I212 A RESO�.UTION OF THE CIT'Y COUNCIL OF THE CITY OP ROLLING HII,LS,CALIFORNIA, PRQVIDING FOR Ti�FILING OF REBUTT'AL ARGUMENTS FOR MEASURES SUBMITrED FOR THE CTTY OF' ROLLING HILLS SPECIAi. MUNICIPAL ELECTION ON NOVEMBER 7,20J7. V47�iEREAS, § 9282 of the Elections Code of the State of California provides frnr written arguments to be ftled in favor of or against city measures not to exceed 300 words in length;and WHEREAS, §9285 of the Elections Code of the Stste of California authorizes the City Council, by majority vote, to adopt pzovisions to provide for the filing of rebuttal arguments for city measures subtnitted at municipal elections; NOW, THEREFORE, TI� CITY COUNCIL OF '�'H� CITY OF ROLLING HTLLS, CALiFORNIA,DOES RESOLVE,DECLARE,DETERIvI1NE AND ORDEAAS FOLLOWS: Section 1. That pursuant to Section 9285 of the Elections Code of the State of California, whexi the eIections official has selectec�the argutnents for and against the measure (not exceeding 340 words each)which will be priap,ted and distrihuted to f1�e voters,the elections officiat shall send a copy of an argurnent in favor of the�measure ta the authors of any argument against the zneasure and a copy of an argument against the zzteasure to the authors of any argament in favor of the measure irnmediately upon receiving the argutnents. The author or a majority of the authors of an argumen,t rela�ing to a city measure may prepare anid submit a rebuttal argument not exceeding 25Q words or may authorize in writing any other person or persons to prepare,submit,ar sign the rebuttal argument. A rebuttal argument may not be signed by rnore than five suthors. The rebuttal arguments sha11 be fiIed with the City Ciezk, signed, with ihe printed name(s) and signature(s)of the author(s) submit�ing it,or if submitted on behalf of an organization,tl�e name of the organization,aixd the printed name and signature of at least one of its pz7incipal officers, not more than 10 days after the final date for�ling direct arguments. 'I'he rebut�al arguments shail be accompanied by the Form of�tatement'I'o Be Filed By Author(s)of Argumen#. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately fvlIow the duect atg�ment which it seeks to reb�t. Section 2. That aIl previous resolutions providing for the filing of rebuttal arguments for city measures are repealed. Section 3. That tIie provisions of Section 1 shall apply only to the election to be held on November 7,2017,and shall then be repealed. Section 4. That the City Clerk shall certi#'y to the passage and adoption of this Resolution and enter it into the book of original Resolutions.
