A RESOLUTIQN OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA, ASSIGNING TO THE CITY OF
ROLLING HILLS ESTATES ITS AVAILABLE PROPOSITION C
TRANSPORTATION FUNDS,AND MEASURE R FUNDS.
WHEREAS, the City of RolIing Hills has a fund balance of appraximately $65,000 in
Proposition C Local Return Funds for transportation projects; and
WHEREAS, the City of Rolling Hills has a fund balance of approximately $50,770 in
Measure R Funds for transportation projects; and
WHEREAS, the City of Rolling Hills does nnt have projects that are eligible for funding
with Proposition C Local Return Funds or Measure R Funds; and
WHEREAS, the City of Roliing Hi11s Estates and Rancho Pa1os Verdes l�ave identif ed
projec#s that qualify for funding with Proposition C Local Return Funds and Measure R Funds; and
WHEREAS, the City of Rolling Hills has a general interest in supporting eligible projects
for transportation, to maintain tr�c flow and to improve bicycle and pedestrian facilities on the Palos
Verdes Peninsula; and
WHEREAS, the City af Rolling Hi11s has the specific interest in improving the
intersection of Palos Verdes Ihxve North at Poriuguese Bend RoadlRolling Hills Road and resurfacing a
section of Palos Verdes Drive North from Portuguese Bend Road/Ralling Hills Road to about 250' west
of Dapplegray Lane; and
WI�REAS, at this time the City wishes to allocate Proposition C Local Return Fund and
Measure R Fund balances to other public agencies to be utilized for an eligible use;
NOW, THEREFORE, th� City Council of the City of Rolling Hills, California, does
hereby resolve as follows:
Section 1. The City of Rolling Hi11s hereby assigns to the City of RoZling Hills
-- Estates its total accumula�ed balance of Proposifion C Local Return Fwnds and Measure R Funds.
Secdon 2. The City of Rolling Hilts hereby assigns to the City of Rolling Hil�s
Estates $115,770 consisting of $65,Q00 in Proposition C Local Return Funds for the resurfacing a
section of Palos Verdes Drive North from Partuguese Bend Road/Rolling Hills Road to about 250' west
of Dapplegray Lane; and $50,770 in Measure R Funds for inter�ection improvements and signal
irnprovements.
Section 3. The City Council approves an Agreement for the assignment of said funds.
Said Agreement is hereto attached as Exhibit"A", and is made a part hereof by reference.
Section 4. The City of Rolling Hills will submit its documentation for the Los
Angeies Metropolitan Transportation Authority to allocate these funds to the City of Ralling Hills
Estates for the appropriate eligible programs in the City.
Section 5 The City CIerk shall certify to the adoption o£this Resolution and shall
forward certified capies to the Los Angeles County Metropolitan Transporta�ion Aut.�iority and the City
of Rolling Hills Estates.
Section G. The City Manager is hereby directed and authorized �o execute any
necessary documents, including, but not limited to agreements, amendments, forms and applications to
follow through with this transfer of funds.

EXHIBTT A
PROPOSITION C AND MEASURE R ASSIGNMENT AGREEMENT
This Assignment Agreement is rnade and entered into tl�is ��� day of
October 2016 by and between the City o#' Rolling Hills and the City of Rolling Hi�ls
Estates,with respect to the fo�lowing facts:
� A. The City of Rol�ing Hills Estates maantains the roadways ax:d plans to construct
signa� and intersection impmvements at Palos Verdes Drive North and Portuguese Bend
Road/Rolling Hills Road and resurfacing a section of Palns Verdes Drive North frorn
Rolling Hills Road/Poriuguese bend Road to about 25Q' west of Dapplegray Lane.
B. The City of Rolling Hills has an accumulation of uncommitted Proposition C
Lacal Return and Measure R L�cal Return funds which could be made availahle to the
City of Rolling Hills Estates to assist in providing the services described in Paragraph A
af this Agreement. The Ci�of Rolling Hills is willing to assFgn uncommit�ed Pmposition
C Local Retum and Measure R Local Return funds to the City of Rolling Hi�ls Estates far
the purpose identified in Paragraph A.
Now, therefore, in consideration of the mutua� benefits to be derived by
the parties and of the pre�nises herein conta�ned, it is mutually agreed as follows:
1. Ga_ •ftin;�• 'The City of Rolling Hills agxees to assign $55,000 of its
uncommitted Proposition C Local Return funds and $50,770 of its uncommitted Measure
R Local Return funds to the City of Rolling Hills Esta.tes and in Fiscal Yeaz 2016-17.
2. Consideration. The City of Rvlling Hil�s shall assign the agreed upon
Proposition C Local Return and Measure R Local Re#urn funds to the City o�Rolling
Hills Estates in ane payment no later thar�June 30, 2017.
3. Texm. This Agreement is effective on the date above written and for
such #une as is necessary f�r both parties to complete their mutual obligatians under this
Agreement.
4. Termination. Terminatian of this Agreernent raay be made by either
party before the date of approval of the project d�scriptior� covering the fw�ds in question
by fihe Metropo�itan Transportation Authority, so long as written notice of intent to
t�-minate is given to the other party at least five (5) days prior to the termi�aation.
5. Notices. Notices shall be given pu�rsuant to this Agreement by persbnal
service on the party ta be notifed, or by written notice upon such party deposited in the
custody of the United States Postai Service addressed as follows:

6. Assurances
a. The City of Rol�ing Hi1Zs Estates sha11 use the assigned P�oposition C
Lacal Return and Measure R Local Retum funds only for the purpose of pro�iding the
project discussed in Paragraph A of this Agreement and within th� time limits specified
in Metropolitan Transportation Authority's Propasition C Lacal Return and Measure R
Local Return Cruidelines.
b. Concurrently with the Ex�cution of this Agre�ment, the City of Rolling
Hzlls Estates shall provide the Metropolitan Transporta.tion Authority vsrith the Standard
Assurances and Understandings Regarding Receipt of Use of Proposition C and Measure
R Local Return Funds specified in the Gui�delines regarding the use of the assigned
Proposition C Local Return and Measure R Local Return F�nds.
