A l.etter dated October 12, �967 from Mr. T. B. Roach jr. re-
questing sufficient time �o present an appeal before the Geology Appeals
Board if necessary was presentedo A motion approving �he granting of
additiona3. time was made by Councilman Hesse , seconded by Councilman
Nadal and unanimously carried.
Senate Bill 837
A lette� dated October 5, 1967 from the Board of Supervisors
of Los Angeles County was presented by the City Manager. The letter
advised that at its meeting on October 3, the Board . of Supervisors had
approved the Chief Administrative Officer 's report and recommendation
on the implementation of Senate Bill 837 . The Bill, passed by the 1967
State Legislature and signed by the Governor, provides for a Real Pro-
perty Transfer '�ax to be imposed at the discretion of counties and
cities as a dix°ect replacement of a Federal tax due to be lifted on
,�anuary 1, 1968 , and must be adopted by the County before it may be
imposed by any Czty within the County. The ietter was sent to each
City in Y�os Ange�es County, to advise of the County's intention to
implement S� 837 . i�'Irs . Glif�on advised �he Council that the City of
Rolling Hills had requested a copy of SB837 from Sac�amento. The
letter was t:hen ordered received and filed.
Rapid Transi�
A letter dated October l� , 196� from Southern California Rapid
Transit District was presented, A Preliminary Report on a first stage
system of Rapid �'ransit will be presented at 10 : 30 A,M, October 30 in
the Board of Supervisors Hearing Room at the Ha11 of Administration,
500 Wesfi `�'emple Street, �o� Angeleso The le�ter was received and filed.

Councilman Fay moved that the Report of the City Treasurer
for the montl� of September 1967 and the Financial Summary for the month
of September 1967 be approved. Motion was seconded by Councilman Nadal
and unanimously carried.
AGENDA ITEMS HELD OVER
Subdivisian N�. 35, Tract 24669 , Dr. Alex Wilcox
Mr. Ronald T. Golan, attorney for Dr. Wilcox, advi��d th�
Council that an exchan�e of prop�rty had been accompli�hed betw��n Dr.
Wilcox and Ni�. R. Colyear and between Dr. Wilcox and Mr. W. Ralph� ,
and that maps had been redrawri to show the r�-ali�nm�r�t of th� prop�rty
lines . Mr, Walter Keesenick of South Bay En�in��rin� th�n pr����t�d t�i�
new maps to the City Cour�cil.
A discussion folloraed, durin� whieh Mr. Golan �dvi��d tl��
Council that any re-ali�nment of prop�rty .line�� :con�ti-tut��s, a.-�ubdivie-
ion by Ordinance No. 67 , but that the Rollin� Hille City Council could
approve or disapprove the re-alignment by Resolution approving the con-
veyance of property.
Councilman Tourtelot mo�ved that the City Council hold their
decision until the next regular meeting, at which time City Attorney
William Kinley could advise them9 a�s the action taken "could set a pre-
cedent . Motion� was se�eonded by Councilman Fay. Dr. Ruthella Wilcox
stated th�at� they� wi�l� be away from November 1 until December 10, and
requested tha� they be granted an extension of time;� to accomplish the
conveyance of propertya Motion to grant the extenks:ion was made by
Councilman Fa;y, seconded by Councilman Nadal and una,nimously carried,
and the matter was ordered held on the agenda .

�he Ci�y Man�ger stated that Mrs . Hix had requested that
the mat�er be held on the agenda . The Mayor so ordered.

Eastfield Gate Acquisition
Mrs . Clifton advised that an engineered plan for road im-
provement and traffic control for the Eastfield Gate area are being
prepared by the County Road Department . The matter was ordered held
on the agenda .
Fire Hydrants � Fire Flows
� � Mrso Clifton stated that she h�d been in contact with the
I�os An.geles County Fire Department, and had been advised that testing
of hydrants within the City would be resumed during the week of Octo-
ber 23 . She fur�her stated that Pa1os Verdes Water Company had started
to install new h,ydrants as pe� the Fire F1ow Report dated July 19, 1967 ,
and tl�at both t1�e Fire Department and Water Company would try to com-
plete their r.eports to the City within the sixty day time period promised
at the C��ty Co�n,cil, meeting of September 11, 1967 .
Suggested Access3.bility Requirements

