FIELD TRIPS Chairman Chelf called the meeting to order at 7:32 a.m. at 13�rxtrider Road. A. ZONING CASE NO. 884. Request for a Site Plan Review for the proposed remodel and addition, and construction of a pool equipment enclosure on a property with restricted development condition, and for grading an existing driveway and adjaining areas and Variances to locate the equipment enclasure within the frant yard area of the Iot, to exceed the allawed amount of lot disturbance resulting from grading; and to construct a retav.ung wall, a portion of which will be within the side yard for an existing residence located at 13 �utrider Road, (Lot 94-A;EF), Rolling Hills, CA, (Hang Ja Yoo). The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 153fl3, C1ass 3 exemption Guidelines. Plaflning Director Schwartz reviewed the applicant's request and pointed aut the exisfing driveway approach and the proposed widened driveway approach. She stated that the Traffic Commission reviewed the opening and recommended approval, subject #o Planning Commission approval of fihe grading. She also stated �.hat this property was previously granted a waiver {Variance) from the requirement that each site have a set aside for a stable and corral and that the Variance runs with the Iand and is therefore applicable to his application. Plarming Director Schwartz explained the proposed parking areas to the side of the driveway. She stated that a not to exceed 30" wall is proposed along the perimeter of the proposed parking pad that i.s located in the side setback. A lengthy discussion ensued regarding the proposed driveway approach. All Commissioners expres�ed cancern with Minutes 1 Adjourned Regular Meeting the proposed wide opening adjacent to a cul-de-sac and potential elimination o£ vne parking spot from the cul-de-sac#or the neighbors. Discussion also ensued regarding the material proposed for the parking areas. Commissioners suggested fihat 'there be a separation of material between the driveway and �he parking pads, so that aesthetically it does not look like a commercial parking area. The architect stated that he 11 bring a rendering of proposed materials to be used on the driveway and parking areas to the evening meeting of the Plannulg Commissian. All present then walked up the driveway to view the remaining aspects of the proposed project. Planning Director Schwartz pointed out the proposed pool equipment axea in the front yard, the addition to the house and the proposed wall extending fron� the pool equipment area. The Commissioners observed the location of the existing pool equipment area and agreed that the proposed location is acceptable. There being no further discussion on this project, the public hearing was contin�xed to '�he evening meeting of the Planning Commission at b:30 PM. B. Z4NING CASE 890. Request for a Site Plan Review and a Conditional Use Permit for grading and construction of a reg��ation dressage arena and a lunging ring and request for a Variance to locate the arena and an existing gazebo in the frant yard area of the lot at 1 Middleridge Lane South, (Lot 167-UR), Aolling Hills, CA, (Popovich}. The praject is exempt from the California Environ�nental Qual.ity Act (CEQA) pursuant to Section 15303(e) (accessory struc�ures) and 5ectian 15061(b}(3), (Cammon Sense Exemption) of the CEQA Guidelines. Planning Director Schwartz reviewed the applicant's request for a Site P1an Review, Conditional Use Pern1i� and a Variance to construct a 13,Ob8 squaxe €eet regulation dressage arena (6b' x 7.9�i'), with related grading of 6,900 cubic yards total and to relocate an existing 60' in diameter (approx. 2,$00 square feet) lunging ring approximately 40 feet in a westerly direction. She stated that Variances axe requested to canstruc� fihe arena and x�ng in the front yard of the lot and to retain an "as built" gazebo in the front yard and that the grading for this project will result in 38.5% dis#urbance of the 1ot. She stated fihat here are no wa11s proposed with this development. She further explained that there is a stable and cox�ral on the property and several animal shelter like structures, one of which requires a building pearmit, and that as part of this application the applicants will be required to obtain building permits for the gazebo and the animal shelter structure. Gary Wynn pointed out the cut and till £or the arena and the lunging ring and the landscaping that wi11 be implemented to screen the project from Middleridge. Lane South. He stated that drainage will be addressed at the grading plan check state and that no new run-off will be areated. Minutes 2 Adjourned Regular Meeting In response to Mr. Schmoller, neighbor, Robert Gaudenti, grading conixactoar, sta{ed that the grading for fhe project should not take more than 8-10 weeks and afterwards the prep work for the arena and ring will be start and slopes landscaped. There being no further discussion on this project, the public hearing was continued to the evening meeting of the Planning Comnussion at 6:30 PM. C. ZONING CASE NO. 888. Request for a Site Plan Review for additions, grading, and retaining walls and request for Variances to encroach with a porHon of �he additions, with a light well and retauung walls into the required front and side�yard setbacks; for higher than allowed average height retaining walls and to exceed the �naximum pernutted disturbance of the lo�,on a property with a restricted development condition, in Zoning Case IVo. 8$S, at 17 Middleridge Lane North, (Lot 5-MR), Rolling Hil,ls, CA, (Post). The praject is Iocated in the RAS-1 Overlay Zone. The project is exempt from the California Environmen�al Quality Act (CEQA) pursuant to Section 15301, Class 1 exemption. Planning Director Schwartz reviewed the applicant's request tar a Site P1an Review and Variances and pointed out the encroachxnents. She stated that the property is located in the OZD-� zoning district {�ve�rlay zone), and has reduced front setback to 30' from the roadway easement. She stated that the applicants propose to add 1,055 square faot additions in the front and side of the hvuse. She explained the encroachment including a 395 square foot addition that would encroach entirely into the reduced 30' front yard setback. She stated that this property is divided by Middleridge Lane North with 40°� of the praperty located on the West side and 60% loca#ed on the East side of the street. She noted that the set aside area for a future stable is ox�the West side of the property.. She stated that the existing house is 3,105 sq. ft. murh of whi.ch encroaches into the side and front setback because the house was built when the front setback was 30 ft. as compared to the 50 ft. setback required elsewhere in the City. She reviewed an aerial photograph of the homes on the street,which showed the homes in rel.ationship to �he roadway easement line and setback lines, which was provided by the applicant. It was noted that many of the homes along Middleridge Lane I�3or�h enaroach fux�hex than the reduced 30' front yard setback and into the sxde yard setbacks. She also reviewed the additions to the basement, a portion o# which would encroach into the side s�tback together with the first s�ory addition. She further reviewed the proposed swirnrning pool with spa and the terraced walls in the rear of the house. She stated that Variances are required for the walls no# meeting the 2.5' average height, for portions of the terraced walls that are planned to be located in side setbacics and to exceed the di.sturbance of fihe lot, which would be 5U.4%. The Commissi.oners viewed the proposed addition in the front and then the proposed portion of the project on the side and the rear. Discussion ensued regarding side steps Minutes 3 Adjourned Regular Meeting partially loca�ed in the side easement. The Commission requested that fihe steps be removed from the easement and recommended that the side add:ition be moved back few feet to match the footprint of the existing residEnce on the north side of the lot.. Commissioner Smith expressed concerns with the drop off of the 1ot behind the proposed swimming pool and questioned the stability of the 1ot. Tavisha Nicholson stated that soils and geology£or the project will be done after the projec�is approved, so that they will know exac�ly what to scope o�work will be. She also s�ated that caissons will be required and wi11 stabilize the lot. She stated that soils and geology studies were done previously for the house addition on�y There being no further discussion on this praject, #he public hearing was continued to the evening meeting of the Planning Commission at 6:30 PM.
