hills was held at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California at 7:30 P.M. on Monday, September 11, 1967. Thompson Resident MINUTES It was moved by Councilman Fay, seconded by Councilman Tourtelot and unanimously carried that the minutes of August 28, 1967 be accepted as presented. CORRESPONDENCE 1. A letter dated August 11, 1967 from Lanco Engineering with reference to Tracts No. 27316 and 26652 was presented to the Council. Mr. Clark Leonard of Lanco proposed that deposits for road improvement on Saddleback Road, as required by the Planning Commission at the meeting on April 18, 1967, be made with the City by the developers at the time of recordation of the tracts. Using bonding figures used by the County Road Department; Mr. Leonard estimated the amount of the deposits to be $325.00 for Tract No. 27316, C. M. Leonard, owner, and $305.50 for Tract No. 26652, R. A. Friend, owner. The City*Manager stated that she wished to compare Mr. Leonard's estimate of $.26 sq. ft. with two other sources, and the letter was ordered held on the agenda to give her an opportunity to-do so. 2. Announcement of the 1967 Fall Meeting of the General Assembly of SCAG on September 29, 1967 was presented, and Councilman Nadal stated that he would be interested in attending if his schedule permits. 3. A letter dated September 7, 1967 from the firm of Hix & Hix attorneys for Mr. and Mrs. George Scharffenberger was presented. Mrs. Hix advised that the Scharffenbergers are interested in acquiring the newly created home site in Tract No. 26113, Walter Norris, owner. City Attorney Kinley advised the Council that he will contact Mrs. Hix with reference to the proposal, and requested that the letter be put on the agenda for the next regular meeting of the City Council. REPORTS OF CITY DEPARTMENTS l 1. The Fire Department Activity Report for the month of August 1967 was presented. The report was ordered received and filed. 2. The County of Los Angeles Pound Department Report covering services during the fourth quarter of the 1966-67 fiscal year was presented. The report was ordered received and filed. September 11, 1967 LOS ANGELES COUNTY -FIRE DEPARTMENT REPORTS Fire Hydrants -Fire Flows in Rolling -Hills The City Manager introduced Captain. Angeles County Fire Department, who spoke t of Fire Hydrants and Fire Flows contained in ted July 19, 1967. Joseph Rotella of the Los o the Council on the report a letter to the City da- Captain-Rotella.explained that Fire Flow is the water required over and above domestic.requirements, for fighting major fires and that water availability is the.most important single factor in rating by the National Insurance Association (formerly National Board of Fire Under- writers). Captain Rotella advised that because of zone compression in the area, dewllings in Rolling Hills have been given a rating of 4 on a scale of 8, Fhich.is very desireable. He explained further that approximately one-half of::.the.;hydrants in the City were tested, and that of these, fewer than 50% supplied the recommended 1250-1500 gpm at 20 pounds residual pressure,...;,. In reply to questions -about the responsibility of providing additional fire flow, Captain Rotella stated that the local water company is responsible for domestic supply only, and that the purveyor is not obligated for fire protection; he further stated that the Palos Verdes Water Company had been very cooperative during the testing period. Captain Rotella then requested that.Mr. Glade Cookus, repre- senting Palos Verdes Water Company, answer questions about service in Rolling Hills. Mr. Cookus advised the Council that the Public Utilities Com- mission sets standards for the State, and that the lines presently serving the City exceed requirements of the County Water Ordinance. There is a 30" main at the intersection of Portuguese Bend Road and Crest Road capable of delivering 7200 gpm, and a reservoir of 13,000 gallons in the area of the Radar installation, so adequate water is available to fight a major fire, either multi -structure fire or field :fine spreading to structures. Mr. Cookus stated that all houses in -the City get adequate domestic service, and although Palos Verdes Water Company does not have a legal obligation to provide fire flow, they do recognize a moral obligation, and future expansion is aimed at .trying to aid fire protection, but actually the responsibility for providing adequate flow for fire fighting lies with the property owners. Mr. Cookus agreed to study the marginal areas and submit a report so that individual property owners may be informed of the situation. Mrs. Clifton then requested that Captain Rotella have the remain- ing hydrants tested and a report made to the Coun, so�..tha.t..the.overall