� Building Code � Copper Plu�mbing
�he City Manager advised the Council that she had coneulted
with the Depar��ment of Building and Safety in Lomita about the desirabil-
ity of changing the code to require copper plumbing, and had been told
that copper plu�mbir�g is not prefera�le in all cases and does present some
problems ; that at the �present �ime all galvanized pipe muet be run . over-
head; further, �he Western Plvmbing Officials Association is now etudying
the advantages of requiring a11 plumbing linea to g0 overhead, and will
make its recommendations known at the colclusion of the study. Mrs .
. Clifton advised �ha� the Los Angeles County Building, Plumbing and Elec-
tricel Code will be revised in 1968 .
� � '�he Mayor ordered that the matter be removed from the agenda,
pending revision of the Code.
Roads and Easements - Pavint�
Tl�e Mayor ordered the matter held on the agenda ,

Mrs . 'C�lifton adv�.sed that the Grading Ordinance had been
received from t�e City of G�endale , but time had not pernsittecl� thorough
study of the Ordinance � 'The matter wes ordered held on the agenda .
Preliminary Report and Study - Ynstall,ation of Sewers ,
Counc�lman Nada� st�ted that water fire-,f�ow` �is the "Number
Orie" problem in Rolling Hills, and until the repor�, f�om the Paloa Verdes
Water Company and Fire Departxnent have be�n received and analyzecl� as to
any possib�.e cost to the Ci�y, he did not •favor commifiting any funds to
a sewer studyo Councilma�n ��sse st�ted that both wa`�er supply for fire
flow and sewer� are long r�nge pro�ects , and it may be necessary to take
care of both coneurrently, if funds can be made available .
�ayor Tourtelot than asked the �Gi"ty Manager to check with
the Ci�ty of Ro��.i�ng Hi11s Es��tes with referenee to their proposed sewer
districts , and the effect of s�uch facil3ties on Rolling H�ills . The matter
was then ordered held on the agenda ,

Mrso CLa�k �'a�k�on appeared to advise the Cauncil that she
had been ix�for�aed by the �eology Section of the Gaunty Engineer's Office
that based on new information., her scheduled appeal before the Geology
Appeals �oard would not be necessaryy and that the Tentative 'Tract 28147
could now be approvedo Mrso Clifton stated that she had received similar
information �rom Mro Arthur Keene of the Geology Section, and that he
had stated that recommendation for approval of the final map would be
based on installation of sewers by the �acksonsv Mrso Mary Beeks , attor-
ney for Mro and Mrs , ,�ackson advised that she had investigated the possi-
bility of ty:�ng �n�o exis�ing sewer lin�sa bu�t was unable to arrive at a
solutiona Mrs , Clif�on agreed t� revier,a the matter of existing facilities
and repor�c the information �o Mrsa Beeks .

NIr� �'. Wo �rogdon, a residen� of Ro1��ng Hills , appealed to
tl�e Counc.il for help in con�rolling vicious dogs , and defined a "vicious"
clog a� onE that has lbittenm �e advise� that he and his family own a dog
and don'�. wan.� a �e.�sh. �aw9 but his thirteen ye�r old son had been at-
�ackecl by� tw� diffe�°en� dogs while riding his bicycle in the street, and
�.e sugges�ed t1�at a dog who attacks and bites should be confinedo
Mayor °�ourtelot suggested that Mr, I�inley be �onsulted with
refex�en.ce t� an ord�.n.ance to control vicious dogs , and the City Manager
s�ated t1����. �he wo�1d ask for the Ordinances regarding leash laws in
a�tl�er ei�ies in :�os Ang�les Co�n�y and review the matter with Mro Kinley.
Mro �rogdon indica�ed h�s r,aillingness to work on a committee
�� to arrive at a sol.ution to the pr�bl.em in Rolling I�.ills , and the matter
was held on the agend� to a11ow time for study by the Manager and City
