CALL TO ORDER
A regular meeting of the TrafFc Commission of the City of Rolling Hiils was called to order by
Chairman Wilson at 8:30 a.m. on Thursday, May 25, 2017, in the City Council Chamber, at City Hall, 2
Portuguese Bend Road, Rolling Hills, Califamia.

APPROVAL OF MINUTES
NIIN[JTES OF MARCH 23, 2017.
Commissioner Margeta moved that the Traffic Commission apprave the minutes of the regular meeting
of the Traffic Commission held on March 23, �017. Commissioner Hawkins seconded the motion,
which carried with Vice Chairperson Virtue abstaining due to an excused absence from the last meeting.
Whi1e waiting �ar Sheriffs Dept. personnel to arrive, City Manager Cz�uz reported on stafPs efforts in
coordinating with the City of R.ancho Palos Verdes ta address the parking issues on Crest Road West
(just outside t11e Crest Gate) resulting fram the increased use of the Land Conservancy trail system by
hikers. Staff was directed to agendize a more detailed report for the next Traffic Commission meeting.
Chairman Wilson inquired as �o who is responsible for mainta.ining and striping the access road aff of
Crest Road West that seives Rancho Del Mar High School. Staff was directed to agenize a discussion
on the mat�er at the next Tra�c Commission meeting.
Brief discussion ensued concerning the new fraffic signal at Palos Verdes Drive North and Portuguese
Bend Road/Rolling Hills Road with Commissioner Virtue inquiring as to what triggers the green arrow.
Chairman Wilson commented that there is a loop ta trigger the green arrow when a�ehicle is in the cue.
PRESENTATION
PRESENTATIDN BY REPRESENTATIVES OF TI� LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON TRAFFIC STATISTICS FOR THE CITY OF
ROLLING HII,LS.
Sgt. Osburn reviewed the traffic statistics for the first quarter of 2017 noting #hat there was on� injury
traffic collision in April in�olving a run away truck that ultimately culminated on Rolling Hills Raad in
Rolling Hiils Estates. He also reviewed the traffic enforcement statistics for the month of April 2017.
Brief discussion ensued concerning the tra�c sta.tistics and an error was noted an the report. Sgt.
~ Osburn was asked to provide an u�dated report to the City Manager.
In response ta Commissioner Hawkins, Sgt. Osburn expla.ined the process for scheduling the
supplemental traffic enforcement program. Discussion ensued conceming traffic enforcement and the
new mvtar depuTy. Staff was asked to work with the Sheriff s Depfi. to deploy a decoy car as a speed
de�errent.

NEW BUSINESS
DISCUSSION AND CONSIDERATION OF THE FY 2017-1 S SUPPLEMENTAL TRAFFIC
ENFORCEMENT PROPOSAL.
Chairman Wilson introduced the item and asked for staff 5 comments. City Manager Cruz reviewed th�
recent history of the Supplemental Traffic EnforceFnent meeting cornmenting that the haurs were cut
from 350 to 175 during fhe FY 15-1b budget process and subsequently increased to 275 hours £or FY
16-17 upon a recommendation from the Traffic Commission. He reviewed the FY 17-1$ proposal
stating that 275 hours are proposed. Chairman Wilson commented that he is supportive of the proposal
for 275 hozars of supplemental#raffic enforc�ment for FY 17-18.
Following brief discussion, Commissioner Margeta moved that the Traf�ic Comrnission recornrnend
approval of the FY 2017-1 S Supplemental Traffic Enforcement Proposal ta include 275 hours of
enforcement. Vice Chairperson Virtue seconded the motion, which carried withaut objection. Brief
cl�scussion ensued concerning deployrnent and reporting. Sgt. Osb�arn was asked to include vehicle
speed in the report on citations issued.

Commissioner Hawkins noted that there is a Fire Dept. sign on Crest Road that is blocked by vegetation
and suggested that the vegetation be trimmed back to enable the sign to be seen.
