CALL TO ORDER
An adjourned reguiar meeting of the Traffic Cammission of the City of Rolling Hiils was called to order
by Vice Chairperson Virtue at 8:40 a.m. on Thursday, Novernber 17, 2016, in the City Council
Chamber, at City Hall, 2 Porluguese Bend Road,Ralling Hills, California.
ROLL CALL
Commissioners Present: Hawkins,Raine and Vice Chairperson Virtue.
Commissioners Absent: Commissioner Margeta and Chairman Wilson(excused).
Others P�resent: Raymond Cruz, City Manager.
Vanessa Munoz, Traffic Engineer.

Sgt. Ricky Osburn, Los Angeles County Sheriffls Dept.
APPROVAL OF MINUTES
MINUTES OF NLY 28, 2016.
Commissioner Hawkins moved that the Traffic Commission apprave the minutes of a regular meeting of
the Traffic Commission held on July 28, 2016 as presented. Cornmissioner Raine seconded the mation,
which carried without objection.
PRESENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HILLS.
Sgt. Ricky Osburn introduced himself to the Traffic Commission and stated that he was recently
promoted and his new responsibility includes traffic. Sgt. Osburn reviewed the traffic statistics for
January through Octaber 2016 stating that there was one traffic collision in September. Commissioner
Hawkins expressed cantinued concern regarding vehicles speeding on Crest Road and regarding
�ehicles parking on bridle trails. Vice Chairman VirtuE commented that many of the parking prob�ems
are the result of construction projects and the City shouldn't rush to change its parking rules but rather,
address the issue with contractors. Following brief discussion, staff was directed to agenize the parking
issue far discussion at the next Traffic Commission meeting. The Traffic Carnrnission also asked Sgt.
Osbutn to report back to the Cornmission with recommendations for strategies to s�ow traffic down.

Commissioner Hawkins reported that the Rolling Hills Community Association, although it was not
voted an, expressed a general disinterest in placing signage at the gates warning that traffic laws are
stnict�y enforced and using sign boards as a speed deterrent.

MATTERS FROM STAFF
UPDATE ON TI� STATUS OF FY 20161�7 TRAFF�C STRIPING PRQJECT. (ORAL}
City Manager Cruz reported that tl�e FY 16/17 traffic striping assessment identified 23 streets that
require striping, including four streets that were recently repaved. He sta.ted tl�at the City fssued a
request for bic�s for the project and it is anticipated that the bic� wi11 be awarded to Chrisp Company at
the November 28�`meeting of the City Council with the work to commence shortly thereafter.
City Manager Cruz further reported tha� the traffic signal improvement project at Palos Verdes Drive
North and Poriuguese Bend Road/Rolling Hills Road is nearing complerion and the lef� tum signals
should be aperational in early December. In response ta Commissionex Raine regarding the lerigth of
the green light coming south on Rolling Hills Road, Ms. Munoz stated that once the project is complete,
a new timing chart will be implemented far the entire intersection and it will be monitared to be sure it is
res�onsive to the traff�c patterns.

Hearing no furth�r business before the Traffic Commission, Vice Chairperson Virtue adjourned the
meeting at 9:23 a.m. The next meeting of the Traffic Commission is scheduled to be held on Thursday,
January 26, 2017 beginning at 8:30 a.m. in the Rolling Hills City Council Chamber at City HaII, 2
Portuguese Bend Rd.,Rolling Hills, CA.
