FIELD TRIP
Vice-Chai�tnan Kirkpatrick called the meeting ta ordex�at 7:30 a.m. at 26 Eastfield
Drive.
A. ZONING CASE NO. 921. Request for Variances to construct, on a
substandard sized lot, a new swin�uning pool/spa, paol deck, pool equipment
area, barbeque and patio, new planters and staixs, and legalize an existing fire pit,
chicken coop and shed. The nat�xre of varzances include exceeding the maximum
permitted total lot c�verage, �tructura� cov�rage and dist�rbance of the Iot; to
encroach wit� ax� existing shed, fire pit, chicken coop and the proposed
�vvixnming paol, spa and related dEv�1��r�er�� into setbacks a�-�d laek o€ abili�y �o
reach minimum distance far animal. keeping in Zaning Case No. 921 at 26
Eastfield Drive (Lot Sb-A-EP} Rolling Hi11s, CA, (Qinton). The project has been
determined to be cafegorically exempt (Qass 3) pursuant to the California
Environmental Qua�ity Act (CEQA) Guidelines.
Assistant Planner Stewart reviewed �ie applicant's request for the proposed
swimming pool, outdoor amen�ties and the as-bu�lt minor structures, that the
applicant wishes to retain and Iegalize. She �tated that a garage addition was
previouslp approved,.but that it wasn't yet constructed. Ms. Stewart stated that
the parcel is substandaxd in size, as it is less than one acre and the house is loca�ed
entirely outside of all setbacks, leaving only areas primarily inside setbacics to
construct any other struchxres.
Planning llirector Schwartz stated that the shed was reviewed and approved by
the RHCA, however, no request for a permit was submitted to the City for review.

She stated that if if had been submitted to the City, staff would have not have
been able to approve it over-the counter in its current Iocation.
AII present walked around the house to the rear yard and viewed the praposed
pool, stairs,patios, and planter.
Tn response to Vice-Chairman Kirkpa#rick, Ms. S�ewart stated that there were no
inquires or coxnments frorn any of the neighbors on this project.
There being no further discussion, the public hearing was continued ta the
evening meeting of the Planning Comm�ission at 6:30 PM.
S. ZONING CASE NO. 923. Request to modify a pxeviously approved project
and request for a Site Plan Review for grading to enlarge the swimming poo�
building pad and Varian�es to allow the us� of non-permitted imported dirt, to
construc� slopes steeper than 2:1 gradient and to export dirt, in Zoning Case No.
923 at 38 Portuguese Bend Road, (Lot 1?S-RH), Ralling HiIIs, CA. (Wheeler}. The
project has been deternzined to be categorically exempt (Class 3) pursuant fo the
California Environmental Quality Act{CEQA} Guidelines.
Presenf for this meeting was Dan Balton, Bolton Engineering, applicants'
representative
Plaruung Director Schwartz reviewed the applicant's request for the modification
to the previously approved covered patio and building pad. She stated that one
of the rea�on t� mov� the covered patio was t� comply with the 3'ublic Health
requirements for location of structures in relationship to seepage pits and septic
tanks. She �tated that the previ�u�ly approv�d Iocation was too c�ose to the�septic
tank and seepage pit. She pointed out on the site plan the eacisting area of the
building pad, (before the dirt was spread on the pad to increase its size),fhe limits
of the previously approved pad and �he Iianits of the proposed pad. She provided
a brief history of the imported dirt on the property and the City's requirements
and code enforcement efforts tllat led to the applicants' request to keep the dirt
and expand the building pad.
She pointed out to some of the resulting slopes that require a Variance due to
their steepness, at 1.5:1 gradient, but stated that the proposed enlargement of the
pad wou�d eliminate the previously approved two 2.�' high walls around a iarge
portion of the pad. She also stated that she received a letter from the owners' soils
consultant stating thaf the dirt is acceptable as fill dirt for the pro�ect.
In response ta the Cominissioners, Dan Bolton explained the reason for the
steeper slopes and Iimit of grading and sta.ted that the natural watercourse would

be restored. Discussion ensued regarding the previously approved walls and if
they would be needed if the project was approved as presented or if the project
reverted back to the previous approval. Dan Bolton addressed these issues.
In respanse ta Vice-Chairman Kirkpatrick, Assistan� Planner, Stewart, stated that
the:re were two inquires and comments on this project frorn neighbors. The
neighbors were concerned with the quantity of dixt placed on the property and
whether the project would be Iandscaped.
There being no further discusszon, the public hearing was continued to the
eve�n.�ing meeting of the Planning Cominission at 6:30 PM.