picture can be evaluated. , cil -- Suggested Accessibility Requirement for -.Fire Department' The City Manaer introduced Captain Jerry Fagen, who reviewed a report made. to Mrs. Clifton on. May 23, 1967, outlining standards for future development and subdivision. Captain Fagen advised that the re- quirements 'outlined applied to unincorporated areas where the density of population is greater,:,but in all.areas speed of access.is essential, and any amendments of requirements listed should allow for access of all equipment, including the new snorkel truck, which requires a turning area of 72'.6" diameter. Captain.,Fagen stated that he had recently made a field' trip`, to a subdivision with' members of the City Council and Board of Directers, and it was his opinion that future subdivision in the area v will require stricter adherence to Fire Department recommendations, be- cause of the increased number of residences resulting from subdivision. Captain Fagen explained that there are two types of rental.of hydrants from the Water Company. An on site rental is paid for by the -2- September 11, 1967 property owner, who is responsible also for maintenance,and repair of the hydrant. However, any hydrants located on streets,or roadways - (private roads, provided,they appear in the Thomas Guide) are maintained by the Fire Department. In view of this, Captain Fagen suggested that residents sharing.a common driveway consider designating it a private; road, even though they continue the maintenance, so that necessary fire hydrants could be rented and maintained by the Fire Department. Mayor Klein thanked Captains Rotella and Fagen for their pre- sentations, and stated that the City Council can control the problems by adhering to recommendations of the Fire Department when considering subdivisions. City Attorney Kinley advised that the Council should consider reviewing Subdivision Ordinance No. 67 with special attention given to driveway requirements. Councilman Tourtelot made reviewed=with reference to width of hydrants. Motion was seconded carried. TRACT 26769., J. H. LANGWORTHY Mr. Langworthy advised the Council that he would be willing to post a bond in the amount of $171750 with the City of Rolling Hills to comply with requirements of the Los Angeles County Fire Department, as contained in"fhb Tlannitig Advisor's Report dated February 16, 1967. The bond would be posted at the time of recordation of the final map. Following discussion, Councilman Tourtelot moved that,the Tentative Map be approved subject to the Planning Advisor's Report dated February 16, 1967, as amended by the Planning Commission. Motion was seconded by Councilman Fay and unanimously carried. SUBDIVISION #35. TRACT 24669. DR. ALEX WILCOX City Attorney Kinley advised the Council that Dr. Wilcox's attorney had contacted him to request that the subdivision be held on the agenda to enable them to contact owners of adjoining property in an effort to obtain a road easement. The mayor so ordered. _3_ September 11, 1967 PUBLIC APPEARANCES Mrs. Lloyd Olson presented members of the Council with a hand- book compiled by the League of Women Voters, and invited them to a panel discussion on Regional Planning to be held at the new Library from 8 to 10 P.M. on September 28, 1967. Mayor Klein thanked Mrs. Olson, and praised the varied studies of the peninsula area by the League of Women Voters. MATTERS FROM MEMBERS OF THE COUNCIL to Councilman Tourtelot referred to a communication sent to members of the Council by Minority Floor Leader Bob Monagan, with ref- erence to adoption of a resolution authorizing Congress to enact a federal tax sharing program. A sample resolution was included with the letter, and City Attorney Kinley advised the Council that he would consult with Assemblyman Beverly with reference to the resolution. Mayor Klein ordered the matter held on the agenda. 2. Councilman Nadal presented two articles from local newspapers and advised the Council that in one instance the context of the article was correct, but the headline referring to small lots mis-leading, be- cause it referred to reduction of five acre properties:.. to two acres. In the other article, which reported a case of burglary, assault and mayhem, the heading was'Rolling Hills, and the actual location was in unincorporated county territory. Councilman Nadal's objections were made a matter of record. MATTERS FROM CITY OFFICERS The City Manager distributed copies of the Audit Report of the City of Rolling Hills from July 1, 1966 to June 30, 1967 prepared by Cotton and Francisco, Accountants and Auditors. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 10:15 on the motion of Councilman Fay, seconded by Councilman Tourtelot and unanimously carried.
