Commissioner Cardenas seconded the motion,which carried without objection. RESOLUTIONS RESOLUTION NO. 2U16-22. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RQLLING HII,LS GRANTING APPROVAL OF A SITE PLAN REVIEW FOR TMPROVEMENTS TO A RESIDENCE WITH RESTRICTED DEVELOPMENT CONDITION, INCLUDING AN AS-BUII,T ADDITION AND CONSTRUCTION OF ATTACHED COVERED PORCHES AND A 5-F40T HEIGHT WALL TO ACCQNIM4DATE A �4-FOOT WIDE WALKWAY ALONG 'THE REAR OF THE H4ME AND A VARIANCE TO ENCROACH WITH NEW COVERED PORCHES INTO THE FRONT SETBACK, IN ZONING CASE NO. 911 AT 3 POPPY TRAIL, {LOT $-PT), ROLLING HILLS, CA{JONAS). THE PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT {CLASS 3) PURSUANT TO THE CALIF4RNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES, SECTION 15303. Chairman Che�f introduced the item and asked for stafi�s comrnents. Planning Director Schwartz stated that at its last meeting, after a field trip to the site, the Plaruzing Commission directed staff to prepare a resolution approving the applicant's reques# to construct 705 sq. ft. porches, of which 595 sq. ft. encroach into the front yard setback. She further reviewed the applicant's request stating that the Minutes Planning Commission Regular Meeting 10-1$�16 - 1 - applicant plans to legalize a 395 sq. ft. additian. She noted that during the field irip it was noted that the applicant did not provide the required 4 ft. walkway around the additian and the applicant has since submitted plans to indicate how the 4 ft. walkway will be pro�ided around the rear of the residence. She stated that staff has prepared a resolution for the Planning Commissian's consideration which contains a candition that the 4ft. walkway be provided and that the retaining wail, to accommodate the walkway, be no higher than 5 ft. Chairman Chelf called for public comment. Tony Inferrera, Architect addressed the Planning Cornmission to further explain the project and how the 4 ft. walkway will be accarnrnodated. Vice Chairman Gray moved that the Planning Commission adopt Resolution ATo. 20I6-22 granting approval of the applicant's request zn Zoning Case No. 911 at 3 Poppy Trail as presented. Commissioner Cardenas seconded the motion,which carried without objection. RE�OLUTiON NO. 2016-23. A RESOLUTIOIV OF THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS GRANTING APPROVAL OF A SITE PLAN REVIEW FOR GRADING, HOUSE AND GARAGE ENLAGEMENT, A SWINIlVIING POOL AND NEW DRIVEWAY AND REQUEST FOR A VARIANCE TO EXCEED THE PERMITTED DISTURBANCE OF THE LOT IN ZONIlVG CASE NO. 910, AT 85 CREST ROAD EAST, (LOT 69 C-i-MS), ROLLING HILLS, CA (ZEE). THE PROJECT HAS BEEN DETERMINED TO BE CATEGORICALLY EXEMPT (CLASS 3} PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT{CEQA) GUIDELINES, SECTION15303. Chairman Chelf recused himself from constderation of this case due to the proximity of his property to the subject property, left the dais and turned the ga�el over to Vice Chairman Gray. Vice Chairman Gray introduced the item and asked for staffs comments. Planning Director Schwartz stated that at its last meeting, the Planning Commission directed staff to prepare a resolution approving the applicant's request in Zoning Case No. 910 at 85 Crest Road East with canditians to address the concerns raised by neighboring property owners during the Planning Cornmission's consideradon of this case. She stated that the applicant praposes to construct a 1,30Q sq. ft. swirnming pool to replace an existing swimming pool in the front yard that will be filled in. She sated that the applicant also proposes to construct an addition and to reconstruct the existing garage. She further reviewed the applicant's request stating that the applicant is also proposing new driveway, which will replace the existing driveway; and the driveway apron was revived by the Traffic Commission and recommended for