03-24-16 MINUTES OF A REGULAR MEETING OF THE TRAFFYC COMMISSION OF THE CiTY OF ROLLING HILLS THURSDAY,MARCH 24,2016 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman Wilson at 8:30 a.m. on Th�arsday, March 24, 2016, in the City Council Chamber, at City Hall, 2 Portuguese Bend Road,Rolling H�lls, Califarnia. ROLL CALL Commissioners Present: Hawkins, Margeta, Virtue and Chairman Wilson. Cammissioners Absent: None. Others Present: Ra,ymond Cruz, City Manager. Vanessa Munoz, Traffic Engineer. Heidi Luce, City Clerk. Art Beckler, RHCA Maintenance Supervisor. Captain Dan Beringer,Los Angeles Caunty Sheri££'s Dept. Sgt. Tony Blanchard, Los Angeles County Sheriffls Dept. Paul and Joyce Grubs, 1 Hackamore Road. Chairman Wilson welcorned Cornrnissioner Hawkins as the new representa.tive to the Traffic Commission fror�the RHCA Board of Directors. He noted that the City is in the process of xecruiting to fill the vacancy with hopes to have the position filled by the May meet�ng o�the Traffic Commissxon. APPROVAL OF MINUTES MINUTES OF JANUARY 28, 2016. Commissianer Hawkins moved that the Traffic Commission approve the rr�inutes of a regular meeting of the Traffic Commission held on January 28, 2416 as presented. Vice Chairperson Virtue seconded the motion, which carried without objection. Commissioner Margeta abstained because she was abs�t from the last meeting. PRESENTATION PRESENTATION BY R�PRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FQR THE CITY OF ROLLING HILLS. City Manager Cruz introduced the new Captain of the Lomita Sta.tion, Dan Beringer who replaced Captain Botin upon his promotion to Comn�ander. Sgt. Blanchard presented the traffic statistics for the months of January and February 2416. He stated that there were �3 hazardaus citadons issued in January and 14 issued in February; and there was one solo vehicle collision in January. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF WIDENING OF A DRIVEWAY APRON AT 2 HILLSIDE LANE (ELKIN}. Chairman Wilson introduced the item and asked for staff's cornments. City Manager Cruz presented tY�e staff report stating that the property owner at 2 Hillside Lane proposes to widen the existing driveway -1- apron in conjunction with an application before the Planning Commission for other improvements on the property. He stated that the City's Traffic Engineer reviewed the p�ans and�isited the site and finds the propased driveway widening acceptable. Traffic Engineer Munoz stated tha� she performed a site visit and found the proposed driveway widening to be an improvement over the current conditions because the aisle is being widened to better allow for two-way traffic. She further stated that she does not l�ave any abjections to the modification. Following brief discussion, Commissioner Hawkins moved that the Traffic Commission recommend appro�al of the applicant's request to widen the driveway apron at 2 Hiliside Lane. Vice Chairperson Virtue seconded the motian,which carried without objection. DISCUSSION CONCERNING A REQUEST FROM RESIDENTS FOR THE TRAFFIC COMMISSION T� CONSIDER INSTALLING THREE WAY STOP SIGNS IN THE VICINITY OF EASTFIELD DRIVE AND HACKAMORE ROAD. Chairman Wilson introduced the item and asked for stafPs comments. City Manager Cruz presented the staff report stating that the City's Traffic Engineer spoke to the concerned resident and visited the site ta assess the request. Traffic Engineer Munoz explained the curre�t signage at the intersection and further explained that the applicax�t is requesting that an additional "A.LL WAY" stop plaque be added to the existing stop sign. She stated that although it is mostly a non-compliance issue, she recommends installatian of"ALL WAY" plaques below the existing stop signs ta increase awareness of the three- way intersection. She also recommended that during the City's next traffic striping project,the stop bars be realigned to better define the intexsection and make Hackamore more noticeable. Chairman Wilson called for public camment. Joyce Grubs, 1 Hackamore Road addressed the Traffic Comrnission stating that she feels the additiona� signage would make drivers more aware that the intersection is a three-way stop. Follawing brief discussion, Vice Chairperson Viriue mo�ed tha�the Traffic Commission recommended installation of an "all-way" plaque on the stop signs controlling the intersection of Eastfield Drive and Hackamare Road. Commissioner Margeta seconded the motion, which carried without objection. The Traffic Commission further recommended that since the issue is mostly a non-compliance issue that Sheriffls Dept. rnonitor that intersectian for stop sign violations. Staff was further directed to assess the traffic striping at the intersection to determine what changes are necessary to achieve increased compliance with the existing stop sign. OPEN AGENDA- COA�TI�NTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC CONIlVIISSION CONSIDERATION TO DEPLOY SHER�FF SUPPLEMENTAL TR.AFFIC ENFORCEMENT FOR A DES�GNATED NUMBER OF HOURS DURING EARLY M�RNING HOURS ON CREST R�AD. City Manager Cruz preser�ted the staff report stating that this matter is being brought before �he Commission at the request of Commissioner Hawkins because in the late nighdearly morning hours he regularly hears cars traveling at a very high rate of speed on Crest Road arid he suggested using supplemental traffic enforcement to monitor this situation. 5gt. Blanchard acknowledged the concern and stated that this matter cauld also be addressed with regular Regional ca�rs during the hours of concern, but is difficult to catch �he individuals because the problem is intermittent. He stated that supplernental traffic enforcement could be deployed for this situation, but it would ha�+e to be done in four-hour increments. Commissianer Hawkins explained that the speeding problem is intermittent but regular—at least weekly—during the late night/early morning hours on Friday, Saturday and Sunday. Following discussion, the Traffic Commission concurred to dixect th� SherifPs Dept. to use a minimal number of supplemental traffic enforcement hours (in no more than four hour increments) to monitor Crest Road for speeders in the early morning hours on Friday, Saturday and Sunday between midnight and 4am and to continue to use existing resou�rces to further monitor the problem. OTHER MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION Minutes Traffic Commission Meeting 03-24-16 -2' Chauman Wilson reported that there is a trafFic sign down on Portuguese Bend Road, south of Ranchero. Commissioner Margeta expressed concern regarding the condition of some roadways due ta recent projects done by the utility companies. MATTERS FROM STAFF None. ADJOURNMENT Hearing no further business before the Traffic Commission, Chairman Wilson adjourned the meeting at 9:27 a.m. The next meeting of the Traffic Commission is scheduled to be held on Thursday, May 26, 20i6 beginning at 8:30 a.m. in the Rolling Hills City Council Chamber at City Ha�l, 2 Portuguese Bend Rd.,Rolling Hills, CA.
