01-26-17 n�nvuTEs oF A REGULAR MEETING OF THE TRAFFIC COD�VIISSXON OF THE CITY OF ROLLING HILLS THURSDAY,JANUARY 26,2017 CALL TO ORDER A regular meeting o� the Traffic Comrnission of the City of Roiling Hills was called to order by Chairman Wilson at 8:32 a.m. on Thursday, January 26, 2017, in the City Council Chamber, at City Hall, 2 Porluguese Bend Road, Rolling Hills, Califarnia. Jessica Farinacci, Tomaro Design Group. APPROVAL OF M�N�UTES MINUTES OF NOVEMBER 17, 2016. Commissioner Hawkins moved #hat the Traff'ic Coznmission approve the rninutes of an adjourned regular meeting of the Traffic Commission held on November 17, 2016 as presented. Vice Chaixperson Virtue seconded the mation,which carried withou#objection. PRESENTATION PRESENTAT'ION BY REPRESENTATIVES OF TI� LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA 5TATION, ON TRAFFIC STATISTICS F4R 'THE CITY OF ROLLIIVG HILLS. Sgt. Osburn reviewed the traffic statistics and supplemental traffic enforcement�a.ta for Decembe�r 2016. He sta.ted that there were 26 citations issued during reg�ar traffic patrol; 15 citations and two wamings issued as a result of the supplemental traffic enforcement program and there were no traffic accidents. Commissioner Hawkins noted there was a monthly average of 27 Hazardous Cites issued during Octaber, November, and December 20I6, i.e., less than one hazardous citation per day. He questioned whether the Sheriffs Department is doing the best possible job to improve the safety of the streeirs for pedestrians, equestrians, domestic pets and wildlife; and questioned whether the City is getting its traffic enforcement money's worth for one Hazardous Cite per day, without any noticeable reduction in car and truck traffic speed. Discussion ensued concerning traffic enforcement strategies. The Sheriffls Dept. was asked to continue to use its besf judgment with regard to issuing citadons and determining what areas to patrol for enforcement. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A NEW DRNEWAY APRON AT 11 UPPER BLACKWATER CANYON ROAD (AUTHOR HONLES, LLC). Chairman Wilsan introduced the item and asked for staff's comments. City Manager Cruz presented the staff report stating that the applicant is requesting a new 27 ft. wide driveway to be located l Of$, north of the existing driveway apron at 1 I Upper Blackwater Canyon Road to replace #he existing driveway -l- _ ... .��.cT,,-� ,.�.�_ _ v. .,y:., :.: .� apron as part of a proposed development application before the Planning Commxssion. He stated that the Traffic Engineer visited the site and found it to be an improvement to the existing conditian recognizing that it is wider, provides similar sight visibility and is further away from the intersection at Sagebrush Lane. He further stated that she did note that proposed location of the new driveway apran is directly across the street from the driveway an the other side of the roadway, which is an unusual condition in Rolling Hills; however, she does not feel that condition is problematic. Traffic Engineer Munoz commented that she visited the site and fo�and width, sight visibility and location of the praposed driveway apron to be acceptable. Chairman Wilson called for public co�ment. Jessica Farinacci, Tomaro Design Group addressed the Traffic Cornmission on behalf of the applicant offering to answer any questions. Brief discussion ensued concerning the location of the driveway apron and its proximity to the driveway across the street. The Traffic Commission concurred that the ]ocation as proposed would not Iikely be problematic. Commissioner Hawkins moved �hat the Traffic Cammission recommend approval af the applicant's request far a new driveway apron at 11 Upper B�ackwater Canyon Road. Commissioner Raine seconded the motion, which carried without objection. OPEN AGENDA- COMNI�NTS FROM PUBL�C ON ITEMS NOT ON T`HE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMII�IISSION CONSIDERATION OF AFFTXING TR.ANSPONDERS TO SHERIFF'S DEPARMENT VEHICLES OR VIA LICENSE PLATE RECOGNITION SYSTEMS TO CONFIRM THE ACTUAL HOURS SPENT BY SHERIFF'S DEPUTIES PATR.OLLING IN 'TI� CITY OF RQLLING HILLS. (ORAL—HAWKINS) Commissionex Hawkins inquired whether the use of transponders on law enforcement vehicles or somc tracking system could be implemented to aid the City's efforts with Iaw enforcement to optimize an efficient and cost effective traffic enforcernent program designed to improve the safety of our streets. Captain Beringer addressed the Traffic Commissian stating that the Sheriff's Dept. is willing to work with the City to determine the peak traffic tirnes to ensure that deputies are in the City at the appropriate times, but it would prove problematic logistically to affix a transpander to the Sherif�s Dept vehicles and the ALPR cameras can not be used for that type of purpose far pri�acy concerns. Discussion ensued concerning the supplernental traffic enforcement program and ways to optimize traffic enfarcement. Following further discussion, the Traffic Commission asked the Sherif�s Dept. to report additional information with regard to the time and location of issuance for citations issued during the City's supplernenta�tx�c enforcement hours.No further action was taken. MATTERS FROM STAFF STATUS REPORT ON ROADWAY EASEMENT PARKING ALLOWED ON CREST ROAD. (ORAL REPORT) City Manager Cniz reparted that City staff is working with the cantractors ta address the parking issues on Crest Road. He sta.ted that staff specifically dealt with the parking issues related to a project on Crest Road West by requiring that the construction vehicles park on one side of the roadway only. The Traffic Cammission expressed continued cancern regarding parking on Crest Road specifically related to parking at construction sites. Following discussion, City staff was asked to research the feasibility of adding a conditioz� to the approval of development projects to address the parking issues. No furthez� action was taken.
