ROLLING HILLS, CALIFORNiA, SETTING PRIORITIES FOR
FILING WRITTEN ARGUM�NTS REGARDING A CITY MEASURE
AND DIlLECTING THE CITY ATTORNEY TO PREPARE AN
�VvIPAR'Z'IAL ANALYS�S.
WHEREAS, a Specia2 Municipal Election is to be held in the City of Rolling Hitls, California,
on Novemher 7,2017,at which there will be submitted to the voters the following measure;

NOW, THERLFORE, '�'HE CITY COUNCIL OF THE CITY OF ROLL�TG HILLS,
CALIFORIVIA,DOES RESOLVE,DECLARE,D�TERMINE AND ORDER AS FOL�,OWS:
Sectaon 1. That the City CounciI authorizes a21 rnembers of the City Council to f le a written
argur�ent not exceeding 300 words regarding the City measure as specifted aboae,accompanied by the
printed name{s}and signature(s)of the author(s) submittix�g it,in accordance wi�h Afticle 4, Chapter 3,
Division 4 of the �lections Code of the State of California. 'The arguments may be changed or
withdrawn until and including the dake fixe�by the City Clerk after which no arguments for or against
the City measure may be subm.itted ta the City Cierk
Tlfe arg�unents shall be fled with t}�e Ciry CIerk, signed, with �he printed name(s) and
signature(s) of the author(s}submitting it, or if submitted on behalf of an organization,the name of the
organization,and the printed name an�d signatute of at least one of i�principal officers who is the author
of the argument, Ti�e arg�ments shall be accompanied hy the Form of Statement To �e Filed By
Author(s)of Argument.
Section 2, That the City Council directs the City Clerk to iransmit a copy of t�e measure to
the city attorney,unless the organization or salaries of the office of the city attorney are affected.
a The city attorney shall prepate an impartial analysis of the zneasure not exceeding 500
words showing the effect of the measure on t�Ze existing law and the operation of the measure. i1f the
measure affects the orgazuzatian or salaries of the office of the city attorney,the city clerk shall prepare
the impartaal analysis.
b. 'rhe analysis s�all include a statexr�ent indicating whether the measure was placed on the
ballot by a petition signed by tkie requisite number of voters or by the governing body of the city.
c. Tau the event the entire text of the measure is not printed on the ballot, nor in khe voter
inforcnation portion of the voter information guide, there shall ba printed immediataly beIow the
impartial analysis, in no less than 10-point type, the foliowing: "The abo�e statemezxt is an impartial
arialysis of the proposed Ordinance. If you desire a copy of the ordinance, please call tE�e election
official's office at 310-377-f 521 and a copy will be mailed at no cost to you."
d. The impartial atialysis shall be �iled by the date set bq the City Clerk for the filing oF
prirnary arguments.
Section 3. 'I'hat the City Clerk shall certify to tEie passage and adaption of this resolution axid
enter it into the boolc of original resolutions.
