NOVEMBER 27, 1.967
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Fay at the Administration Building,
2 Portuguese Bend Road, Rolling Hills, California at 7:30.P.M. Monday,
November 27, 1967.

moved by Councilman Nadal, seconded by Councilman Hesse
carried that the minutes of November 13, 1967 be accepted
League of California Cities re: 1968 League Committee
A letter dated November 13, 1967'from the League of California
Cities was presented to the Council. The letter listed the League Com-
mittees, and requested that the City Council recommend for appointment
not more than two members for standing committees. Mayor Fay advised
that Councilman Tourtelot is at present a member of the Committee on
Undergrounding Utilities, and said he would study the letter with regard
to recommending another councilman for committee appointment.
PAYMENT OF BILLS

586 be paid from the General Fund. _

SUBDIVISION #35, TRACT 24669, DR. ALEX WILCOX.
Mr. Ronald Golan, attorney for Dr. Alex Wilcox, advised the
Council that the Tentative Tract Map for Tract 24669 was applicable as
submitted, and that he had discussed it with Mr. Kinley, attorney for
the City, who agreed that the map was satisfactory. Mr. Kinley advised
the Council that he was in agreement that the even exchange of acreage
between Dr. -Wilcox and Mr. Ralphs and.Mr. Collyear could be accomplished
without the necessity of filing new subdivision maps by the other pro'
%'.
A discussion followed, during which the recommendation was
made that requirements for removal of landscaping could be made a con-
dition of the final map. The City Manager..then advised the Council
that a meeting was scheduled for Tuesday morning with Mr. David Wagner
from the County Engineer's office in Los Angeles; Mr. Robert Moller,
Regional Engineer, Lomita office; Mr. Richard Skeen, Planning Advisor
to the City of Rolling Hills; Mr. William KinleyCity Attorney, and
she invited any member of the City Council who wished to attend. The
��.. ore of the meeting was to discuss subdivision procedures with re -
`` hard to tentative maps, and she requested that the subdivision be held
-on the agenda until after the meeting.
Councilman Hesse moved that the subdivision.be held on the
agenda. Motion was seconded by Councilman Nadal and unanimously carried:
Hix and Hix re: Norris Tract 26113
The City Manager advised the Council that Mrs. Hix had requested
that the matter be held on the agenda. The mayor so ordered.
Assembly California Legislature re: Federal Tax Sharing
City Attorney Kinley presented a resolution he had prepared
endorsing the Federal Tax Sharing plan, as instructed by the City Council.
Mayor Fay thanked Mr. Kinley for his effort,in preparing the resolution,
but agreed with Councilmen Hesse and Nadal that the matter should be re-
moved from the agenda.
Eastfield Gate Acquisition
The City Manager reported that the plan has been given to the
County Engineer for study, and should be ready in January 1968.
Fire Hydrants
A report dated November 16, 1967 from the Los Angeles County
Fire Department on the conclusion of Fire F1ow�,Tests in the.Cityy�of
Rolling Hills was presented to the Council. -The City Manager alsd-ad-
vised that she had contacted Mr. Glade Cookus of the Palos Verdes Water
Company, and he suggested that a committee meet to study and evaluate
the reports of the Fire Department, and a report being prepared by the
Water Company. Mayor Fay then appointed Councilmen Nadal and Tourtelot
to a Fire Portection Committee to meet with Mr. Cookus, the City Manager
and representatives of the Los Angeles -County Fire Department to study
the reports and report to the Council on the problem of furnishing
sufficient water to meet the,fire flow requirements for the City of
Rolling Hills. s e
Fire Flows
A copy of a speech "What Causes Fire Flow Demands" given by
-Mr. Harry C. Bigglestone,'Chief Engineer, Pacific Fire Rating Bureau,
in October 1967 was given to each Councilman

Suggested Accessibility Requirements
Roads and Easements - 'Paving
Mr. Kinley presented a proposed amendment to Subdivision
Ordinance No. 67. Mayor Fay ordered it held. on the agenda for study and
consideration.
Drainage and Erosion Control on Grading Projects
The matter was ordered held on the agenda.
Preliminary Report and Study - Installation of Sewers
Councilman Hesse stated that he has studied available inform-
ation on the matter, and had asked the Manager to do staff work on -it.
He suggested that this should be considered concurrently with the water
problem. The matter was ordered held on the agenda.
Leash Laws - Animal Restraint
Members of the Council discussed suggested solutions to the
problem of vicious dogs, and agreed that no leash law should be con-
sidered for the City, but some solution should be sought with regard to
the problem of dogs that bite, and therefore considered vicious. Mr.
Kinley was asked to draft a suitable ordinance for handling the problem
in Rolling Hills.
PERSONAL APPEARANCES
Palos Verdes Peninsula JayCees
Mayor Fay recognized Mr. Ben Lubes, who tod the Council that
he had appeared to represent the Palos Verdes Peninsuly JayCees and he
presented a proclamation declaraing November Jaycee Recognition month.
Because November was almost over, it was decided not to adopt the pro-
clamation. Councilman Hesse moved that the JayCees be commended for
their initiative and service in Community Development, and that Mr..
Kinley darw a resolution to that effect. The motion was seconded by,
Councilman Nadal and unanimously carried.
MATTERS FROM MEMBERS OF THE COUNCIL
Pamphlets - Los Angeles County Fire. Department
Councilman Nadal stated that he had reviewed five pamphlets
porvided by the Los Angeles County Fire Department, and given to him
by the City Manager. He stated that he considered them timely and
applicable to Roiling Hills, especially those dealing with brush fires
and fire resistant plants. He usggested that enough copies for all
residents of the city be obtained from the fire department, and mailed
to residents with a cover letter written bv Mayor Fay. The Manager said
she would check with the fire department about the availability of the
pamphlets.
MATTERS FROM CITY OFFICERS
Proposed Ordinance - Documentary Stamp Tax
City Attorney William Kinley presented,an ordinance providing
for a Real Property Transfer Tax to be imposed by the City as a direct
replacement of a Federal tax due to be lifted on January 1, 1968.
Councilman Hesse moved that AN ORDINANCE OF THE CITY OF ROLLING DILLS,
CALIFORNIA, IMPOSING A DOCUMENTARY STAMP TAX ON THE SALE OF REAL PROPERTY
IN SAID CITY be introduced, and that reading in full be waived. Motion
was seconded by Councilman Nadal and unanimously carried® Mayor Fay
then ordered it held on the agenda for a second reading at the next reg-
ular meeting of the City Council, on December 11, 1967.

Estimate for Repair - Saffo Property
The City Manager advised the Council that Dr. and Mrs. Paul Saffo
had presented an estimate from Vernon Paving Co. for repair of damage to the
east side of their property.. The cost of repair is estimated at $2200-2600.
Mrs. Clifton said she would ask the County Road Department to check the
figures, and advise her. I
The Mayor then ordered the matter put on the agenda.
ADJOURNMENT
There being no further business to come before the meeting,
Mayor Fay moved tha the Council recess to Personnel Session at 9:45 P.M.
to discuss impending litigation. The meeting reconvened at 10:05 P.M.
and was adjourned at 10:10 P.M. on the motion of Councilman Hesse, seconded
by Councilman Nadal and unanimously carried.
