MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of the City
of Rolling -Hills was held at 7:30 p.m. Monday, 13 May
1957.in the City Hall.
The meeting was called to order at 7:30 by Mayor
Pro Temporo Allan F. Bullard.
ROLL CALL
Present:- Councilmen Elliott, Tourtelot and Weitzel
and Mayor Pro Tempore Bullard
Absent: Mayor Goodman
Also Present: City Clerk Gilbert Myers, Mrs. Stockdale,
City Attorney William Kinley, Messrs. Robert
Boomer and Arthur Chase

It was moved by Councilman Elliott and seconded by
Councilman Tourtelot that the minutes be approved as written.
The motion was carried.
PERSONAL APPEARANCE - MR. ROBERT BOOMER,
Mr. Boomer explained the difficulties he had experienced
with the water pressure at his home on Flying Mane -Lane. ..
The pressure fluctuates from high to low and presents a
problem to other residents too. It was suggested that a
regulator in the main might be causing the trouble.
PERSONAL APPEARANCE - MR. ARTHUR CHASE
Mr. Chase represented the City of Rolling Hills at
the meeting of the League of California Cities held in
South Pasadena last -months and he reported on that meeting
to the Council.
COUNTY APPROPRIATIONS FOR COMMUNITY RECREATION
The City Clerk reviewed the matter of the appropriations
for school playground programs amounting to $223 that -the
County offered the City, provided that the City appropriated
$3 for each County dollar. It was moved by Councilman Tourtelot
that the City decline this offer. The motion was seconded
by Councilman Elliott and unanimously carried.
LANDSLIDE WAIVER
Mr. Kinley explained that the lawsuits against the
County were not based on prior knowledge or negligence in
that the County should have given notice that the property
was subject to slide. With that theory in mind, said
Mr. Kinley, the Rolling Hills Community Association
withdrew its waiver at the meeting held 6 May 1957. After
a lengthy discussion, the matter was held over until the
next meeting.
RESOLUTION NO 25
Thereupon, after discussion in which all Councilmen
participated, and, after approval by .the City Attorney,

Resolution No. 25 entitled "A Resolution of the City
Council of the City of Rolling Hills, California,
Appointing a Deputy City Clerk and a Deputy City
Treasurer, and Fixing the Terms of Appointment and
Compensation," was, on motion made by Councilman Elliott,
seconded by Councilman Weitzel, and on roll call vote
by the City Clerk unanimously adopted. Said resolution
is set forth in full in the Book of Resolutions.
ORDINANCE NO. U-7
The City Attorney read Ordinance No. U-7 entitled
"An Ordinance of the City of Rolling Hills, California,
Fixing the Bond Required of the Deputy City Clerk, the
Deputy City Treasurer and Mayor Pro Tempore." Upon
motion made by Councilman Elliott, seconded by
Councilman Weitzel, Ordinance No. U-7 was on roll call
vote unanimously adopted. Said ordinance is set forth
in full in the Book of Ordinances.
RESOLUTION NO. 26
}f= Thereupon, after discussion in which all Councilmen

participated, and, after approval by the City Attorney,
Resolution No. 26 entitled "A Resolution of the City
Council of the City of Rolling Hills, California,
Expressing its Appreciation to Ernest W. Hahn for
Erecting a Flagpole for the City of Rolling'Hills,"
was, on motion made by Councilman Weitzel, seconded by
Councilman Elliott, and on roll call: vote by the City
Clerk unanimously adopted. Said resolution is set forth
In full in the Book of Resolutions.
ADOPTION OF ORDINANCE NO. LL
Since "An Ordinance Adopting a Fire Prevention Code
for the City of Rolling Hills, California" was introduced
at the meeting held March 25, 1957 and a public hearing
was held April 22, 19579 it was moved by Councilman Elliott,
seconded by Councilman Weitzel, and unanimously carried that
the reading of the ordinance in full be waived. Upon motion
made by Councilman Tourtelot, seconded by Councilman Elliott,
said Ordinance No.. 4 was, on roll call vote, unanimously
adopted. This Ordinance is set forth in full in the Book
of Ordinances.
ADOPTION OF ORDINANCE NO.
Since "An Ordinance Adopting an Electrical Code to
Regulate the Installation, Arrangement, Alteration, Repair,
Use and Operation of Electric Wiring, Connections, Fixtures
and Other Electrical Appliances on Premises Within the,City
of Rolling Hills, California" was introduced at the
meeting held March 25, 1957 and a public hearing was held
April 22, 19579 it was moved by Councilman Weitzel, seconded
by Councilman Tourtelot, and unanimously carried that the
reading of the ordinance in full,be waived. Upon motion
made by Councilman Tourtelot, seconded by Councilman Weitzel,
said Ordinance No. 5 was, on roll call vote, unanimously
adopted. This ordinance is set forth in full in the Book
of Ordinances.
ADOPTION OF ORDINANCE NO. 6
Since "An Ordinance Adopting a Building Code to
Regulate the Construction, Erection, Enlargement, Razing,
Mrt
Alteration, Repairing, Removal, Maintenance, Moving,
Use and Height of Buildings or Structures in the City
of Rolling Hills" was introduced at the meeting held
March 25, 1957 and a public hearing was held April 22,
1957, it was moved by Councilman Weitzel, seconded by
Councilman Tourtelot, and unanimously carried that the
reading of the ordinance in full be waived. Upon motion
made by.Councilman Weitzel, seconded by Councilman
Tourtelot, said Ordinance No. 6 was on roll call vote
unanimously adopted. This ordinance is set forth in full
in the Book of Ordinances.
ADOPTION OF ORDINANCE NO. 7
Since "Ari Ordinance Adopting a Plumbing Code to
Regulate Sanitary Plumbing and Drainage Systems, HAuse
Sewers, and Private Sewage Disposal Systems in the City
of Rolling Hills, California" was introduced at the
meeting held March 25, 1957 and a public hearing was
held April 22, 1957, it was moved by Councilman Tourtelot,
seconded by Councilman Weitzel, and unanimously carried
that the reading of the ordinance in full be waived.
Upon motion made by Councilman Elliott, seconded by
Mayor Pro Tempore Bullard, said Ordinance No. 7 was on
roll call vote by the City Clerk unanimously adopted.
This ordinance is set forth in full in the Book of
Ordinances.
WATER CORROSION
Mayor Pro Tempore Bullard reported receiving an
acknowledgment of hs: -,,letter from the Metropolitan Water
District, and that apparently they do not have an answer
to the problem of water corrosion. It was suggested that
Mr. Robert Ashline ,of the Los Angeles Department of Water
and Power might give information on this subject,
PERSONAL APPEARANCE - MR. JOHN KING
Mr. King appeared before the Council in regard to the
matter of the landslide waiver. Mayor Pro Tempore Bullard
explained that it had been decided to take action on this
matter at the next meeting.
COUNTY ORDINANCE NO. 7106 - GRADING

The Pound Ordinance introduced April 8, 1957 was
discussed at length, particularly the sections referring
to animals other than dogs. It was the general feeling
that the ordinance should be amended before adoption,
JOINT MEETING OF CITY COUNCIL AND BOARD OF DIRECTORS
The matter of scheduling a joint meeting of the
Council and Association for the purpose of determining
questions relating to gates was considered. It was felt
that such a meeting might be held on June 10.

ADJOURNMENT
There being no further business to come before
the meeting, it was moved by Councilman Elliott,
seconded by Councilman Tourtelot, and unaimously
carried that the meeting be adjourned at 9:30 p.m.
