A regular meeting of the Traffic Commission of the City of Rolling Hi�ls was called to order by
Chairman Wilson at 8:31 a.m. on Thursday, May 26, 2016, in the City Council Chamber, at City Ha11, 2
Portuguese Bend Road, Rolling Hills, Caiifornia.

APPROVAL OF MINUTES
MINUTES OF MARCH 24, 2016.
Vice Chairperson Virtue moved that the TrafFic Commission approve the minutes of a regular meeting
of the Traffic Commission held on March 24, 2416 as presented. Commissioner Margeta secanded the
motion, which carried without objection.
PRESENTATION
PRESENTATION BY REPRESENTATIVES �F THE LOS ANGELES COUNTY SHERIFF'S
DEPA.RTMENT, LOMI'�'A STATION, ON TR.AFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Sgt. Blanchaxd reviewed the traffic statistics for the months of March, April and May 2016, stating that
there was one collision reported in ApriL He commented that traffic citations are down due to the loss of
the Station's motor deputy; but that the Sta.tion is actively recruiting for a new motor deputy. Discussion
ensued concerning the deputies' philosophy on writing citations.

CONSIDERATION OF WIDENING THE DRIVEWAY APRON AT 10 BOW�E ROAD (YIi�.
Chairman Wilson introduced the item and asked for staff's comments. City Manager Cruz presented the
staff report stating that the applican�proposes to widen the existing driveway apran at 10 Bowie Road to
26 ft. He stated that this is part of a development application currently being reviewed by the Planning
Commission and the applicant alsa proposes to widen the existing driveway fram 14 ft. in width to 20 ft.
He stated that the Traffic Engineer has reviewed this request and asked her to provide a report. Trai�"ic
Engineer Munoz stated that she re�iewed the proposed driveway apron and visited the site to c�ieck for
any safety concerns and site visibility. She stated that she has no objections to the proposed driveway
apron. City Manager Cruz stated that the driveway apron is staked if tke Traffic Cammission wishes to
visit the site.
Vice Chairperson Virtue stated that they are an uphill neighbor of thais property and expressed concern
regarding the develapmex�t project and its affect on the soil stability in the area. She sta.ted that as such,
she will abstairi from voting on the driveway apron. Brief discussion ensued concerning the

September 24-25, 2016. He stated that the City has approved this type of event in the past and reviewed
the conditions of approval which include that the PaIos Verdes Art Center provide the City with a
Certificate of Liability Insurance listing the City as additionally insured.
Fallawing brief discussion, Commissioner Margeta. moved that the Traffic Cammission recommend
approval of the Palos Verdes Art Center's request for an artist studio tour to include the studios at 14
Cinchring Road and 15 Eastfield Drive. Vice Chairperson Virtue seconded the motion, which carried
without objection.
FY 2016-17 SUPPLEMENTAL TRAFFIC ENFORCEMENT PROPOSAL.
Chairman Wilson introduced t1�e item and asked for staffls comments. City Manager Cruz reviewed tl�e
Sherif�s Department's FY 2016-�7 proposal and deployment scheduled �or supplemental traffic
enforcement. He further reviewed the background and history regarding the City's agreement for
supplemezrta� trai-�ic enforcement. He notcd that prior to FY 14-15, fhe City historically contracted wi�h
the 5heriffls Dept. for 350 houxs of suppiemental traffic enforcement but due to a change in the
Regional Law Enforcement agreement contract formula, which resulted in additional generai patrol
hours in the City, the City Council reduced the supplemental enforcement to 175 haurs. in response to
Chairman Wilson, City Manager Cruz stated that the FinanceBudgetlAudit Committee met and is
recommending that the supplemental traffic enforce�nent remain at 175 hours.
Commissioner Raine commented that in his opinion ha�ing additional patrol vehicles in the City is a
benefit for both traffic safety and crime prevention. Discussion ensued conceming the benefits o£
having additional patrol vehicles and the ways to measure effectiveness of supplemental traffic
enfarcement. Further discussion ensued concerning the effectiveness of issuing cita.tions vs. giving
wamings. The Commission concurred that it's a primarily a philosophy decision and having additiona�
patrol vehicles in the city is a benefit to residenits not only for traffic safety but for crime prevention as
well.
Sg#. Blanchard commented that the Sheriff's deputies are flexibie, and are given direction based on the
direction provided by the Traffic Commission and the temperature of the community. He further
corrimented that it is a benef t to have an additional patrol vehicle in the City because it is dedicated to
the City and cannot be called away to another part af the Peninsula.
Fallowing discussion, Commissioner Raine moved that the Traffic Commission recommend that the
City restore the Supplemental Traffic Enforcement program to 350 ho�s. Vic� Chairpersan Virtue
seconded the motion,which carried without abjection.
DISCUSSION AND POSSIBLE ACTION CONCERNING A DAMAGED GUARDRAIL ON
APPALOOSA LANE.
Chairman Wilson intraduced the item and asked for staff's comments. City Manager Cruz presented the
staff report sta#ing fihat it was brought to the City's attention by a resident that a guardra.il that exists on
Appaloosa Lane is damaged. He stated that in staff's research of this matter, it was learned that fhe City
did not install the guardrail in question. Tt appears that the guardrail was installed when Appaloosa Lane
was a driveway, before the City accepted it as a roadway in 2001. He stated that the Traffic Engineer has
reviewed this request and asked her to provide a report. Traffic Engineer Munoz stated that after
reviewing traffic volumes, accident history, weather conditions and amount of recovery area that exists
on the shoulder, she does not see the need to install a guardrail. She further coanmented that given that
guardrails are not typically installed in the City, the installation of adv�sory signs would be fihe
appropriate, mare consistent action if the Traffic Commission wishes to take some sort of action.
Discussion ensued conceming the location of the guardrail. It was noted that none of the residents that
live in the area have expressed concern regarding this issue.
Following brief discussion, Comrnissioner Raizie moved that the Traffic Commission receive and f le the
report with no action. Vice Chairperson Virtue seconded the motion, which carried without objection.
City Manager Cruz further suggested that the RHCA work with the resident to remove the existing,
dilapidated guardrail.
