Everyone proceeded to the r�ar of fi�e residence ta view the as graded paths and
walked to the er�d of fhe property. Mr. Van Nortwick stated that when he
purchased this prope:rty it was overgrown with dead trees and vegetation and

the rear was not usable. He created the paths, as he wanted to be able to get
down to his pxoperty and beautify it with plants and fruit trees. He stated that he
did not alter the drainage course as very little dirt was moved around.
D'zscussion ensued regarding the drainage path and the Commissianers observed
several eroded areas along the s�ope towards the bottaan of the property. In
response to a question regarding drainage, Planning Dixector Schwartz stated
that the LA County grading and drainage engineer wzll be present at the evening
xraeeting an�will address this iss�e.

1'�anning Direcfdx Schwartz re�iewed the pro�osed develogment stating that th�
applican� w�.thdrew t�e request for a stable, re�atec� grading and a new driveway to
the stable; and request review of the other portion af their application which includes
additions to �� resi�ence, v�hic� ape par�iaily �oc�ted in the front yard setback;

revised project and Ms. Sehwartz sfated in the negative.

The Commissioners, City Manager, the engineer for the project and Ms. Schwartz
climbed anto an utility vehicle driven by Mr. Cipolla to view the as graded path in the
rear. They all then walked to the end of the path. Cornmissioners noticed the proximity
of the natural drainage course to the three rail fence and inquired if thaf was allowed.
Mx�. Cipol�a stated that he has a lice�se agreernent to place the fence 10 feet frorn the
property line. The Commissioners also expressed concern with the Ioose dirt near the
drainage course and above the path. Planxiing Director Schwartz stated that it will be a
requirement that the slopes be compactec� and vegetated to prevent any sediments or
dirt falling into tl�� natural dx�ainage �ourse. Ir� resp�nse to C�rnn-�issioner Co1ley, Ms.
Sc��nr�fz�ta��d ��a�du�irtg fize �oci� enfor�eme�tf prdeess df fhe as graded path, due to
�e pxoximity �Q a natural drainage caurse, staff requested review of the path by the
�ali�ornia Fish and Wildlife Department and the A�my Corps of Engineers and
rece�ved correspondence that the project does not fall under their jurisdiction and
therefore no permit is requixed from them. I-�owever, she stated that there are City and
�ounty grading requir�ments that need ta be complied with.
�iairman Chel£ stated that the condi�ion of approval include eond.itions rega�ding
drainage, grading and landscaping.
There being no further discussion, the public hearing was continued to� the
evening meeting of the Planning Commission beginning at 6:30 PM.
