Schaefer MINUTES City Manager City Attorney City Treasurer Secretary League of Women Voters Resident Resident Residents It was moved by Councilman Fay that the minutes of the meeting of May 27, 1968 be approved as corrected. Motion was seconded by Councilman Sauer and unanimously carried. PERSONAL APPEARANCES Mr. Raymond Schaefer, a resident living at 69 Eastfield Drive, dvised Mayor Nadal that he had appeared to speak on the subject he had received. He stated that Mr. Fred Fuld, a resident living at 3 Crest Road East, had mailed to all residents in the city a letter containing statements about the problem of speed within the city, and an enclosure of agreement with his statements to be signed by the residents and returned for presentation to the City Council. Mr. Schaefer said that he did not consider the letter factual, and further, there is no connection between the problem stated by Mr. Fuld and the time factor regarding ambulance response as presented, and he said that he wished to present facts opposing installation of speed control bumps "on Crest Road, Portuguese Bend Road, Eastfield, Southfield, Caballeros and such other streets as may be determined to be in need of such traffic control devices". He stated that he had clocked the distances on some of the roads mentioned by Mr. Fuld in his letter, had broken the miles down to feet, and had compiled the results as follows: From the stop sign at the Main Gate to Crest Road - 1.7 miles or 8,976 feet. If bumps were installed every 500 feet as Mr. Fuld sug- gested, there would be 17 or 18 bumps between the Main Gate and Crest Road on Portuguese Bend Road. Eastfield Road, from the East Gate to Crest Road - 1.9 miles or ,504 feet; 19 bumps on Eastfield Drive between the gate and the inter- section with Crest Road. Crest Road, from Crenshaw Gate to South Gate - 2.0 miles or 10,560 feet; 21 bumps on Crest Road. June 10, 1968 Mr. Schaefer said that the section of Mr. Fuld's letter in which he broke down the time required for ambulance service into various elements, -,-with the conclusion that with speed control bumps an ambulance could average 35 miles per hour on Crest Road, with a maximum time difference of 43 seconds with speed control bumps was "pure theory"; rather, Mr. Schaefer stated, an ambulance driver who was unfamiliar with the City might, on encountering the first bump, slow down even more than necessary, and therefore the time factor cannot be reduced to actual minutes or seconds, or even predicted. Mr. Schaefer advised the Council that it was his opinion that the problems in Rolling Hills are no different from problems in Rolling Hills Estates, Palos Verdes Estates, Torrance or Los Angeles, and the residents of those cities would not tolerate in- stallation of speed bumps on their main streets as a means of speed control. Mr. Schaefer referred to the final section of Mr. Fuld's letter, suggesting that the only way to eliminate pressure fur using Crest Road as a pass-through for non-residents is to make it more inconvenient, and stating that the only practical and economic way to do this is with speed control bumps. Mr. Schaefer stated that residents should not be inconvenienced so that non-residents would be inconvenienced; rather, he said, strict control of entry through the gates should and must be maintained and controlled. With reference to Mr. Fuld's final statement that "It would be tragic to see some child wiped out because of the lack of action on the part of the Rolling Hills City Council", Mr. Schaefer stated that he is not in any way insensitive to the welfare of the children, and he is sure that their welfare is of great concern to members of the Rolling Hills City Council and all residents of the City; however, he urged that another way of controlling speed be found. Mr. Schaefer then presented as another objection to the speed bumps the possible effect on property values within the City. He stated that it was his opinion that if a prospective buyer entered the City and, in order to inspect property for sale, had to traverse bumps on any of the main roads, e.g. Portuguese Bend, Crest or East- field, as suggested by Mr. Fuld, they might be initially impressed by the convenience of the hazards, and decide that living in Rolling Hills was not worth the inconvenience of reaching the property they were considering purchasing. Mr. Schaefer urged that serious consid- eration be given to the possible effect on property values in the City. He then suggested that as one method