ZONING CASE NO. 912 Reques� for a Site Plan Review to construct a 228 square foof, 8-foot tall covered seating area that is 2.5-feet maximum above grade and a 2.5' high wall on a property with a restricted development condition imposed through a prior project. The subject property is a�t 3 Chuckwagon Road (Lot 40-EF) Rolling Hills, CA, (Liu}. The project has been determined to be categorically exempt (Class 3) pursuant to the California Environmentai Quality Act (CEQA} Guidelines, Section 15303. Planning Director Schwartz reviewed the applicant's proposal for a new treliis, a portion of which would be up to 2.5' aut of grade and ttivo 2.5' each �erraced retauung walls, as well as two on grade stairways Ieading from the house pad ta the trellis a:rea. She sta�ted that 18 cubic yards of dirt will be graded and the walls will be screened with vegetation. Further, the development standards meet the code requirements and no variances are being requested. Everyone present viewed the project from the deck of the house. Rene Espina stated that the slopes between the home and the firellis and in front of the irellis would be landscaped. In response to Chairn,ar, ��1f, Ms. Schwartz stated that neighbors within Z,OOQ-foot radius were notified of the hearings and that no comments were received. Fallowing a brief discussion, Chairman Chelf called for questions from the Comnvssioners. Hearing none, Commissioner Kirkpatrick moved that staff prepare a Resolution of approval £or Planning Coxnmission consideration at the next meeting. Commissioner Cardexias seconded the mofiion. There being no further discussion, the public hearing was continued to the evening meeting of the Plaru�ing Commission beginning at 6:30 PM. 1 B. ZONING CASE NO. 9�3, Request for Varzances and 5ite Plan Review • to construcf a 72 square foot, maximum S-foot tall chicken coop within the "front yard" of the subject property, to exeeed the previously approved lot disturba�ce to 6b.1%, and to relocate a pool equipment area necessitating an up to �' tall enclosure wall on a property with a restricted development condition imposed through a prior projec�t. The subject property is at 10 Cres� Road W. (Lot 2-CH) Rolling Hills, CA, (Fr�kman). The project has been deter�nined to be categorically exempt (Class 3) pursuant to the California Environrnental Quality Act (CEQA) Guidelines,Section 15303. Planning Director Schwartz revzewed the applicant's proposal xncluding the request for a variance to exceed the previously approved lot disturbance and pointed out the previously approved area for the stable and corral in the front yard. Everyone present walked to the proposed chicken coop, which the applicant stated she started fo construct after it was approved by the RHCA. She stated that she did not rea�ize that City's approval was required. In response to Commissioner Kirkpatrick, Ms. Schwartz stated that the two short walls constructed on each side of th� chicken coop do not require discretionary approval. A}.I present then walked over to the area of the proposed pool equiprnent. Discussion ensued regarding the heighf of the wal�s, locafion of the pool equipment area in the hillside, proxunity to the easement and inabilify to screen it wzth vegetation as well as the configuration of the opening to the pool eq�ipment enclosure. The Comxnissioners made several suggestions and the applicant's engineer stated that she would study the suggestions and respond and/or bring new plan for the evening meeting. There being no turther discussion, the public hearing was continued to the evening meeting of the Plannxng Commission beginning at 6:3Q PM.
