CALL TO ORDER
-- A regular meeting of the Traffic Commission of the City of Rolling Hil1s was called to order by
Chairman Wilson at 8:30 a.m. on Thursday, 7anuary 28, 2016, in the City Counci� Chamber, at City
Hall, 2 Portuguese Bend Road,Rolling Hills, California.
ROLL CALL
Commissioners Present: Hawkins,Heinsheimer, Virtue and Chairman Wilson.
Cornrnissioners Absent: Margeta(excused).
Others Present: Raymond Cruz, City Manager.
Vanessa Munoz, Traffic Engineer.

In r�sponse to an inquiry fronn Cornmissioner Heinsheimer relative to the results of the recent RHCA
Board election, City Manager Cruz stated that since Commissioner Hawkins hasn't yet been sworn in as
a Member of the RHCA Board of Directors he is eligible to participate in today's Traffic Commission
meeting and once the Board selects its delegate to the Cammissian, the City Council will take the
appropriate action to appoint a replacement if necessary.

MINUTES OF SEPTEMBER 24, 2015.
Commissianer Heinsheitner moved that the Traffic Commission approve the fninutes of a regular
meeting of the Traffic Commission held on September 24, 2015 as presented. Commissioner Hawkins
seconded the motion, which carried without objection.
PRESENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, QN TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Sgt. Blanchard presented the traffic sta�istics for the months of Septexnber, October, November and
December 2015 s�ating that there were two solo vehicle collisions during tha�time. He further reviewed
the hazardous citations issued stating that there were 39 citations issued in September; i6 in October; 14
in November and 36 in December. Brief discussian ensued concerning the status of tl�e investigation
into the recent crimes and the regiona,l crime prevention strategies including automated license pla�e
recognition(ALPR}technolagy.
OLD BUSINESS
DISCUSSION CONCERNYNG THE EFFECTIVENESS OF THE SHERTFF'S DEARTMENT
SUPPLEMENTAL TRAFFIC ENFORCEMENT WITH THE ENFORCEMENT HOURS CUT
IN HALF FOR FiSCAL YEAR 15116.
Chairman Wilson introduced the item ar�d asked for staff's commen#s. City Manager Cruz presented the
staff report including the history, the citation c�a.ta atxd the Commission's pre�ious discussions pertaining
to the City's agreement for supplementa.l traffic enforcement. Sgt. Blanchard further reviewed th�
history of the supplemental traffic enforcement program stating that he feels that having addi�ional
patrol cars in the City benefits the City in ways rnore than just in the nuxnber of citations issued.
Discussion ensued concerning the citation data and it was noted that it is difficult to use the citation data

as a means of justifying the need for additional hours to be allocated to the supplemental traffic
enforcement program.
Following further d.iscussion concerning the supplemental traffic enforcement pragram, Cammissioner
Hawkins rnoved that the Los Angeles County Sherif�s Dept. be directed to take reasonable efforts in its
discretion to make a concerted effort to slow down traffic on Crest Road, Poriuguese Bend Road and
Eastfield Drive. Commissioner Heinsheimer seconded the motion, which carried without abjection. The
Traffic Cornmission further directed staff to bring the i�em back for £urther discussion at the March
meedng of the Traffic Commission for a discussion on maintaining at least the 175 hours of
supplemental tr�c enforcement.
NEW BUSINESS
CONSIDERATION OF A NEW DRIVEWAY APRON AT 3 EASTFIELD DRIVE
(BENNETT).
Chairman Wilson introduced the item and asked for staff's comments. City Manager Cruz presented tl�e
staff report stating that the applicant proposes to widen their existing clriveway apron from 13 ft. to 17 ft.
as part of a larger project being reviewed by the Planning Commission. Traffic Engineer Munoz stated
that she �isited the site and she feels it is an improvement on the existing condition, which will make it
easier to maneuver in and out of the driveway.
Following brief discussion, Commissioner Heirisheimer moved�hat the Traffic Comrnission recommend
appro�al of the applicant's request for a new driveway apron at 3 Eastfield Drive. Cornrnissioner
Hawkins seconded the motion,which carried without objection.
OPEN AGENDA-CU�1+III�NTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA

MATTERS FROM MEMBER5 OF THE TRAFFIC COAZNIISSION
Commissioner Hawkins expressed concem regarding the necessity of a "Stop Ahead" on westbound
Crest Road just before Portuguese Bend Road. Following brief discussion, staff was directed to assess
the situation to determine if action shauld be taken.
MATTERS FROM STAFF
City Manager Cruz asked for clarification wi#h regard to the concem Commissioner Hawkins previously
raised regarding parking in bridle trails. Following brief discussion, the Traffic Commission suggested
tl�at staff continue to address parking issues as they arise.
ADJOURNMENT
Hearing no fwther business before the Traffic Cammission, Chairman Wilson adjourned the meeting at
9:43 a.rn. The next meeting of the Traffic Comrnissian is scheduled to be held on Thursday, March 24,
2016 beginning at 8:30 a.rn, in the Rolling Hills City Council Chamber at City Hall, 2 Portuguese Bend
Rd., Rolling Hills, CA.
