Chairman Chelf called the meeting to order at 7:32 a.m. at 7 Crest Road East.
A. ZONING CASE NO. 89I. Requests for a Site Plan Review for a 117
square foot raxsed patio and 5' high patio screen wal1; a Conditional Use Permit to
convert an existing cabana and roofed patio to a 421 square faot guest house; a Variance
for patio screen wa11 that wi�I not average out to 2.5' in height and interpretation of a
Iighting proposal at 7 Crest Raad East (Lot 3-FT), Rolling Hills, CA, (Doty}. The project
is exempt from the California Environrnental Quality A�t {CEQA) pursuant to Section
1�303, Class 3 exemption Guidelines.
Planning Director Schwartz reviewed the applicant's request and pointed out the
proposed guest house. She stated that the guest house would be in the same footprint of
the existing cabana and the covered porch attached to the cabana for a total of 421 square
feet. She stated that the app�icant meets all the requirements for a guesf house and that
there is a 3-car garage on the property.
Planning Director Schwartz explained thaf the proposed 400 square foot trellis could be
approved administratively, however there is a 33'7" long and 5' high wall proposed
along �.ie edge of fhe trellis befween the guest house and the trellis, a portion o# which
will be located in back of an outdoor kitchen. The outdoor kitchen i.s proposed to be
located under the trellis. The wall would be 5' high along all poin�s and therefore
requires a Variance for not meeting 2.5' height on the average. The wali would extend
past the length of the kitchen. The applicanf's architecf stated the wa11 extension is
neCessarp ta screen the pool equipment from the treilis and from the outdoor living area.
A lengthy discussion ensued whether the wall should be considered a wall or a
backsplash for the outdoor kitchen. The Commission then discussed the extension of the
wa1l, (past fhe outdoor kitchen), and whether it can be reduced in height or removed and
the area planted to screen the pool equipment area.

Plann.ing Director Schwartz explained that there is also a request fo grant a modificatian
from the Lighting Qrdinance to allow the applicant to install pendant lights from the
trellis. She stated that the lighting ordfnance does not Iist such Iight� as permitted,
howeve� th.exe is a provision in the ardinance allowing the Planning Commission to
determuZe if proposed Iights warrant modification due to either safety concerns ar
architechzral design.
Commissioners then viewed the proposed raised deck by the guest house. Pial.lning
Director Schwarfz stated fhe deck would be aut of grade at a maximum of 3'3" at one
corner and will be screened by landscaping.
There being no further discussion on this project, the public hearing was continued to
fhe evening meeting of the Planning Cornmission at 6:30 PM.
