AN ORDINANCE OF THE CITY OF ROLLING HILLS MOVING THE
DATE OF THE CITY'S GENERAL MUNICIPAL ELECTION FROM
THE FIRST TUESDAY AFTER THE FIRST MONDAY IN MARCH OF
ODD-NUMBERED YEARS TO THE FIRST TUESDAY AFTER THE
FIRST MONDAY IN NOVEMBER �F EVEN-NUMBERED YEARS
BEGINNING IN NOVEMBER 2020.
THE CITY COUNCIL. �F THE CITY OF ROLLING HILLS DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1.
A. The City's General Munic�pal Elections are currently held on the 1gt Tu�sda.y a$er
the 1 at Monda.y in March of each odd-numbered year.
B. Sena.te Bill 425 was signed by the Governor in September 2015 and commencing
January 1, 2018, prohibits a political subdivision, as defined, from holding an election other than on a
statewide election date, if holding an election on a non-cancurrent date has previously resulted in voter
turnout for a regularly scheduled election in that political subdivision, being at least 25°/a l�ss than the
average voter turnout within the political subdivision�or the previous 4 sta.tewide general elections.
C. The City of Rolling Hills did not meet the qualifying criteria ta continue to
conduct stand-alone elections and rriust move its elections to the da.te af the statewide general election.
SECTION 2. The City wishes to change its election date and consolidate its elections with the
state-wide general eiection conducted by the County of Los Angeles on the Tuesday after the f rst
Monday in November of even-numbered years, beginning Novernber 2020.
SECTION 3. Pursuant to §1301 of�he Elections Code of the Sta.te of Califarnia, the City will
continue to hold their elections on th�e first Tuesday after the first Monday in March of each odd-
numbered year until such time as the County approves the consalidation of future general municipal
elections. �
SECTION 4. If the Co�xnty approves the City's request, pursuant to Section 10403(b} o the
Elections Code, no elected city office term affected by a subsequent adjustment to City election dates by
ordinance shaZl be increased or decreased by more than (12)months.
SECTION 5. P�xrsuant to Electians Code Section 1301, the City rec}uests the County of Los
Angeles approve consolidation of the City's general municipa� election with the sta.tewide municipal
election.
SECTION 6. Pursuant to Elections Code Sections 13Q1 anc� 10403.5, this ordinance shall not
becorne operative unt�il approved by the Los Angeles, County Baard of Supervisors.
SECTION 7. Pursuant to Elections Code Section 10403.5{e), within 30 days after the ordinance
becomes operative, the City's electian o�cial shall cause a notice to be mailed to City of Rolling Hills
registered voters.
SECTYON 8. The City Clerk shall forward a copy of the ordinance to the Los Angeles County
Registrar-Recorder and Los Angeles County Board of Supervisors requesting appmval by Board
Resolution.
SECTION 9. The City Clerk sha11 certify the adoption of this Ordinanc�.
