A. ZONING CASE NO. 402. Request fo:r a Site Plan Review for the
construc�ion of a new 11,100 square foot reszdence, with 11;100 square foot
basement, 1,540 square feet attached garages, 2,654 square feet covered porches,
8b4 square foot swimxning pool and spa, trellises, a new driveway and an
outdoor kitchen and grading for a total of 51,62� cubic yards of dirt, which
includes over-excavation and re-compaction, of which 785 cubic yards will be
exported; Conditional Use Permits to construct an 8Q0 squaxe foot guest house,
and a 1,300 sq�.are foot stable with a 792 square £oot loft in Zoning Case No. 9Q2,
at 23 Crest Road East, {Lot 132A-MS}, Rolling Hills, CA (Hynes).

Cha.irman Che1f called the meeting to order at 7:30 a.n�. at 23 C�rest Road East.
Planning Director Schwax�tz reviewed the applicant's revised project, advised a letter
was received from an attorney representing a collective of residents, and explained that
Tavi.sha Nicholson will present information about how the drainage will be contained at
the evening meeting, although the information is included in the staff report for the
field trip mee�ing. Cornmissioner Gray asked questions regarding cut/fill and export of
dirt and asked if the City can require that the Caunty engineex�s be the review�iz�g agency

for this project. Commissioner Kirkpa�rick asked about the cut on the bottorn pad and
Tavisha Nicholson and Director Schwar#z �responded to their questions that there is no
fill proposed an that pad. In response to Cor�unissioner Che1f, Tavisha Nicholson
addressed the key and benching method of grading. Director S�hwartz advised that the
applican�'s soils engineer wz11 be present an-site for the duration of the grading and will
prepax�e daily reporfs which wi11 be submitted to Cit�s b�ilding departrnent engineers
for review. In response to Charlie Raine why a dissipater and not a cisterxi is proposed
on the lower pad, Ms. Nichoison stated fhat is something they can look at if directed to
by the Planning Commissioners. Lucy Agid voiced her strong obJections to the project.
Ms. Nicholson walked the group through the site and in particular pointed out the two
new cisterns that will be �' below finished grade. In response to Mr. Raine, Ms.
Nicho�son explained that the cisterns would hold 6b,000 gallons of water, 33,000 gallons
each. Commissioner Gray asked if there are other projects in the City thaf have cisterns
and City Staff explained that the project next door at 29 Crest Road East has a cistern.
Charlie Raine asked if the proposed drainage catches a11 of the run-off from impervious
surfaces including roofs and Tavi.sha Nicho�son stated that it does. Discussion ensued
about calculations of impervious surface of the proposed pro�ect. The group toured the
lower pad and Tavisha Nicholson pointed out the proposed structures, the guest house,
stable, corral and the dissipater, which has been relocated away from homes below.
Tavisha Nicholson pointed out fihe access to the sfable and will be permeable arid pe�
zoning code.
Hearing no other camments, Cha�it�man Chelf adjourned the public hearing to the
evening meeting.
B. ZONING CASE N�. 904-REVTSED. Request fo:r a Site Plan Review, a Conditional Use
Permit and a Variance for grading and construction of an 1,�40 square foot stable with
1,032 square feet of covered porches, 1,950 square foot corrai and 5,500 square foot
riding ring, to encroach with �he riding ring into fhe front and side setbacks and to
exceed the maxirnum permztted disturbance of the lot at 34 Saddleback Road (Lot 1Q2-
RH) Rolling Hills, CA, (Delgado).

Associate P�anner Wendy Starks reviewed the applicant's revised project which
includes a Variance to locate the �,500 square foot riding ring in the front yard and in
the front setback and advised that disturbance of the lot will increase from 63.3% fo
6$.$%. Director Schwartz s�ated that a neighbor inquired about the grading and
whether or not a retaining wall is required. Mark Wa�.ters explained that a re�raining
wall i.s not needed. Some discussion about grading ensued and the group proceeded to

the stable where Associafe Planner Starks stated the stable is now at least 35' from the
guesthouse. Mark Walters and Russ Barto explained the ridgeline is coming down by 1`
to 14' in height �o accammodate views from the guesthouse. There being na further
ques�ions Cominissioner Gray made a motion for staff to bring a Resolution of
Approval.for August,Commissioner Cardenas seconded.
There being no further dxscussion, the public hearing was continued to the
eveni_ng mee�ing of t12e Planning Cornmission begiruling at 6:30 PM.
