Monday, June 24, 1968. County Road Dept. Councilman Fay moved that the minutes of the meeting of June 10, 1968 be approved as presented. Motion was seconded by Councilman Sauer and unanimously carried. TRAFFIC SAFETY STUDY Mayor Robert Nadal'opened the meeting to a presentation of reports prepared at the request of the Traffic -Safety Committee that had been formed to study the problem of traffic control in the City of Rolling Hills. Los Angeles Countv Road Department - Mr. C. W. Sutton Mayor Nadal introduced Mr. Charles W. Sutton of the Los Angeles County Road Department, Traffic 'Division. He said that Mr. Sutton's experience in traffic control spanned twenty-one years, and that he had recently completed a traffic study on the principal roadways in the City of Rolling Hills at the request of the City Council. 1 June 24, 1968 Mr. Sutton presented a report dated June 19, 1968 and made recommendations with respect to signing changes on all major roadways, reflective delineators to be placed in the roads, and installation of a safe loading area for school children in the vicinity of La Cresta School. In addition, Mr. Sutton stated that enforcement of the basic speed law could control speed on all roadways. Mr. Sutton advised the Council that anything that caused a lack of continuity in traffic flow is a potential hazard, and cited other objections to speed reduction bumps, e.g., frequent car repair necessitated by continued driving over bumps, the possibility that the:bridle trails might be used as detour roads around bump locations; and finally, the inconvenience experienced when driving over bumps every day. Because of his belief that these conditions create a greater accident potential than now exists, it'was Mr. Sutton's re- commendation that speed bumps not be considered--f'or the city. Further, the report included radar speed checks on Portuguese Bend Road, Crest Road and Eastfield Drive, as well as traffic counts on -the in,.and out traffic at all four gates. The speed checks and traffic.counts were taken on week days as well as on weekends. Los Angeles County Fire Department - Chief G. Collins Mayor Nadal introduced Chief George Collins, a member of the Los Angeles County Fire Department, who presented a'report on a study of response times in. the City of Rolling Hills. Tests were conducted on Crest Road and on Portuguese Bend Road on Sunday, June 16, 1968 during a period of minimum traffic interference. Apparatus was driven as fast as possible, staying with- in the posted speed limits, and the same routes were then driven with the apparatus slowing to five miles an hour for simulated speed bumps ._ in the road. The trip from the Fire Station to the Southfield Gate took .2 minutes, 20 seconds under normal conditions, and 6 minutes, 30 seconds under "bump" conditions; the trip from the Fire Station to .the Main Gate took 3 minutes, 50 seconds under normal conditions, and 9 minutes 10 seconds under "bump" conditions, and the return trips ..increased proportionately. It was reported that when slowing for the simulated bumps, response time increased and the apparatus brakes became so hot considerable brake fade was observed. From the results of the tests, the recommendation was that the Fire Department should oppose the installation of any obstacle that would increase the response time of emergency equipment. Chief Collins emphasized that response or "reflex" time is .:crucial in all emergencies, and stated that whether fighting a fire, aiding a heart attack victim or rescuing a drowning victim from a pool, the:first five minutes are the most critical, and he stated that at _ the present time it is possible for equipment from the Crest Road Station -to reach any location within the city within five minutes; if bumps were installed, the time would be considerably longer. Sheriff's Lennox Station - Lt. W. Kennedy Mayor Nadal introduced Lieutenant William Kennedy of the iLennox'Sheriff's Station. Lt. Kennedy said he did not have a report to present, but did have a number of statistics available, and would .answer any questions about services performed by the Sheriff's Department. He advised that there are few traffic accidents reported from within the City, and those that do occur are of limited scope: one car incidents in which the driver exceeded the speed limit and lost control -2- June 24, 1968 of the.car; or accidents involving two cars, when one driver crossed the center line and became involved in a two car head-on collision. He 'stated that there had not been any intersection accidents in the past three years, and no record could be found of any accident involv- ing a pedestrian. Lt. Kennedy stated that the records indicated that except for speeding, the City has a good traffic record, and he said that increase „enforcement of speed control laws could help eliminate tl a .:prolilem of speeding. In answer to questions about the extent of traffic enforce- ment'; and whether there is an effective "on and off" method of enforce- meat; edy explained that it is impossible for any law enforce- ment agency to enforce all laws in all areas at all times, but records indicate that when citations are increased there'is a relative increase in safe driving, and it was his suggestion that increased enforcement ,of speed control and patrolling be put into effect. Lt. Kennedy said that the concern of the Sheriff's Depart- ment with respect to speed control bumps is for the lives of accident victims, and that speed bumps in the road could cause additional injury to someone being transported by ambulance; therefore, it was the re- commendation of.the Sheriff's Department that speed bumps not be con- sidered for the City of Rolling Hills. Mayor Nadal asked Lt. Kennedy,to explain the system of contract service to the City, and he stated that under budgetary allotment at present, the City of Rolling Hills contracts for 1/8 of a car per day, or