of control of speed, con- sideration be given to the hiring of additional personnel for speed control only. Mayor Nadal thanked Mr. Schaefer for his appearance, and opened a discussion on the subject of speed control. City Attorney William Kinley advised the Council that he is attorney for the Portuguese Bend Home Owners Association,, and that he had discussed the matter of the speed bumps with Mr. Gordon Curtis, who was president of the Association when bumps were installed on Narcissa Drive. Mr. Kinley stated that Mr. Curtis had said that the bumps were effective ','to a degree", and that there was a definite relationship between the degree of effectiveness and the age of the driver; that as the driver's age increased the effectiveness did also. Mr. Curtis stated that teen-age drivers and drivers in the early twenties were able to negotiate the bumps at speeds of 45 mph with little apparent discomfort, but that it was observed that older drivers slowed to the recommended speed when a bump was encountered. Overall, Mr. Curtis estimated that the bumps installed on Narcissa Drive for the purpose of speed control wer 35-50% effective in accomplishing that June 10, 1968 purpose. Mr. Curtis advised Mr. Kinley that to accommodate school busses and trucks and trailers with long wheel bases the bumps must be a maximum of 1 1/2" to 2"high, and 18" wide. The City Manager advised the Council that she had been given a copy of Mr. Fuld's letter with enclosure by one of the residents, iand that several replies and letters had been received at the Admin- istration Building, addressed to the City Council. She said she had called to advise Mr. Fuld of the letters and to say they would be on the agenda, and he said that he, too, had received replies, but did not think he had a sufficient number to present to the Council, and indicated that he would prefer to attend a future meeting. Mayor Nadal ordered the matter held on the agenda. Regional Planning Commission Mrs. Clifton presented a Tentative Map for a Proposed -Subdiv- ision in Tract 26545, unincorporated territory of the County of Los Angeles. The map had been mailed to the City of Rolling Hills by Los Angeles County Regional Planning Commission, asking the Council for comments or recommendations. The map showed 190 residential lots and one commercial area planned for 77 acres of the present Chadwick School property and was prepared for R. A. Watt Co., Inc. Subdivider. Mrs. Clifton advised the Council that the adjacent residential properties in the City and County are zoned as RA 20,000 or R-1 20,000, and the map presented represents approximately 7,000 square foot lots. She reminded the Council that letters had been sent to Supervisor Burton Chace by the City of Rolling Hills and Rolling Hills Estates, request- ing that the remaining undeveloped property retain the same land use characteristics that presently prevail in surrounding properties. The Council directed that a similar letter be sent to the Regional Planning Commission within the time specified. The map was received and filed. California Judicial Merit Plan Committee A letter dated June 4, 1968 from the California Judicial Merit Plan Committee was presented by the City Manager. City Attorney Kinley advised that the Merit Plan Committee is requesting that Senate Constitutional Amendment 2, being readied by the State Legislature for the November 1968 election ballot, would provide for specialized help in selecting qualified judges. He further explained that the amendment would take the power of appointment from the Governor, and that the Commission would have a file of qualified appointees, and that Governor Reagan ana the resent administration is in favor of the amendment. It was Mr. Kinley?s recommendation that if' the City Council was in favor of the amendment, they so advise their assemblyman and congressman. Councilman Fay moved that City Attorney Kinley be directed to prepare a Resolution of the City Council of the City of Rolling Hills supporting Senate Constitutional Amendment 2, and that copies of the resolution be forwarded to State Assemblyman Robert Beverly and State Senator Robert S. Stevens. Motion, was seconded by Councilman Sauer and carried by a unani- mous vote, and Mayor Nadal requested that the City Attorney prepare the proper resolution. -3- June 10, 1968 REPORTS OF CITY DEPARTMENTS Sheriffs Department The Sheriff's Department,Report for the month of April 1968 was presented. Gas Co. 6.53 Motion was seconded by Councilman