03-27-17 1VIINUTES OF A REGULAR MEETING QF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFO1tNIA MONDAY,MARCH 27,2017 �ALL TO ORDER A regular meeting of the City Council of the City of Rolling Hi11s was called to order by Mayor D'zez�inger at 7:01 p.m. �in the City Council Chamber at City Hall, 2 Portuguese Bend Road,Rolling Hills, Caiifornia. ]ROLL CALL Councilmembers Present: Black,Mirsch, Pieper, Wilson and Mayor Dieringer. Councihnembers Absent: None. Others Present: Raymond R. Cruz, City Manager.. Mike Jenkins, City Attorney. Yolanta Schwartz,Planming Director. Heidi Luce, City Clerk. Mayor Pro Tem Black moved that the City Council approve the iterns on the consent calendar as presented. Councilmember Mirsch seconded the motion,which carried without objection. OATH 4F OFFICE ADMINISTRATION OF OATH OF OFFTCE & PRESENTATION OF CERT�ICATES OF ELECTION TO COUNCILIVIEMBERS DIERINGER AND PIEPER. City Clerk Luce presented the Certificate of Election and administered the Oath of Office to Cauncilmembers Dieringer and Pieper. CITY CDUNClL REORGANIZATION NOMINATION OF 2017-2018 MA,YOR Councilmember Wi�son naminated Mayor Pro Tem Black to serve as Mayar £or the 2017-201$ terna. Councilmember M�rsch seconded the nomination, which was canfirmed by acclamation by Mayor Dieringer. C�MMENTS FROM 2017-2018 MAYOR Mayor Black thanked his colleagues for seiecting him as Mayor and stressed the importance of ma.intaining strang fiscal policies. -1- NOMINATION OF 2017-2018 MAYOR PRO TEM Councilmember Mirsch nominated Councilmember Wilson to serve as Mayor Pro Tem for the 2017-2018 �erm. Councilmember Dieringer seconded the nomination,which was confirmed by acc�amation by Mayor Black. PRESENTATION PRESENTATION TO MAYOR DIERINGER IN RECOG1vITION OF HER SERVICE DURING HER 2016-2017 TERM AS MAYOR. Mayor Black thanked outgoing Mayor Dieringer for her service d�xring her term as Mayor and presented her with a plaque in appreciation of her service. He praised Ms. Dieringer for always being well prepared and for her diligence arid tk�oughtfu� consideration of the matters before the City Cauncil. COMMENTS FROM OUTGOING MAYOR. Mayor Dieringer expressed sincere appreciation to the City Council, staff and those present for their support and participation during her term as Mayor. ADJOURNMENT TD RECEP'TION The City Council adjourned to a brief receptian at 7:�3 p.m. The meeting was called back to order at 7:23 p.m. co�rss�oN��Ms None. PUSLC HEARINGS ORDINANCE NO. 351-U � AN URGENCY ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING TITLE 15 (BUILDINGS AND CONSTRUCTIOIV) OF TI� CITY OF ROLLING HILLS MUNICIPAL CODE BY ADOPTING BY REFERENCE TITLE 32 OF LOS ANGELES COUNTY CODE {FIRE CODE), RATIFYING THE MORE RESTRICTNE FIRE STANDARDS CONTAINED IN THAT CODE, AND DELEGATTNG ENFORCEMENT OF THE FIRE CODE IN THE CITY TO THE FIRE CHIEF, AND DECLARING THE URGENCY THEREOF. ORDINANCE N�. 351: A NON-URGENCY ORDINANCE ADOP'TIlVG THE SAME PROVISIONS IN THE URGENCY ORDINANCE,ABOVE. Mayar Black introduced the item and asked for staffls comments. Planning Director Schwartz stated that before the Ci�y Council is a public hearing to adopt by reference the Los Ageless County Fire Code which contains more strict provisions than the State Code which is adopted e�very three years. She presented the staff report and stated that the City Attorney's office recommends adopting both an urgency ordinance and regular ordinance so that in the event the urgency provisions are challenged; the regular ardinance will be on track to be effective so there is no lapse in coverage under the Fire Code. Mayor Black opened the pub�ic hearing and called for public comment. Hearing none, he clased the public hearing and called for a motion. Councilcmember Dieringer moved staffs recommendation to wai�e fuIl reading and adopt Ordinance No. 351-U adopting by reference the Los Angeles County Fire Cade and declaring the urgency thereof and to introduce and waive f�til reading of Ordinance No. 35I aiso adopting by reference the Los Angeles County Fire Code as a non-urgency ordinance. Councilmember Pieper seconded the motion, which carried without objection. OLD BUSINESS None. Minutes City Council Meeting 03-27-17 -2- NEW BUSINESS None.