approval. She stated that staff has prepared a resolution for the Planning Commission's consideration which contains conditions that the sloped areas be vegetated for erosian cantrol; that the 3 ft. wall along the driveway be screened from view frorn the property across the street that the portion of the dtiveway on the east side of the property also be screened; that a drainage plan be prepared far the entire site; and that the portion of the current driveway be demolished and replaced with decomposed granite and the portian on the north side be landscaped. Vice Chairman Gray called for public comment. Brad Chef, 59 Crest Raad East addressed the Planning CoFnmission in support of the project. Commissioner Cardenas.commented that he believes that the conditions imposed address the concerns raised by the neighbors and he is in favar of the resolution as drafted. Coxnmissianer Kirkpatrick and Commissioner Seaburn concurred. Commissioner Cardenas mo�ed that the Planning Cpmmission adopt Resolution No. 2016-23 granting appro�al of the applicant's request in Zaning Case No. 910 at $5 Crest Road East as presented. Commissioner Kirkpatrick seconded the motion, which carried without objection. Chairman Chelf returned to the dais. PUBLIC HEARINGS ON IT'EMS CONTINUED FROM PREVIOUS MEETING ZOIVING CASE NO. 907. APPLICANTS REQUESTED CONTINUANCE TO A FIELD TR�P ON NOVEMBER 15.2016. Request for a Certificate of Compliance far Lot Line Adjus#ments between three parcels of land and a Variance for a less than the minimum required width along a portion of two of the parcels. Parcel � at 10 Pine Tree Lane, APN: 7569-013-016, zs developed with a single-family residence and accessory structures; Parcel 2, APN: 7569-013-017 is vacant and Parcel 3, APN: 7569-013- Minutes Planning Commission Regular Meeting 10-�8-16 - 2 - 018 is also vacant, located in the RAS-2 Zorung District, in Zoning Case No. 907, (Hassoldt). The project has been determined to be exempt from the California Envi�ronmental Quality Act, (CEQA)under the Class S Exemption, Minor Alterations in Land Use Limitations. Chairman Chelf called for public comment. Hearing none, consideration of Zoning Case No. 907 was continued to an adjourned regular meeting of the P�anning Commission scheduled to be held on Tuesday,November i 5, 2Q 16 beginning at 7:30 a.m. for the purpase of conducting a site visit to 10 Pine Tree Lane, Rolling HilZs, California. NEW PUBLIC HEARINGS None. SCHEDULE OF FIELD TRFPS The Planning Commissian scheduled a field trip to the following properties to be held on Tuesday, November 15, 2016 beginning at 7:3D a.m. 10 Crest Raad West 3 Chuckwagon Road 5 El Concho Lane 10 Pine Txee Lane (lot line adjustment) ITEMS FROM THE PLANNING COMMISSION None. ITEMS FROM STAFF 7oint meeting with the City Council. Planning Director Schwartz confirmed the date of the Joint Meeting to be held on Tuesday,November 1, 2016 beginning at 6:30 p.m. and reviewed the discussion topics. Plarining Director Schwartz further reported that the City Council is stilt cansidering the case at 23 Crest Road East and created an ad hoc comrnittee to work with the applicant to address the massing and grading concerns that were expressed by the City Council. ADJOURNMENT Hearing no further business before the Commission, Chairman Chelf adjourned the zr�eeting at 6:43 p.m. to a joint meeting between the City Council and Planning Commission scheduled to be held on Tuesday, November 1, 201b beginning at b:30 p.m. in the City Council Chamber, Rolling Hiils City Hall, 2 Portuguese Bend Road, Rolling Hills, California. An adjourned regular meeting of the Planning Commission is scheduled to be held on Tuesday, Navember 15, 2016 beginning at 7:30 a.m. for the purpos� of conducting field trips to 10 Crest Road West, 3 Chuckwagon Road, 5 El Concho Lane and 10 Pine Tree Lane {Lot Line Adjustrnent).