Sauer and carried by the following roll call vote: AYES: Councilmen Fay, Sauer, Mayor Nadal NOES: None ABSENT: Councilmen Hesse, Klein PROPOSED ORDINANCE - Vicious Dogs City Attorney William Kinley presented a draft of an ordinance entitled An Ordinance of the City Council of the City of Rolling Hills, California, Providing for Licensing, Impounding and Regulation in Keep- ing of Animals. In the discussion that followed Councilman Sauer stated that he still is opposed to the ordinance with respect to the lack of definition between "on premise" and "off premise", and Mr. Kinley offered the legal opinion that it is better not to try to distinguish between on and off premises, rather to consider a dog who bites "vicious", regardless of whether the attack occurred on the property of the owner, or elsewhere in the City. Mr. James Brogdon, 5 Maverick .Lane, advised the Council that he does not want a leash law, but if it becomes impossible to formulate an ordinance to the satisfaction of all concerned, he thought a leash law might be the only solution. Mayor Nadal assured Mr. Brogdon that a solution will be found that will be generally satisfactory, but the reason so much time is being expended is that the committee wants to arrive at a workable solution, and the Ordinance, when passed, should cover all eventualities as completely and satisfactorily as possible. The City Manager was directed to send a copy of the latest ordinance to the absent councilmen for their study and review, and the Mayor ordered the matter held on the agenda. -4- 1 June 10, 1968 , PROPOSED ORDINANCE - Electrical Code Councilman Fay moved that a proposed ordinance entitled "An Ordinance Amending Ordinance No. 5 of the City of Rolling Hills Adopting the Los Angeles County Electrical Code by Reference':' be introduced, and the reading in full be waived. SUBDIVISION NO. 31, Tract 26769, J. H. Langworthy Mrs. Clifton advised the Council that Mr. Kenneth Schorr, engineer for Mr. J. H. Langworthy, had requested that the subdivision be held on the agenda. June 10, 1968 AGENDA ITEMS HELD OVER Eastfield Gate The matter was ordered held on the agenda. Fire Hydrants - Fire Flows Mrs. Clifton advised that a meeting had been scheduled for Thursday, June 13, 1968 to be attended by representatives of Palos Verdes Water Company, Los Angeles County Fire Department, Mayor Nadal, Councilman Fay and Mrs. Clifton, for presentation of the finalized report on Fire Hydrants and Fire Flows in the City of Rolling Hills. _The matter was held on the agenda pending receipt of the report. Traffic Safety Committee The Mayor ordered the matter held on the agenda for a report from Councilman Hesse. RESOLUTION NO. 229 - House Numbering, Crest Road East Councilman Fay moved that Resolution No. 229 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIF- ORNIA, PROVIDING FOR A SYSTEM OF NUMBERING HOUSES ON CREST ROAD EAST" be adopted. Motion, was seconded by Councilman Sauer and carried by the following roll call vote: AYES: Councilmen Fay, Sauer, Mayor Nadal NOES: None ABSENT: Councilmen Hesse, Klein. Resolution No. 229 is set forth in full in the Book of Resol- utions. MATTERS FROM CITY OFFICERS Mr. Kinley, City Attorney, presented a copy of a report pre- pared by Dr. Manley Natland entitled "Investigation and Report of Structural Geology in Roach Area, City of Rolling Hills, California". The City Clerk was directed to file the report and send a copy to the Los Angeles County Engineering Geology Section for their in depth review, and to request that upon completion of that review, a report be made to the Rolling Hills 'City Council. ZONE CHANGE PROPOSAL - Limited Manufacturing, City of Rolling Hills Estates Mrs. Clifton presented copies of a letter dated May 1, 1968 from Palos Verdes Peninsula Unified School District to Great Lakes Properties, Inc. with referen.ct to the analysis of implications to Palos Verdes Peninsula Unified School District of Zone Change Proposal. She also advised that the Rolling Hills Estates Planning Commission was at the time meeting to consider the granting of the requested change in zoning from RPD -8 U to LM-SR&D. Councilman Fay advised that he had attended other meetings at which the proposed change was considered, and that the Peninsula Advis- ory Committee and the League of Women Voters are in fave of the zone change. 1 June 10, 1968 Councilman Fay moved that the Manager write a letter to Great Lakes recommending in principal the letter of the Peninsula Unified School District.
