ACRES, 3.0 NET ACRES; PARCEL 2: 3.34 GROSS ACRES, 2.67 NET ACRES. THE
PROPERTY IS CURRENTLY VACANT AND IS KNOWN AS 23 CREST ROAD EAST,
{LOT 32-A-MS), PARCEL NO.: 7567-011-02Q IN THE RA-S-2 ZQNE, RESIDENTIAL
AGRICULTURAL-SUBURBAN 2-ACRE MINIMTJM NET LOT AREA, TO BE
IlVIPLEMENTED BY MR. JIM HYNES.
Mayor Pieper called the meeting to order at b:30 p.rn, at 23 Cxest Road Eas�.
Planning Director Schwartz reviewed the applicant's request for subdivision of a 7.05-acre lat in�o two
lats a�a praperly laiown as 23 Crest Road East.
She stated tha.t the subdivision request meets the City's require�nents for subdivisian in all areas of
design except the requirexr�ent that the entire lot have a width of 150 ft. She stated that these two lots
narrow down towards the bottom to less than 150 ft. in width and the applicant is requesting that this
requirement be waived given that this portion of the lots are in a steep canyon area ar�d will not be
developed. She further reviewed and pointed aut the staking af the proposed driveways, access to future
stables,proposed property lines, limit of grading and building pads for each proposed 1ot. She also stated
that the Traffic Commission reviewed the propos�d driveway appxoaches and access to the future stables
and had no concerns if construc#ed in the future. In response to Mayor Pieper she stated that as shown on
the site p�an for future canstzuction, the building pads are to be lowered from the existing grade, so that
when the homes aze constructed they would not block tlxe view of�he ocean from Crest Road East. She
stated that the current application and City Council's review is for a subdivision and not for grading or
construction. She further stated that as per the City Council's direction, she conta.cted the Klondike
Canyon Geologic Hazard Abatement District (KCGHAD) representatives in RPV and they issued a
letter stating their concerns regarding additional run-off into the Flying Triangle and Klandike Canyon
Iandslides from new development and commenting that additiona� ground water from septic tanks
should not be allowed. Charlie Raine pointed out the canyons on the periphery of the lot. All present
walked the site and to the edge of the cliff. Mr. Raine and Mr. Mackenbach expIained the boundaries o£
Little and Big Klondike Canyons and where they merge into one. Mr. Raine further expressed his
concerns regarding the run-aff if the lots are allowed to be developed and requested that a water
containment system for a 1Q0-year storm event be required to be constructed.
Dan Bolton stated that the applicants would agree to construct a containnlent system for a 100-year
storm event.
Atl present then drove to the properties below subject site. At Sb Portuguese Bend Road (Mackenbach
property) tliey viewed the canyons from below. Mr. Mackenbach pointed out a drainpipe that comes
frorn above and under the driveway and the run-off is carried further down into the Flying Triangfe. At
58 Poriuguese Bend Road {Schaye properEy). Drs. Schaye took e�eryone to the reaz af their property to
observe the canyon that carries the water from above and stated that the canyon is very close to their
deck and when it rains the canyon is fuli and erodes the banks of their properry. They expressed concern
that a new development above them would exacerbate this canditian. At 4 Pinto Road, Mr. Raine
pointed out a drainpipe �that continues from above along his property and which empties the run off

across the cul-de-sac into #he lower area of the Flying Triangle. He stated that this pipe cannot
accornmodate any more run-off and during heavy rain it blows out mud and dirt that floods the cul-de-
sac.
Following brief discussion regarding the drainage, the public l�earing was cantinued to the ever�ing
meeting.
ADJOURNMENT
Hearing no further business before the City Counci�, Mayor Pieper adjourned the meeting at 7:15 P.M.
to a regular meeting of the City Council ta b� held on Monday, September 14, 2015 beginning at 730
P.M., at City Hall,Rolling Hills California.