three hours daily; approximately 50% of that time is spent on traffic control. Sheriff's cars on duty in other parts of the peninsula frequently drive through the City enroute to other locations, and if there is an occurrence requiring more than one car for an extended period of time, as many cars as necessary are,on duty for as long as they are required, and no additional charges or deductions of time are made, and,the City continues to receive the daily service contracted for. Mayor Nadal thanked Mr. Sutton, Chief Collins and Lieutenant Kennedy for their presentations to the Council. After Council discussion Councilman Sauer moved that the Council adopt the recommendations of the committee and make the necessary changes ata cost not to exceed $3,000 for signs and road delineatorsand that consideration be given to an increase in the budget for additional law enforcement. Swanson,, resident, member and former President of Los Caballeros del Rancho Palos Verdes, said that a junior group had been formed, and he then introduced Cathy�Stander, president, who ex- plained that the purpose of the club was to further the interest of the group on a younger age level. She introduced Beth Menze, vice-president, Ann Shifman, secretary, Nancy,Woodward, treasurer and Marta Houske and Leslie Dillon, two of the members. Cathy explained that they had chosen the name Los Ninosde los Caballeros, which means Children of the Caball- eros. Mayor Nadal thanked them for their appearance, and invited them to attend any future meetings of the Council. REPORTS OF CITY DEPARTMENTS Fire Department The Fire Department report for the month of May 1968 was presented. It was ordered received and filed. -3- June 24, 1968 TRANSFER OF FUNDS Approval of transfer of $1,000.00 from the General Fund to the Motor Vehicle Act in Lieu Fund and transfer of $1,000.00 from the General Fund to the Traffic Safety Fund was made in a motion by Coun- cilman Klein, seconded by Councilman.Sauer and carried by the following roll call vote: AYES: Councilmen Fay, Klein, Sauer, Mayor Nadal NOES: None ABSENT: Councilman Hesse PAYMENT OF BILLS Councilman Fay moved that Demands No. 774 through 786 be paid from the General Fund. After discussion of what would constitute "attack", the mayor requested that City Attorney William Kinley clarify the term.in the ordinance, and prepare the ordinance for introduction at the next meeting of the City Council. The matter was held on the agenda. AGENDA ITEMS HELD OVER Proposed Ordinances Mayor Nadal directed that Ordinance No. 75 adopting the Los Angeles County -Electrical Code, Ordinance No. 76 adopting the Los Angeles County Building Code, Ordinance No. 77 adopting the Los Angeles County Plumbing Code and Ordinance No. 78 adopting the Los Angeles County Mechanical Code be held on the agenda for public hearings sched- uled for July 8, 1968. -4- June 24, 1968 Eastfield Gate Mayor Nadal ordered the matter held on the agenda. Fire Hydrants Mayor Nadal ordered the matter held on the agenda. House Numbers - Crest Road East Mr. Fred Fuld, 3 Crest Road East, advised the Council that he had received a letter from the City Manager advising that after September 1, 1968 his house number would be 5 Crest Road East. Mr. Fuld requested that he be allowed to retain his present. number. Mrs. Clifton `explained that there are presently ten lots on Crest Road East without numbers, and because homes are being constructed on two of these properties, it was crucial that they receive numbers. Mrs. Clifton stated further that as she had explained in her letter to the residents, when the original numbers were assigned many years ago several sites were overlooked, and in addition, there have been several newly created building sites due to subdivision. She said that to arrive at a solution a committee was formed consisting of two City Council members, the City Manager and Mr. Robert Moller, Regional Engineer of the Los Angeles County Department of Building and Safety acting as a technical. advisor. A thorough study was conducted and the solution finally arrived at was based on the present zoning and the amount of acreage of each property. Numbers were reserved for possible future develop- ment in addition to the present residence, although no engineering judgment was made on the feasibility of creating additional lots. To follow the plan, the property presently numbered 1 Crest Road East will remain the same, and No. 3 will be reserved for possible future subdivision of that property; No. 3 will become No. 5 and so on, so that a method of numerical sequence can be arrived at. Mr. Robert White, 5 Crest Road East, advised the Council that he concurred with Mr. Fuld, and that he wished to retain his present number, and requested that re -numbering begin with the next neighbor, Mrs. Pruyn. Mayor Nadal ex lained that it was expected that no one would be desirous of relinquishing their number, but it was an absolute necessity, and therefore personalities could not be considered; rather, a system that would affect everyone equally was adopted, and in order to make the transition less inconvenient for the residents, the notification to most public agencies would be taken care of by the Olt', staff. �� A Mr. White then asked if it would be possible for him to use No. 7, since both 7 and 9 had been reserved for his property, although No. 9 had been designated in his letter of notification. The City Manager said it would be all right to change, because the information had not yet been sent to the public agencies. Mr. White thanked the Council for their attention to the subject, and their explanation of the problem of numbering, and said that he was satisfied with the change and his new number. -5- June 24, 1968 ADJOURNMENT There being no further business to come before the meeting, Mayor Nadal adjourned the meeting to a personnel session at 10:40 P.M. to consider the 1968-69 budget..
